The Metro Vancouver Regional District (MVRD) has a current three-year Contribution Agreement with the Pacific Parklands Foundation for $175,000 per year, which expired at the end of 2019.

The Bowen Island City Council on October 28, 2019 passed Loan Permit By-law 488, 2019 for the construction of the Cove Bay Water Treatment Plant. This agreement is sealed with the corporate seal of the Metro Vancouver Regional District and signed by the Chairman and the officer assigned responsibility for its financial administration. That Council approves loans from the Municipal Finance Authority of British Columbia, as part of the 2020 Spring Borrowing Session as authorized by Bylaw No.488, 2019, cited as “Bowen Island Municipality Loan Authorization (Cove Bay Water Treatment Plant) Bylaw No. and. An ordinance to authorize borrowing up to for the construction of the Cove Bay Water Treatment Plant.

The accompanying financial statements of the Municipality of Bowen Island (the "Municipality") are the responsibility of management and have been prepared in accordance with Canadian Public Sector Accounting Standards as recommended by the Public Sector Accounting Board of the Chartered Professional Accountants of Canada. The Mayor and Council have delegated responsibility for meeting with management and external auditors to review the financial statements and discuss any significant financial reporting or internal control issues to the Financial Advisory Committee before approving the financial statements. The annual accounts have been audited by BOO Canada LLP, independent external accountants appointed by the municipality.
We have audited the annual accounts of the Bowen Island Municipality (the "Municipality"), which include the statement of financial position as of December 31, 2018, statements of operations, changes in net financial assets and cash flows for the year then ended and notes to the financial statements, including a summary of significant accounting policies. It is our opinion that the accompanying accounts in all material respects give a true and fair view of the municipality's financial position as of December and its results of operations, its changes in net financial assets and cash flows for the year then ended in accordance with Canadian public accounting standards. Our responsibilities according to these standards are further described in the Auditor's responsibilities for auditing the financial statements section of our report.
We are independent of the municipality in accordance with the ethical requirements relevant to our audit of the financial statements in Canada, and we have fulfilled our other ethical responsibilities in accordance with those requirements.
IBDO
The Municipality is a member municipality of Metro Vancouver and of the Islands Trust and has various responsibilities towards both entities. The municipality agreed to a 1 year renewal of the contract for services at an approximate annual cost of $938,500. The Municipality entered into an agreement to lease space at 650 Carter Road, Bowen Island at an annual cost of $22,500.
In 2017, the municipality entered into agreements regarding the planned construction of the Bowen Island Community Center for a total cost of approximately $535,000. In 2017, the municipality entered into agreements related to the planned construction of the Cove Bay Water Treatment Plant for a total cost of approximately $379,000. In 2018, the municipality concluded agreements regarding the planned construction of a new Fire Hall and the Emergency Building for a total amount of approximately.
The municipality and its employees contribute to the Municipal Pension Plan (the "Plan"), a jointly-trusted pension plan.
Section G 1.2
That the MVRD Board receives for its information the report dated December 17, 2019 entitled “Village of Lions Bay – Metro Vancouver Regional District Security Issuing Bylaw No. WHEREAS, the Municipal Finance Authority of British Columbia (the "Authority") may provide capital financing of requests to regional districts or their member municipalities by issuing debentures or other evidence of indebtedness of the Authority and lending the proceeds thereof to the regional district at whose request the financing is made; AND WHEREAS the Village of Lions Bay is a member municipality of the Metro Vancouver Regional District (“Regional District”);.
The Regional Board accepts debt financing of the Village of Lions Bay in the amount of six hundred thousand dollars subject to the following conditions. The agreement will be sealed with the seal of the Regional District and will bear the signature of the Chairman and the official in charge of the financial administration of the Regional District. Obligations incurred under the said Agreement for both principal and interest shall be payable at the Head Office of the Authority in Victoria and at such time or times as shall be determined by the Treasurer of the Authority.
During the currency of the obligation entered into under the said Agreement to secure loans in respect of Village of Lions Bay Civic Infrastructure Master Plan Financing Loan Authorization By-law No there shall be annually an amount sufficient to cover the annual payment of interest and the repayment of the principal sum, be requested.

Infrastructure Master Plan Financing Loan Authorization Bylaw No.508, 2016
A by-law to authorize the borrowing for the purpose of engineering, purchasing and erecting Capital Works in the. WHEREAS the Village of Lions Bay has commissioned an Infrastructure Master Plan to guide it in identifying existing and future risks to the condition, capacity and regulatory compliance of its water, sanitation, drainage and road infrastructure, and to plan infrastructure investment lead to manage those risks;. AND WHEREAS the Council of the Town of Lions Bay adopted the final version of the Infrastructure Master Plan on 6 September 2016, including its list of infrastructure projects for the Town of Lions Bay;.
AND WHEREAS the Village of Lions Bay desires to maximize the impact of federal and provincial infrastructure grant funds by authorizing the borrowing of funds;. AND WHEREAS the maximum amount to be borrowed for purposes of engineering, purchase and construction of Capital Works, including provision for costs associated with engineering, purchase and construction of Capital Works, is the maximum amount of indebtedness that may be created by this act sublegal;. Safety and high priority works rehabilitating and replacing the safety of the village's water storage system, including structural.
The maximum term for which bonds can be issued to secure the debt created by this by-law is 30 years.

1290 which would amend the Regional Park Service Regulations to authorize MVRD Parks to operate an extraterritorial area for the portion of Aldergrove Regional Park located in the City of Abbotsford. In addition to the Province approving Regulation 228/2019 (authorizing this extraterritorial area), according to the instructions, staff have met two prerequisites for the Amending Bylaw: first, consent to the Amending Regulation has been obtained from service participants and second, approval. from the Inspector of Municipalities was received. To seek final approval of the Metro Vancouver District Regional Park Service amending the by-law No by-law to establish and operate a regional park service in an extraterritorial area that includes the portion of Aldergrove Regional Park located within the City of Abbotsford .
At its November 1, 2019 meeting, the MVRD Board considered the proposed Regional Parks Service Amendment By-law and subsequently adopted the following resolution: .. a) Give first, second and third reading to Metro Vancouver Regional District Regional Parks Service Amendment By-law No. and .. b) direct staff to obtain consent from at least 2/3 of the participants to change the service area to add an extraterritorial area to the regional park function, and thereafter the Metro Vancouver Regional District Regional Parks Service Amending Bylaw No to be forwarded This report brings forward the amended Bylaw (Appendix 1) to establish and operate the Regional Parks Service outside the boundaries of Metro Vancouver for the portion of Aldergrove Regional Park within the City of Abbotsford.

On December 19, 2019, Metro Vancouver was notified that the Inspector of Municipalities had provided statutory approval of the Amendment Bylaw. Provincial regulatory approval, Metro Vancouver Regional Parks continued to operate and maintain both the Langley (West) and Abbotsford (East) portions of Aldergrove Regional Park. To implement that Regulation, the Greater Vancouver Regional District Regional Parks Service Conversion and Amendment By-law No.
Regional Park Service"), and participating areas for the Regional Park Service include not only the member municipalities of the Metro Vancouver Regional District, but also the member municipalities of the former Vancouver-Fraser Park District;. The Greater Vancouver Regional Parks Service Reorganization and Amendment By-law is not a by-law to reorganize the Regional Parks Service and change participating areas;.
