NOTICE OF COMPLETE APPLICATION 287 Waterloo Avenue

Proposed Zoning By-law Amendment (File No. ZC1511) Applicant: Astrid J. Clos Planning Consultants

In accordance with the provisions of the Planning Act, as amended, this letter is to advise that a complete application has been received by the City of Guelph’s Planning, Urban Design and Building Services to amend the City’s Zoning By-law (By-law No. (1995)-14864. The application applies to the property known as 287 Waterloo Avenue and is legally described as LOT 1, REGISTERED PLAN 262, CITY OF GUELPH, COUNTY OF WELLINGTON as shown on Schedule 1. The applications were received by the City on September 21, 2015 and deemed to be complete on November 13, 2015.

The property that is subject to the Zoning By-law Amendment applications has a total area of 0.05 hectares (0.12 acres) and is located at the northwest corner of Waterloo Avenue and St. Arnaud Street. The subject property is currently occupied by a single detached dwelling. The property is surrounded by single detached dwellings to the north and east, apartment buildings and single detached dwellings to the south, and single detached dwellings to the west, including the dwelling immediately to the west zoned for office-residential uses.

Purpose and Effect of Application

The request for a Zoning By-law Amendment is to permit office-residential uses in the existing single detached dwelling on the subject property. In particular, the applicant has requested to permit a Medical Office on the subject property.

The proposed development concept (Preliminary Grading and Servicing Plan) is included in Schedule 2 to this notice.

The purpose of the proposed Zoning By-law Amendment is to rezone the subject lands from the current “R.1B” (Single Detached Residential) Zone to the specialized OR-36 (Office-Residential) Zone. The applicant intends on establishing a Medical Office within the existing building, but the specialized OR-36 Zone would also permit the following uses:

 Accessory Apartment;

 Artisan Studio;

 Day Care Centre;

 Duplex Dwelling;

 Dwelling Units with the associated permitted commercial uses in the same building;

 Group Home;

 Home Occupation;

 Office;

 Personal Service Establishment;

 Semi-Detached Dwelling; and

 Single Detached Dwelling.

Additional Information

A separate notice will be mailed to you at a later date confirming the date, time and location of a statutory Public Meeting required under the Planning Act and will include additional details of the application.

In addition to the full material on the City’s website, the public may view information and material relating to this application at the City of Guelph’s Planning, Urban Design and Building Services department at 1 Carden Street, 3rd Floor, Guelph, ON, Monday to Friday, between 8:30 am and 4:30 pm.

If you wish to be notified of the decision of the City of Guelph in respect to the proposed Zoning Bylaw Amendment, you must make a written request to the City Clerk, City Hall, 1 Carden Street, Guelph, ON, N1H 3A1.

Appeals

If a person or public body does not make oral submissions at a public meeting or make written submissions to the City of Guelph before the by-law is passed:

i The person or public body is not entitled to appeal the decision of the Council of the City of Guelph to the Ontario Municipal Board.

ii The person or public body may not be added as a party to the hearing of an appeal before the Ontario Municipal Board unless, in the opinion of the Board, there are reasonable grounds to do so.
