The Regional Economic Prosperity Service (REPS) team has been actively involved in building, branding and delivering for the newly established regional service since the first members of the team came on board in January 2021. This report provides an overview of the deliverables to date and outlines some of the key activities planned for the remainder of 2021, as well as into 2022 and beyond.

In the Metro Vancouver region, target sectors include life sciences, technology and the green economy. Address the digital divide by making additional investments in technology and courses in primary and secondary education, with a focus on indigenous communities and under-equity groups.

Section E 2.1

This grant application will advance the initial phase of the Perimeter Trail expansion planned for 2022. To obtain approval from the MVRD Board to apply to the Active Transportation Infrastructure Grant Program to fund the initial phase of the 2022 Campbell Valley Perimeter Trail expansion.

That the MVRD Board endorse the grant funding application for the Campbell Valley Regional Park Perimeter Trail extension through the Active Transportation Infrastructure Grant program. Section E 3.1

The Clean Air Plan is Metro Vancouver's fourth 10-year management plan for regional air quality and greenhouse gas management. The Clean Air Plan is strongly linked to Climate 2050, Metro Vancouver's 30-year strategic framework for climate action.

Clean Air Plan

Metro Vancouver recognizes that residents of the region live, work and learn on the shared lands of many Indigenous peoples, including 10 local First Nations: Katzie, Kwantlen, Kwikwetlem, Matsqui, Musqueam, Qayqayt, Semiahmoo, Squamish, Tsawwassen and Tsleil-Waututh. The goals and objectives in Metro Vancouver's air quality and climate plans are a science-based priority.

Executive Summary

The ambient air quality meets or exceeds the ambient air quality goals and standards regularly updated by Metro Vancouver, the Government of BC and the Government of Canada; and. The Clean Air Plan can help the region achieve deep reductions in regional greenhouse gas emissions. Achieving the 2030 greenhouse gas target is a significant challenge that our region is committed to tackling.

Plan Context

The Clean Air Plan is Metro Vancouver's fourth regional air quality and greenhouse gas management plan. Metro Vancouver also coordinates with other governments and regional partners on air quality and greenhouse gas management. Strong regional land use policies are fundamental to achieving the targets in the Clean Air Plan.

These actions will improve air quality in the region and protect human health and the environment. Metro Vancouver's air quality and greenhouse gas management program has traditionally focused on the highest impact sources in the region as a whole. The actions in the Clean Air Plan have been modeled to estimate their impact on regional emissions.

Starting to implement actions in the Clean Air Plan is critical to achieving these emissions reductions. A series of actions in the Clean Air Plan are also expected to lead to significant improvements in regional air quality and public health.

Strategies and Actions

Working with the Government of BC and the Government of Canada to reduce air quality impacts resulting from tampering with emission control systems in passenger vehicles and medium and heavy-duty vehicles. Advocate for the BC government to establish mandatory zero-emission sales targets for new medium- and heavy-duty vehicles. Advocate for the Government of Canada and the Government of BC to continue the development and implementation of long-term strategies to accelerate rail locomotive emissions reductions in the region.

Advocate with the Government of Canada and the BC Government to establish energy efficiency standards for new and imported heating and cooling equipment. Advocate with the Government of BC and the Government of Canada to improve or develop incentives for industrial facilities to reduce emissions of greenhouse gases and other air pollutants. Advocate with the Government of Canada and the BC Government to continue developing strict emission standards for industrial facilities to help improve air quality.

Advocate for the Government of Canada and the Government of BC to include climate considerations in financial reporting and other standard business practices. Advocate with the Government of Canada and the Government of BC to increase funding for the development and implementation of environmental agriculture plans. Advocate with the Government of BC and the Government of Canada to improve social support programs to account for air quality impacts.

Work with member jurisdictions, health authorities, the BC government and other partners on air quality, visual air quality and greenhouse gas management.

Glossary

Since Metro Vancouver's authority is regional, the Clean Air Plan is aimed at reducing emissions within our region. Metro Vancouver is currently working to understand the high cost impacts of several actions in the Clean Air Plan, which would be publicly reported. Metro Vancouver recognizes that renewable natural gas will play a critical role in achieving the region's goal of reducing greenhouse gas emissions.

The cost of clean, renewable energy will be a key factor Metro Vancouver will consider when implementing actions in the Clean Air Plan, along with impacts on air quality and net greenhouse gas emissions. Progress Metro Vancouver should commit to publicly and regularly reporting on progress toward Clean Air Plan measures and emissions targets. General The Clean Air Plan should focus on areas of direct impact within Metro Vancouver's jurisdiction.

The role of local government should be greater for active transport networks - the quality of the networks depends on them. New Action 2.3.1 (Implementation Requirements for Higher Emission Wood Burning Appliances) was added to reflect this feedback.

RECOMMENDATION That the MVRD Board: .. a) give first, second and third readings to Metro Vancouver Regional District Banking Authority Bylaw No and .. b) Metro Vancouver Regional District Banking Authority Bylaw No. approves and finally approves a) first, second and third reading of Bylaw No of the Greater Vancouver Water District Banking Authority and .. b) the adoption and final adoption of Bylaw No of the Greater Vancouver Water District Banking Authority. That the GVS&DD Board: .. a) give first, second and third reading of Greater Vancouver Sewerage and Drainage District Banking Authority Bylaw No. and .. b) adopt and ultimately adopt Greater Vancouver Sewerage and Drainage District Banking Authority Bylaw No. . Section G 1.2

To seek Board approval of the Metro Vancouver Regional District Procedure Amending Bylaw Number One Bylaw to allow electronic participation of members at Board and Committee meetings. At the July 30, 2021 MVRD Board meeting, the Board discussed a number of options and limitations related to and participation in electronic meetings, and provided feedback on the approach to Metro Vancouver electronic and in-person meetings. Given the nature of the October 2021 budget approval meetings and the November 2021 founding board meeting, it is anticipated that in-person attendance may be required.

If the proposed bylaw amendment is adopted, the President will have the option to request personal attendance at such meetings subject to the specified 7-day advance notice contained in the bylaw amendment. a) give first, second and third readings to Metro Vancouver Regional District's procedure for changing statute number.
