Welcoming Remarks

Councillor Sav Dhaliwal, Chair, Metro Vancouver Board, and Mayor Linda Buchannan, Vice Chair, Metro Vancouver Board, welcomed members and introduced the agenda. Director Mike Hurley, Mayor of Burnaby, welcomed members to the City of Burnaby.

Metro Vancouver Overview

Carol Mason, Chief Administrative Officer/Commissioner, and Phil Trotzuk, Chief Financial Officer/General Manager, Financial Services, provided members with an overview of Metro Vancouver highlighting geography, population, membership, legal entities, regional services and facilities, governance structure, and 2019-2023 Financial Plan including major initiatives.

In response to questions, members were informed about debt management policy as it relates to the replacement of capital infrastructure.

Planning for the Region

Regional Planning

Members were presented a brief video introducing regional planning services.

Director Jonathan Coté, Chair, Regional Planning Committee, and Neal Carley, General Manager, Planning and Environment, provided an overview of the regional planning function highlighting the Regional Growth Strategy: Metro 2040, 2019 priorities, and 2019-2023 priorities.

In response to questions, members were informed about:

 the 10-Year review of the Regional Growth Strategy: Metro 2040 including discussion on public engagement, values, and core principles

 affordability as defined in Metro Vancouver’s Transit-Oriented Affordable Housing Study

 commercial truck parking on Agricultural Land Reserve lands being discussed by the Industrial Lands Strategy Task Force and Urban Freight Council

A member suggested that consideration be given to exploring a regional home vacancy tax.

Air Quality and Climate Change

Members were presented with a brief video introducing regional air quality and climate change function.

Director Adriane Carr, Chair, Climate Action Committee, and Neal Carley, General Manager, Planning and Environment, provided members with an overview of the air quality and climate change function highlighting the Integrated Air Quality and Greenhouse Gas Management Plan, Climate 2050 Strategic Framework, 2019 priorities, and 2019-2023 priorities.

In response to questions, members were informed about:

 the 2019 review of the regional air quality monitoring network to identify and address gaps

 air quality monitoring efforts related to port expansion of industrial activities

 Metro Vancouver’s annual greenhouse gas emissions reporting through the Province of BC’s Climate Action Revenue Incentive Program

 fire suppression and management activities being under the purview of the Province of BC

 efforts by Metro Vancouver and Health Canada to explore a regulatory framework in response to concerns regarding odour from cannabis greenhouse facilities

signatory to www.climateemergencydeclaration.org, and possible linkages with Climate 2050.

Delivering Regional Services

Regional Parks

Members were presented a brief video introducing the regional parks services.

Director John McEwen, Chair, Regional Parks Committee, and Ravi Chhina, General Manager, Parks and Housing Services, provided members with an overview of the regional parks function highlighting geography, Regional Parks Plan, 2019 priorities and 2019-2023 priorities.

In response to questions, members were informed about:

 plans for the Parks Committee to discuss impacts of sea level rise on regional parks

 there being no current plans to expand camping in regional parks

 focus in the Land Acquisition Strategy on preserving wetlands as well as acquiring land to expand the regional park system - which will contribute to addressing issues of overcrowding

 efforts to address the lack of transit to access regional parks

 the dog waste program in regional parks

Metro Vancouver Housing

Members were presented a brief video introducing the regional housing function.

Director Mike Hurley, Chair, Housing Committee, and Ravi Chhina, General Manager, Parks and Housing Services, provided members with an overview of the regional housing function highlighting the Regional Affordable Housing Strategy and Regional Affordable Housing Plan, approved MVHC redevelopment projects, 2019 priorities, and 2019-2023 priorities.

In response to questions, members were informed about:

 homelessness being under the purview of the Province of BC

 assessment of Metro Vancouver housing stock to identify redevelopment and potential future investments opportunities

 Metro Vancouver efforts to secure provincial and federal funding Delivering Utility Services

Water Services

Members were presented a brief video introducing regional water services.

Director Malcolm Brodie, Chair, Water Committee, and Tim Jervis, General Manager, Water Services, provided members with an overview of water services highlighting the Drinking Water Management Plan, 2019 priorities, and 2019-2023 priorities.

In response to questions, members were informed about:

 future water supply expansion and use of grey water as part of the Comprehensive Regional Water System Plan

 efforts to secure additional water supply from the Coquitlam Reservoir which are projected to meet supply needs until the mid 2070’s

 current water reclamation projects funded through the Sustainability Innovation Fund

 chlorine versus chloramine in drinking water

Comments were offered about Seymour-Capilano Watershed tours being valuable to educators and students, and about benefits of water metering.

Liquid Waste Services

Members were presented a brief video introducing regional liquid waste services.

Director Richard Stewart, Chair, Liquid Waste Committee, and Peter Navratil, General Manager, Liquid Waste Services, provided members with an overview of liquid waste services highlighting the Integrated Liquid Waste and Resource Management Plan, 2019 priorities, and 2019-2023 priorities.

In response to questions, members were informed about:

 higher costs associated with tertiary versus secondary sewage treatment

 the Northwest Langley Wastewater Treatment Plant being built to tertiary treatment

 the status of the Lions Gate Wastewater Treatment Plant Secondary Upgrade Project budget and timelines

 some municipalities exploring how to remove rainwater from combined water-sewer systems Members suggested that consideration be given to:

 prioritizing tertiary sewage treatment to protect marine environments

 exploring opportunities through watershed planning to naturalize waterways and save on future utility costs

Solid Waste Services

Members were presented a brief video introducing regional solid waste services.

Director Jack Froese, Chair, Zero Waste Committee, and Paul Henderson, General Manager, Solid Waste Services, provided members with an overview of solid waste services highlighting the Integrated Solid Waste and Resource Management Plan, 2019 priorities, and 2019-2023 priorities.

In response to questions, members were informed about:

 60% diversion of dog waste from regional parks being used to produce biogas at regional wastewater treatment facilities

 organics being managed within the region and BC with some paper and plastic moving to international markets

 BC generating high-quality recyclables with low contamination being sent to international markets managed by a third party which are not tracked by Metro Vancouver

 liquid waste staff currently studying impacts of microplastics on wastewater

 Metro Vancouver’s Regional Clothing Waste Reduction Campaign

Integrated Solid Waste and Resource Management Plan waste reduction and diversion goals

 staff bringing forward recommendations to the Board regarding odour control related to organics processing

Update from TransLink

Mayors’ 10 Year Plan

Geoff Cross, Vice President, Transportation Planning and Policy, TransLink, updated members on The Mayors’ Council’s 10-Year Vision highlighting ridership growth, demand and funding, project investment, status of Phase 2, Phase 3 investment planning, regional long-term transportation planning, TransLink’s Regional Transportation Strategy, key questions regarding regional importance, technology, and investments, as well as engagement, reporting and implementation timelines.

Presentation material titled “Update from TransLink” is retained with the February 23, 2019 Council of Councils Committee agenda.

Closing Remarks

Linda Buchanan, Vice-Chair, Metro Vancouver Board of Directors, commented on the importance of collaboration among Metro Vancouver members and offered closing remarks.
