Introduction

The island is home to Metro Vancouver's Barnston Island Regional Park, which offers scenic riverside rest areas and protects important riparian habitat. Barnston Island is within the traditional territory of the Katzie First Nation and was settled by Europeans in the mid-1800s.

Agricultural Context

Records from the Barnston Island Farmers' Institute minutes show that farmers voted to petition the provincial government for improved ferry service frequently between 1915 and 1970. One of the main features of Barnston Island living and farming is reliance on a ferry. small to enter the island.

Environmental Context

Agricultural capability Barnston Island is generally excellent (Figure 7), with most soils listed as Classes 2 to 5 in their unimproved conditions with limitations mainly due to excess water, and often improvable to begin with (Classes 1, 2 or 3 )39. The Metro Vancouver region, within which Barnston Island is located, is expected to continue to be affected by climate change.

Opportunities for Barnston Island Agriculture

The soil and climate are suitable for growing vegetables, and potatoes were grown on the island in the past. For example, Qualicum Cheeseworks on Vancouver Island processes all the milk produced on the farm into cheese.

Potential Partnerships

There are several markets in nearby Surrey and Langley that can be accessed by Barnston Island producers. Initial outreach to the representatives of academic institutions and non-governmental organizations indicates a high level of interest in partnering with Metro Vancouver and/or other Barnston Island landowners on shared food and farming initiatives.

Policy Context

There are recommended actions in the Action Plan that support the recommendations of the Agricultural Area Plan for Barnston Island. Agriculture: Protect the island as part of the ALR and work with the ALC, Ministry of Agriculture.

Recommended Actions

Action: Metro Vancouver could play a more active role in monitoring abandoned homes on the island (not including those on Katzie First Nation Reserve lands). To support the vision, Metro Vancouver should explore ways to increase long-term land tenure to support agriculture on the island.

The FPPA protects farms both inside and outside the ALR, although those outside the ALR must obtain Class 9 (Farm) status from the BC Assessment. To seek Board approval to continue providing second mortgage financing for Cedarwood Place owned by Metro Vancouver Housing Corporation (MVHC).

The mortgage will be for another five-year term and will have a variable interest rate based on Metro Vancouver's internal rate of return on investments.; and .. b) direct the Corporate Officer to publish in a newspaper, in accordance with the requirements of Section 185 of the Local Government Act, Metro Vancouver's intention to lend money to MVHC. INITIATIVES

The Province will consult and exchange information with the local government in a timely manner according to the consultation and information sharing principles set out in this MOU. The Province and the local government will jointly determine the level of the local government's involvement which ranges from receiving information to participating in meetings and providing advice.

UBCM

Provide regular written information reports and related documentation for distribution to the Aboriginal Relations Committee. Forward requests for technical and other information from the treaty table to the Aboriginal Relations Committee for action.

Volunteers in Stewardship

The goals of the Regional Parks Natural Resource Management Program include encouraging community development, building the capacity of volunteers and partners in management activities. Each fall, the community helps staff across the regional park system in an event called

Volunteers in Park Partnership Program

More than 1000 participants attend this event every year. Each year, the Regional Parks Board will receive a copy of Stewardship News, Metro Vancouver's newsletter that highlights the latest stewardship activities in regional parks. There are currently more than 40 non-profit societies and community groups that volunteer in regional parks.

Volunteers in Visitor Services Public Programming

The completion of the Regional Parks Volunteer Framework meets staff commitment to the Regional Parks Commission Work Plan 2018. The Regional Parks Volunteer Framework will provide ongoing guidance to staff supporting volunteers in the delivery of regional park services.

METRO VANCOUVER REGIONAL PARKS VOLUNTEER FRAMEWORK

Volunteers with Metro Vancouver Regional Parks provide important contributions to the Regional Parks service at many park sites and in many meaningful ways. Volunteer engagement and management is guided by the MVRD Board's goals and strategies adopted in the 2016 Regional Parks Plan.

The disadvantage of this option is that it may take a few extra minutes for the Chair and staff to ensure an accurate tally of the names of those who voted no, and may not accurately reflect all those who actually voted no.

That the MVRD Board direct staff to submit for consideration an amendment to the Greater Vancouver Regional District Procedure Bylaw, with a preferred option for including the names of members in the minutes who voted against a question. Three options are presented to the Council for consideration: (i) register only those who voted negatively, at its discretion; (ii) register everyone who voted negatively at both board and committee meetings; or (iii) only at board meetings register everyone who voted negatively.

Section E 7.1

Prior to the launch of the campaign, Metro Vancouver will share final campaign materials with municipal communications staff across the region, and identify opportunities to be part of the campaign, including co-branded campaign materials. The MVRD Board adopted the Regional District Sustainability Innovation Fund Policy on June 27, 2014, with further amendments in 2016, to guide the use and management of the fund.
