Known for its natural beauty and unique social character, Wreck Beach is a popular destination in Pacific Spirit Regional Park. With input from emergency response providers, strategies were developed to improve public safety and access to Wreck Beach. Wreck Beach is a popular destination in Metro Vancouver's Pacific Spirit Regional Park for both regional residents and tourists.
Management of Wreck Beach passed to Metro Vancouver Regional Parks in 1989 when Pacific Spirit Regional Park was officially dedicated and the waterfront was integrated into the park. The area called Wreck Beach is of historical and cultural importance to the Musqueam Indian Band. Under provincial law, an external audit must be conducted annually for all Metro Vancouver districts and the Housing Corporation. The attached report, prepared by Metro Vancouver's external auditors, BDO Canada LLP Chartered Professional Accountants, summarizes the results of the annual audit for the 2021 fiscal year.
To provide the committee with the final report of our external auditor regarding the annual audit for the Metro Vancouver Districts and Housing Corporation for fiscal year 2021. Provincial law requires an external audit to be conducted annually for all Metro Vancouver Districts and the Housing Corporation. BDO Canada LLP Chartered Professional Accountants were appointed by the board in July 2019 as our external auditor for a period of five years.

Due to the nature of the District's operations, it continues to present unique risks and challenges that may affect its financial reporting. We inquired with management about any significant changes in the remaining life and associated costs of the landfill. During our audit of the consolidated financial statements ("financial statements") of the Metro Vancouver Regional District ("District") for the year ended December 31, 2021, we identified matters that may be of interest to management.
To present to the committee the final report on capital program financial performance for the year ending December 31, 2021. The annual housing service capital expenditure was $13.9 million. compared to the capital cash flow budget of $49.1 million, with the majority of expenditures related to capital replacement and Kingston Gardens – Phase 1. The majority of expenditures are related to the Northwest Langley Wastewater Treatment Project and North Shore Wastewater Treatment Plant replacement.
Annual capital expenditures for regional parks were $22.2 million, compared to an amended capital cash flow budget of $26.5 million, with the majority of spending for park land acquisition and capital maintenance.

Underspending on large air conditioning projects due to delays in the consulting phase allowed for additional spending on minor repairs needed in rental units. The abatement work was supposed to begin at the end of 2021, but due to delays in the issuance of the urban abatement permit, the work has been delayed until mid-2022.

Capilano - New North Vancouver Service Yard Underway The Capilano River Service Yard is in the final stages of the development permitting process with the District of North Vancouver. Grouse - BCMC Rerouting + Improvement North Vancouver Ongoing Multi-year project to implement Grouse Mountain Trail and Amenity Improvement funded by Investing in Canada Infrastructure Grant. Construction will run from 2022 to 2024, with improvements to the right-of-way and staging area beginning in the spring of 2022.

Construction of a full-service toilet facility at Edgewater Bar in Derby Reach Regional Park is underway and expected to be completed in December 2022. In 2020, the Government of Canada and the Province of BC announced a $2.5 million grant for the Grouse Mountain Trail and Amenity Improvement Project under the Investing in Canada Infrastructure Program. The aim of the project is to implement the park management plan and improve access and safety for park users.
A multidisciplinary team is guiding the implementation of the MVRD Board-approved Campbell Valley Regional Park Management Plan. Regional Park staff have begun site planning and design of trail access and amenities for the recently acquired Dorman Point area of Crippen Regional Park. Construction of the Crippen service yard is almost complete and is expected to be fully operational in spring 2022.
The Capilano River service yard is in the final stages of the development permitting process with the District of North Vancouver.

WS GVWD Capital Project Status Information
5 (Marine Crossing) – A 2.3 km long, 4.5 meter diameter water supply tunnel is required under the Fraser River to meet the growing demand for water south of the Fraser and to increase the resilience of the system. 5 (South) – This project includes approximately 3.0 km of 1.8 meter diameter steel pipe connecting the south shaft of the Annacis Water Supply Tunnel to the Kennedy Reservoir in the City of Surrey. 3 with a backup power system will supplement the existing pump station to supply spring water from Coquitlam to meet growing demand in areas south of the Fraser River.
4 – This 12 km steel aqueduct, consisting of the Central, South, Southern and Cape Horn tunnel sections, will increase transmission capacity from Coquitlam Spring to the Cape Horn Pumping Station and Reservoir in the City of Coquitlam. 1 between the southern shaft of the Port Mann Water Supply Tunnel and Whalley High Street in the City of Surrey. Part of the equipment has already been delivered and the project for the construction tender is nearing completion.
Coquitlam Intake Tower Seismic Upgrade - The Coquitlam Intake Tower is located in the southeast corner of the Coquitlam Reservoir.
