Nourish Cowichan recently celebrated its fifth anniversary, which would not be possible without the support of the School District. Beginning in the 2023-2024 school year, all high school students will be required to complete four credits of Indigenous-focused work to graduate. Students will participate in the 4th annual Cowichan Valley Rugby Rookie Jamboree in May.

At the May 6th Pro-D Day, some of the school's staff will build a Localized Natural Resource to go along with their wonderful forest area.

COMMITTEES AND OUTSIDE ORGANIZATIONS

Trustees discussed creating an early learning manager position and added a follow-up motion regarding funding for the position. 79 (Cowichan Valley) asks staff to inquire with the Ministry of Education and Child Care whether to fund Early Learning Manager positions and report back to the Board.

A Bylaw Regarding the Conduct of Trustee Elections and By-Elections

If the result of the election cannot be declared because there is an equality of valid votes for two or more candidates, the results will be determined by lot in accordance with the Local Government Act. The Board authorizes the entering into of an agreement with one or more local governments whereby the local government conducts all or part of a trustee election for the School District. Authorizes the Board to enter into an agreement with one or more persons whereby that person conducts all or part of a trustee election for the School District or those persons conduct.

The Committee delegates to the Secretary-Treasurer the authority to enter into such agreements with one or more local governments and with one or more persons. Notwithstanding any provision of Section 3 hereof, the local government statutes relating to elections shall apply to the election of trustees if such agreement is entered into with the local government. The Out of School Care (OSC) program at Bench currently runs in the afternoon with 12 students. In addition, three to four (3-4) students are planned for next year. Since this is a pilot project and time was needed to process the program components and staff, etc., the program remained at twelve (12) students.

If the program moves forward, a year-end review of the budget and costs associated with the program will need to be completed to determine the rates for the following year. The principal of Bench Primary School played an integral role in the Out of School Care program and he declared that the program was an absolute success. He also added that, "it is an affordable and convenient option when childcare places are extremely difficult to find and that parents are comforted by the fact that the adults providing childcare are also part of the school community and that their principal and deputy principal supervise the program”.

The district also sent a survey to the parents involved in the program and the results mirrored the principal's statements. Given the success and community support of the Bench Elementary Out of School Care pilot program and the apparent guidance of the Ministry of Education and Child Care, it is recommended that the district continue the Out of School Care program at Bench Elementary. Motion: "That the Board's Education and Business Committee recommend that the Board of Education of School District No.

In addition, it is recommended that the district expand Out of School Care programs to other elementary schools where this programming does not already exist, and where there is an interest from both the principal and the school community in this type of programming. 79 (Cowichan Valley) approves the expansion of the number of Out of School programs within other Elementary Schools for next year.".

That the board's education and business committee recommends that the board of education in school district no. The budget was created to align with the 2022/2023 Budget Guiding Principles, as well as the board's priorities as set forth in its strategic plan. As the board assesses the appropriate level of profit to utilize in the 2022/2023 budget, consideration must also be given to future requirements identified in the three-year financial plan.

The Council has the ability to set fees outside the province, such as for international students. That the Board's Education and Business Committee at the Board of Education of School District No. 34 recommended; That the Council's Education and Business Committee accept the agenda of the Special Council Education and Business Committee meeting of 14 April 2022.".

The Board will receive feedback from the Budget Review, Rights Holders Meeting, Partner Outreach Meetings and Public Consultation Meeting, and options for balancing the budget at the BEBC meeting on April 26, 2022. A special BEBC meeting will be held on April 28, 2022, at which the Board may recommend the budget to the board for adoption at the May 3, 2022 meeting.

The team leading the CSS replacement project is working to complete 60% of the design and will visit New Westminster Secondary on May 2 to preview doors and other features they may want to consider. Four of the district's five new childcare centers have arrived and been placed in their places with. The ministry has recently changed its name to the Ministry of Education and Childcare, and the district is well positioned to lead this effort.

The Equity in Action Project overview that Charlie Coleman shared with the Committee at the last advisory meeting has also been shared with Principals/Vice Principals, DPAC, Indigenous Education DPAC, DSAC, staff in the School Board Office, every school staff meeting last week and tomorrow will be shared with Indigenous Student Leaders so that all partner groups know what is coming and why we are doing it. The remainder of the District's revenue comes from Local Education Agreements, International Student Program tuition, rents and leases, and interest on investments. The district anticipates an increase of 36 FTEs next year, which will result in an increase in the grant, however there has been no adjustment to the funding formula for inflation.

About 90% of the district's spending is on salaries and benefits; of which 4.58% services, and the rest utilities, utilities, insurance and working capital. COVID considerations include removal of one-time covid protocols and addition. The Ministry of Education and Childcare is responsible for many actions and many actions are directly related to the district's strategic plan and our efforts.

Mike Greenslade said that the district and CVTF's efforts to try to create equal employment to have better representation for indigenous people within the district could lead to improved literacy/numeracy, which is consistent with Action 4.1. Carmen Sundstrom suggested that the actions be reviewed to determine which actions can be lifted at the district level (vs. ministry level actions).

The changes in administration (principals, vice principals and some sd79 district staff) are being finalized and will be public soon. There were 35 learning opportunities in the afternoon on a range of topics; such as reconceptualizing self-care, sound walls in action, mathematics as a language, and re-designing new reading assessment. Trustees are focused on the budget right now and are wrapping up the partner meetings to gather feedback.

Ministry of Education and Childcare is a new name - SD79 is creating 5 full day care centers, with the pilot center already located in Bench. The full day care will be operated by partners from the district, while the before and after-school care will be provided by sd79 employees. The next meeting of the Anti-Racism Committee is on May 12; working on an anti-racism report specific to our district.

Every school in the district's traditional territory of the country is on the SD 79 website, Indigenous Education Resources page.SD79 Indigenous Education Portal. There was discussion about when to hold it, and whether the Department of Indigenous Education might want to. Carmen has served her maximum time in the Chair role and will step down (but not disappear!) C&B states that a person can only hold the position for 3 consecutive years.
