The Hornby Island Local Board of Trustees conducted the RAR on Hornby Island in the Third Reading of the Official Community Plan and Land Use Act Amendment Bylaws.

In January 2016, Chairman Peter Luckham wrote to the Minister for the Environment and Climate Change to express concerns about the assessment of shipping during environmental assessments and made suggestions for improving public participation. On March 30, 2016, Chairman Peter Luckham wrote to the Pacific Pilotage Authority regarding the timing of the planned public meeting regarding the proposed Gabriola Island moorings.
Sustainable Communities BC Ferries fares and service
Following this meeting, Chairman Luckham wrote to the Minister to convey proposals for scheduling changes that would mitigate the impact of the ferry service cuts that occurred in 2015. In October 2015, Chair Peter Luckham wrote to the Select Standing Committee on Finance and Public Services to request that the Province of B.C.
Stewardship of Resources
In September 2015, Chair Peter Luckham met with the Minister for Transport and Infrastructure, accompanied by Vice Chairs Laura Busheikin and Susan Morrison, to discuss Islands Trust Council's ferry request. Chairman Luckham emphasizes the role that ferry services play in the health and well-being of island communities, both in terms of economics and community health and well-being.

Graham Brazier and David Steen from the Gulf Islands Alliance about marine issues and the goals of the Islands Trust's Strategic Plan to protect the marine environment from a range of threats.

Gulf Islands Alliance on the need for the Trust Council's strategic plan to reflect the widespread public concern about ocean issues expressed during the public consultation process. Gulf Islands Alliance on the Public Trust Doctrine "which states that governments are obligated to maintain common natural elements that sustain healthy life now and forever."

Protect Grace Islet Group on the need for greater protection of areas of archaeological value, particularly First Nations cemeteries, within the Islands Trust Area. The public can address the Islands Trust Council at any of the scheduled quarterly meetings in March, June, September and December.

Plan, bylaw enforcement, public input on the annual budget, quarterly Islands Trust Council meetings and agendas, land conservation successes, Community Stewardship Awards, court decisions and advocacy on issues like BC Ferries. Chair Peter Luckham highlighted upcoming UBCM resolutions that will benefit the Islands Trust Area and advance the Trust Board's Strategic Plan. Before a local trust committee can adopt a bylaw, the Executive Committee must approve it for compliance with the Islands Trust Policy Statement.

Before the Bowen Island City Council adopts an official community plan ordinance, the Executive Committee must approve the ordinance and comment on the land use bylaws for the Bowen Island City Council.

Community Housing Needs, Coastline Marine Planning, Appropriate Economic Development, and the Blue Dot Campaign.
Trust Programs Committee Role
The committee reviewed and approved a staff proposal to create a two-year senior intergovernmental policy advisor position and initiated projects related to updating Crown land agreements and water conservation research. In 2015, the committee reviewed 17 nominations and made award recommendations for consideration by the Trust Council at the June 2015 meeting.
Financial Planning Committee Role
As part of its ongoing responsibilities, the Financial Planning Committee oversaw the completion of the financial audit for Islands Trust and Islands Trust Fund, through its Audit Committee. Increased public outreach was approved for the budget consultation, including advertisements in five newspapers (Bowen Undercurrent, Island Tides, Driftwood, Gabriola Sounder and Denman-Hornby Grapevine) and two online banner ads - Bowen Forum and Salt Spring Exchange.

Trust Fund Board
The Islands Trust acquires and manages land for conservation, receives donations of land, conservation covenants and money, and undertakes stewardship education activities. Islands Trust Fund - working with private landowners and conservation partners to protect ecosystems in the Salish Sea.

Wallace Point is surrounded by kelp beds and supports habitat for marine and terrestrial species including river otters, mink and seals. The owner applied for rezoning on portions of the property through the Islands Trust, which included protection of 8.26 hectares of provincially red-listed ecosystems through a conservation covenant. Some people who donate to the Islands Trust Fund prefer to designate their donation to a specific island.
Protect Biodiversity in Working Landscapes
To accommodate this request, the Trust Fund Board has the ability to maintain geographically specific accounts, and has created acquisition funds for Lasqueti Island, Gambier Island and Thetis Island.

The Islands Trust Fund aims to support and enhance the work of conservation partners working in the Islands Trust Area. The Opportunity Fund raises public support for important opportunities to protect biodiversity in the Islands Trust Area. Opportunity Fund grants support acquisitions led by the Islands Trust Fund or our partners.
Local Trust Committees and Bowen Island Municipality
A local trust committee exists for each group of islands designated as a local trust area under the Islands Trust Act, except for Bowen Island, which is an island municipality. Each local trust committee has three members - two locally elected trustees and one member of the Executive Committee who serves as the chairman. A local trust committee is responsible for land use planning and regulation for its area of jurisdiction.
Ballenas-Winchelsea Islands (Executive) Local Trust Committee
Responsibilities include the preparation and adoption of official community plans, land use by-laws, zoning and subdivision by-laws, the regulation of land removal and disposal, and the granting of permits in accordance with Part 26 of the Local Government Act. The Bowen Island municipality is served by a seven-member council, which has broad municipal powers, including land use planning.

After extensive community consultation and a lack of consensus, the LTC has decided not to proceed with bylaw changes to allow dog sitting, either as a domestic activity or as a temporary use. In addition to these projects, the LTC has also initiated changes to land use regulations under the leadership of the B.C.

The LTC promoted effective, efficient and collaborative governance by commissioning a report identifying First Nations Heritage sites and methods for their protection, and by increasing collaboration with diverse First Nations during project processes (Strategic Plan: 6.1; 6.2 ). The LTC approved rezonings, temporary use permits, development permits and heritage modification permits in and around the Ganges area, indicating that economic conditions are improving. Meanwhile, the LTC protected coastlines by denying development permits and proposing development permits that conflicted with guidelines.

During and the Islands Trust was one of the partners in the Lasqueti Community Integrated Energy Project, led by Doug Hopwood. Islands Trust policy requires reporting of the number of administrative fairness complaints received each year. No complaints have been received by the Office of the Ombudsman about the Islands Trust.
