The approval of this proposal sets the stage for the next step in the industrialization of the South Campbell Heights area. Metro Vancouver's industrial market vacancy rate is 0.5%, the lowest of any major center in North America.

That the MVRD Board determine that the extension of GVS&DD sewer services to the new microbrewery at 12745 Laity Street in the City of Maple Ridge is consistent with the provisions of Metro Vancouver 2040: Shaping Our Future. The City of Maple Ridge has filed an application with the Greater Vancouver Sewerage and Drainage District to extend sewer service to the parcel to serve the new microbrewery at 12745 Laity Street.

That the request to construct a sanitary sewer connection at 12745 Laity Street is supported and forwarded to the Greater Vancouver Sewerage and Drainage District Board for consideration. That Metro Vancouver approve the property owner's request for a sanitary sewer connection to the regional sewer system.

Buildings and structures for agricultural or resource use shall not exceed 20% lot coverage. The City of Maple Ridge has submitted an application to the Greater Vancouver Sewerage and Drainage District to extend sewer service to an existing single-detached residence at 12606 224 Street due to a deficient septic system on the premises. On May 20, 2021, the City of Maple Ridge submitted an application to the Greater Vancouver Sewer and Drainage District (GVS&DD) to service an existing single-detached residence at 12606 224 Street due to a failed on-site septic system .

Section E 1.3

The home is located within the GVS&DD Fraser Sewerage Area (FSA), on land with a Metro 2040 Agricultural Designation and outside the city limits (Appendix 1). GVS&DD's regional sewerage area boundaries were drawn prior to the adoption of Metro 2040.

City of Maple Ridge

Applications require a resolution of City Council prior to consideration by the Board, as identified in Metro Vancouver Application Guide #7. The application to seek Metro Vancouver approval to connect to the regional sewer system complies with Section 2.3.2 of Metro Vancouver Implementation Guide #7, represents a minimal increase in sanitary sewer flows and does not result in any reduction of service levels of the existing sanitary sewer system.

METRO 2050 CONTENT DEVELOPMENT STATUS UPDATE

The content of Metro 2050 was developed in close collaboration with members of the Metro 2050 Intergovernmental Advisory Committee (IAC), who were invited to review and submit written comments on the proposed new and amended policy. The draft text of Metro 2050 was then reviewed and revised by Metro Vancouver's Legal Services and Indigenous Relations staff and an external equity consultant.

An analysis of Metro Vancouver's 2018 application for Surrey found that residential development would increase pressure on nearby rural land by signaling potential availability for urban development. The Urban Containment Boundary (UCB) is intended to be a long-term and stable boundary for urban growth in Metro Vancouver.

Metro Vancouver 2040: Shaping Our Future Land Use Designation City of Surrey Amendment Request - South Campbell Heights Regional Planning Committee Regular Meeting: October 8, 2021 The proposal for South Campbell Heights is for a regional work of mixed, non-industrial use the designation, which is an important distinction.

Protect the Environment and Respond to Climate Change Impacts

Staff appreciates the flexibility that Surrey would like to maintain for land uses in the South Campbell Heights area, and that residential uses are not intended. If the amendment is supported, it will be incumbent on the City of Surrey to ensure that land uses in this area support industry and do not compete with large, travel-intensive uses that are better located in urban centers, in an effort to number of car-oriented 'job growth'. The existing North Campbell Heights industrial park area is designated as mixed employment in Metro 2040 and primarily supports light industrial uses, with some commercial and other employment uses.

Support Sustainable Transportation Choices

The City of Surrey has submitted an application for a Metro 2040 amendment corresponding to the South Campbell Heights Revised Phase 1 Land Use Plan (Reference 1). City of Surrey Corporation Report dated 8 July 2021 (No. R147): South Campbell Heights Revised Land Use Plan.
