This guideline outlines suggested procedures and practices related to participation by electronic means at board and committee meetings. The Local Government Act, together with the Regulation of Electronic Meetings in the District, authorizes council and committee members to participate in meetings using video conferencing technology, in accordance with the conditions set out in the Procedure Bylaw. When members are authorized to attend a meeting electronically, they are deemed to be present at the meeting, and are encouraged to follow participation practices to facilitate the proceedings.

Subject: RECOMMENDATION on external organization appointment policy .. a) approve the external organization appointment policy as presented in the report dated April 26, 2022 entitled "External Organization Appointment Policy"; and .. b) rescinds the following committee policies: Duration of Appointments/Nominees to External Committees (GV-032), Representatives of International Organizations (GV-031) and Reporting Requirements of Appointed External Agencies (GV-006). A board policy is proposed that makes provisions for appointments to more than 20 outside organizations where Metro Vancouver has an interest. The policy, which outlines eligibility, equity and other criteria, emphasizes a two-step process: nomination and appointment.
First, the policy contemplates two categories of external organizations that require different nomination methods: (a) those nominated by the President from an internal pool of elected officials, and (b) those nominated by a standing committee of individuals from the community that has expressed an interest in serving. Second, the Board of Directors reviews the nominees and has the sole authority to appoint them to each external organization. Earlier in 2021, the Finance and Intergovernmental Committee considered the process of appointing people to external organizations and by resolution directed staff to develop a policy on board appointments to external organizations, especially those that are paid, and report back.
Metro Vancouver benefits from appointing representatives to various outside organizations that help advance Metro Vancouver's interests. Appointees in this category typically serve a one-year term and come from an "in-house" pool of mostly Metro Vancouver board directors and board members who must meet any specific eligibility requirements and are paid by Metro Vancouver (in accordance with the award policy). or an external organization (in accordance with its reward protocols).

With the void in the proposal filled, the board then votes to appoint the nominee. These three board policies may be repealed as their provisions have been rolled up and included in the proposed policy described in this report. a) approve the external organization's appointment policy as presented in the report dated 26 April 2022 entitled "External Organization Appointment Policy"; and .. b) repeal the following board policies: Term of Appointees/Nominees to External Boards (GV-032), Representatives of International Organizations (GV-031) and Reporting Requirements for Designated External Agencies (GV-006). That the finance committee refers to the proposed hiring policy for external organization as presented in the report of 26. April 2022 with the title "Appointment policy for external organisation".
If the Board adopts the proposed policy as set forth in Alternative 1, there is no change in the current financial implications related exclusively to remuneration for participation in meetings of external organizations, where applicable. External Organization” means a body, agency, institution, authority or organized association considered independent or external to Metro Vancouver. External Representative” means an individual from the community who is appointed to represent Metro Vancouver in an External Organization;.
Internal Representative” means an individual who is a director on a board of directors or a committee member on a standing committee appointed to represent Metro Vancouver in an external organization. The Board of Directors has exclusive authority to appoint internal and external representatives to external organizations, regardless of the method of appointment used. Various methods of appointment may be used to simplify and speed up the process of appointing recommended representatives to the Council.

An events and partnerships report presented April 29, 2022 from the Metro Vancouver Board directed staff to bring forward proposed changes to sponsorship policies for consideration in response to Invest Vancouver's unique role as a leadership agency in the field economic development. The Sponsorship Policy sets out criteria for determining the circumstances under which Metro Vancouver will provide sponsorship for events and programs hosted by third-party organizations. Partnership and collaboration efforts, events and programs undertaken by Invest Vancouver are within the budget for the Industry Partnership Program, as approved by the Metro Vancouver Board during the annual budget process.
The Sponsorship Policy sets out criteria for determining under what circumstances Metro Vancouver will provide sponsorships for events and programs hosted by outside organizations or by Metro Vancouver members. Given that events and partnerships are a routine part of economic development, and that the annual budgeted amounts for partnership and collaborative efforts for Invest Vancouver are approved by the Metro Vancouver Board, staff recommends amending the sponsorship policy to take into account Invest Vancouver's unique needs. Overall, Metro Vancouver seeks to support events and programs that achieve all of the following.
Metro Vancouver should receive appropriate recognition for its contribution to the event or program being sponsored. The anticipated scope of the event or program and its visibility in the communities that make up the Metro Vancouver region. A list of specific benefits that will accrue to Metro Vancouver if it proceeds with the sponsorship being sought;.
Funding Requests For $1,500 or Less
If approved by the standing committee, the report and accompanying sponsorship proposal will be forwarded to the relevant Metro Vancouver Board for consideration. Description of the event and how it aligns with Metro Vancouver's goals as defined in the Sponsorship Policy Eligibility Criteria. Connect directly with one or more Metro Vancouver statutory functions (Metro Vancouver Regional District (MVRD), Greater Vancouver Sewerage and Drainage District (GVS&DD), Greater Vancouver Water District (GVWD) and Metro Vancouver Housing Corporation ( MVHC) and.
Metro Vancouver budgetary or financial considerations at the time of sponsorship Sponsorship request; and. A list of the specific benefits that will accrue to Metro Vancouver if it proceeds with the sponsorship sponsorship being sought;. A detailed description of how and to what extent Metro Vancouver members will be involved in the event or program; and.
For proposals seeking sponsorship Sponsorship with a total value greater than $1,500, Metro Vancouver staff will prepare a Committee Report for review by the appropriate standing committee (including a recommendation on the proposal), which will evaluate the proposal based on the criteria included in this Policy. If approved by the standing committee, the report and attached sponsorship proposal will be forwarded to the appropriate Metro Vancouver Board for consideration. A list of the specific benefits that will accrue to Metro Vancouver if it proceeds with the Sponsorship being sought.
Multi-Year Funding Requests Over $500
The attached report dated February 14, 2022, entitled “Development of a Wet Weather Pricing Approach,” was discussed by the Liquid Waste Committee at its meeting on March 9, 2022, and was received for information. These challenges have led to higher levels of inflow and infiltration (I&I), compromising the capacity of the region's sanitary sewer systems and directly leading to an increasing number of sanitary sewer overflows during wet weather. Additional new approaches to wet weather cost allocation are being developed and will be reviewed in consultation with City staff prior to making staff recommendations to the Liquid Waste Commission.
To provide the Liquid Waste Committee with an update on the development of an approach to include wet weather pricing in cost sharing for regional wastewater services and to obtain early feedback on concept development. Wet weather pricing, more accurately called "wet weather cost allocation" in the regional legislative context, is one of the key tools that can be used to incentivize rapid action on I&I management by better reflecting the full cost of wet weather flows. Initial drivers and concepts for a regional approach to wet weather pricing, including key principles, were reviewed at a workshop with the Regional Administrators Advisory Committee (RAAC) and the Regional Engineers Advisory Committee (REAC) on 16 September 2021.
Following that workshop and on a recommendation from staff, on October 29, 2021, the GVS&DD board approved a “split” of the regional wastewater services levy into a separate “wet” and “dry” component, laying the foundation for a fairer allocation of costs in wet weather. . At this time, and in accordance with the first principle of fair cost allocation, wet weather cost allocation is concentrated on the non-growth component. Implementation of a New Wet Weather Cost Allocation Model: Staff recommendations for a phased implementation of a new wet weather cost allocation model will be submitted to the Liquid Waste Committee and the GVS&DD Board for consideration , together with appropriate amendments to the GVS&DD Regulation No.
