To respond to a Council resolution directing staff to consider the parking requirements of 37-45 Goodwin Drive. THAT staff be directed to investigate and report to the committee the possibility of overnight parking on Goodwin Drive for the winter months in order to alleviate parking problems. This report summarizes the results of the staff review of the impact of allowing overnight parking during the winter months on Goodwin Drive.

Development of condominium properties in the Goodwin Drive area has occurred within the last ten years. The request to allow year-round on-street parking was to address residents' concerns about a shortage of off-street parking at 37 – 45 Goodwin Drive. The questionnaire asked for feedback regarding the temporary annual overnight permissive parking exemption on Goodwin Drive.

A further breakdown of the responses shows that fifty-one of the fifty-five responses came from those residing in the condominium at 37-45 Goodwin Drive. Fire, emergency services, police, transport and waste collection services had no qualms about year-round permitted overnight parking on Goodwin Drive. A review of reportable motor vehicle crashes shows that there have been no crashes involving parked vehicles on Goodwin Drive since the year-round temporary parking began on the south side of Goodwin Drive between Farley Drive and Beaver Meadow Drive.

As a result, on-street parking did not have a negative impact on Goodwin Drive. Based on the information received by staff to date, the provision of year-round on-street parking on Goodwin Drive has not resulted in any significant operational or safety issues. It is recognized that allowing overnight parking on Goodwin Drive is likely to lead to requests for similar consideration on other streets within the City.

If Council approves this recommendation, it is further recommended that the current temporary overnight parking on Goodwin Drive be continued pending the results of the review, which is expected by the end of 2 quarter of 2013. Residents of Goodwin Drive between Farley Drive and Beaver I have been informed that this case is bei. Residents of Goodwin Drive between Farley Drive and Beaver Meadow Drive have been advised that this matter is being referred to Operations, Transit.

APPENDIX A GOODWIN DRIVE

EXISTING PARKING RESTRICTIONS

2 37 Goodwin Dr. Reduce speed on Goodwin All residential streets, including Goodwin Drive, have a legal speed limit of 50 km/h. 4 37 Goodwin Dr Sightlines when pulling out of parking lot onto Goodwin - Move parking 2-3 car lengths from driveway. Snow clearing is compromised when parked vehicles are present; this is one of the consequences when parking is allowed all year round on the street.

7 39 Goodwin Dr. A terminus control should be installed at Goodwin and the entrance to the Condos. 9 39 Goodwin Dr Winter plowing issues - students on side streets use Goodwin to park overnight. On-street parking has been removed on the north side of Goodwin Drive, maintaining adequate road width for two-way traffic.

14 43 Goodwin Dr Condo does not have enough parking for all residents and guests on site - relocate on-street parking further from driveway entrance to condo. 16 45 Goodwin Dr. Remove parking on both sides of driveway - remove bus stop at Darling and Goodwin (Note: the transit care has already been sent to Transit). 17 45 Goodwin Dr Concerned about sight lines at entrance, and plowing in winter when cars are parked.

20 45 Goodwin Dr. Concerns with sight lines at the entrance and there is an adequate number of available parking spaces at condominium properties. Concern was expressed that some condominium owners bought extra parking spaces either for their own use, as a rental or investment opportunity and with year-round on-street parking on offer now find it difficult to rent or sell their parking spaces. However, it is up to the discretion of the property owner (or management) to decide how these parking spaces are allocated and whether there will be a charge for such.

Difficulties in leasing or selling space may mean initial concerns about the lack of parking at 37-45 Goodwin Drive may have been exaggerated.

INFORMATION REPORT

GCS bus operations consist of a central island platform with a one-way circulation road on the north and south sides leading in and out of the facility. George's Square has been converted into parking spaces to support commercial enterprises in the vicinity of the Square. In addition to the routes through St. George's Square, there are a number of bus stops near the Square that offer further travel options on additional routes:.

Guelph Transit staff has assessed a number of options and alternatives to provide additional service and/or increase service levels to St. George's Square and Wyndam St. N. The assessment is summarized below. i) Relocation of bus stops. Staff assessed the feasibility of relocating existing bus stops near the Woolwich/Wyndam/Eramosa intersection to reduce walking distances to the north side of Wyndam St. It was investigated whether two specific locations were feasible. There was a stop in service at 228 Woolwich St. Speedy Muffler), which served Route 2A only. Staff determined it was possible to move the stop closer to downtown and moved it to 160 Woolwich St. in the first week of October 2012.

This change has significantly reduced walking distances to the north end of Wyndam St. for both routes and Guelph Transit has already received positive feedback about this change from passengers. Staff also assessed the feasibility of placing a bus stop on Woolwich St. just south of the Woolwich/Wyndam/Eramosa intersection for routes 2A, 3B, 12 and 13. Currently the nearest stop is for inbound routes 12 and 13 north of the bridge over the Eramosa River.

Staff reviewed the feasibility of diverting routes 2A, 3B, 12 and 13 to use Wyndham St. instead of Woolwich St. This would allow these routes to stop at St George's Square at the entrance to GCS. The additional stop is necessary because it is not operationally feasible for seven routes to use one stop in front of the IF Shoe store.

Infrastructure costs to fix the problems identified above range from $150,000 to. Another alternative to provide additional operating time for the use of the Wyndam St inbound route is to reduce the length of those routes and eliminate service to peripheral portions of the route. Guelph Transit staff has heard feedback that seniors say they can't get downtown due to the introduction of new routes in January.
