Middletown High School’s NYSSB graduates will make a

The New York State Seal of Biliteracy (NYSSB), passed by the Legislature and
signed into law by the Governor on July 31, 2012. It was established to recognize
high school graduates who have attained a "high level of proficiency in Listening,
Speaking, Reading, and Writing in one or more languages, in addition to English."

El Sello de Bilingüismo del Estado de Nueva York (NYSSB), fue aprobado por la legislatura y convertido en ley por el gobernador el 31 de julio de 2012. Se estableció para reconocer a los graduados de la escuela secundaria que han alcanzado un “alto nivel de competencia en escuchar, hablar, leer y escribir en
uno o más idiomas, además del inglés".
New York State Seal of Biliteracy (NYSSB)
In 2016, the New York State Office of Bilingual Education and World Languages (OBEWL) presented its recommendations to the New York State Board of
Regents for students to earn the NYSSB.
In the Spring of 2016, the NYSSB was adopted and officially rolled out to districts
statewide. Many states, including New York, award a Seal of Biliteracy in formal
recognition of such scholars.

En la primavera del 2016, el NYSSB fue adoptado y oficialmente lanzado en

The Middletown ECSDM NYSSB Team
In January of 2018, the Enlarged City School District of Middletown’s (ECSDM) New York State Seal of Biliteracy application was approved by the New York State Education Department (NYSED). Full implementation of the NYSSB occurred in 2019 with 9 graduates receiving the NYSSB.
This year, there are 46 NYSSB graduates who will receive the NYSSB. Our
ECSDM Seal of Biliteracy Committee consisted of the following members:

Earning the New York State Seal of Biliteracy takes determination and intelligence!
➔ Scholars wishing to receive the NYSSB must complete all requirements for graduating with a NYS Regents diploma
➔ In addition to the above minimum requirement,
scholars wishing to receive a NYSSB must earn three (3) points in two (2) categories:
● CATEGORY 1 = Demonstrating Proficiency in English (3 points)
● CATEGORY 2 = Demonstrating Proficiency in a World Language (3 points)

All 46 NYSSB graduates receive an official NYS Seal of Biliteracy Certificate of Excellence for their outstanding achievement.

Must Demonstrate Proficiency in English
(Total of 3 Points Needed)NYS Comprehensive English Regents Examination:
Score 80 or higher (1 point) OR
NYS Regents Examination in English Language Arts (Common Core)*:
Score 80 or higher (1 point)
English Language Learners (ELLs):
Score 75 or above on two Regents exams other than English, without translation (1 point)
New York State English as a Second Language Achievement Test (NYSESLAT):
ELLs score at the Commanding level on two modalities (1 point)
11th and 12th grade ELA courses:
Complete all with an average of 85 or higher a comparable score using another scoring system set by the district and approved by the Commissioner. (1 point)
Advanced Placement (AP) English Language or English Literature examination:
3 or higher (1 point)
Score at a proficient level on an approved English assessment set forth by NYSED (1 point)
Multi-Genre Project:
Present a culminating project, scholarly essay or portfolio that meets the criteria for Speaking, Listening, Reading, and Writing established by the district’s NYS Seal of Biliteracy Committee to a panel of reviewers with proficiency in English. (2 points)

Must Demonstrate Proficiency in World Language

Checkpoint C level World Language course:
Complete a Checkpoint C level World Language course, with a grade of 85 or higher, or a comparable score using another scoring system set by the district and approved by the Commissioner, for both the
coursework and final examination consistent with Checkpoint C standards. (1 point)
Provide transcripts from a school in a country outside of the U.S. showing at least three years of instruction in the student’s home/native language in Grade 8 or beyond, with an equivalent grade average of B or higher. (1 point)
For students enrolled in a Bilingual Education program, complete all required Home Language Arts (HLA) coursework and the district HLA exam with an 85 or higher or a comparable score using another scoring system set by the Commissioner. (1 point)
Accredited Checkpoint C World Language assessment:
Score at a proficient level (1 point)

American Council on Teaching Foreign Languages (ACTFL) Assessment OR the OPI/WPT- Oral Proficiency Interview/
Writing Proficiency Test
Tests available in Arabic, Chinese, French, German, Hindi, Italian, Japanese, Korean, Portuguese, Russian, Spanish, Thai, Urdu etc.
Multi-Genre Project:
Present a culminating project, scholarly essay or portfolio that meets the criteria for Speaking, Listening, Reading, and Writing established by the district’s NYS Seal of Biliteracy Committee and that is aligned to the NYS Checkpoint C Learning Standards to a panel of reviewers with proficiency in the target language. (2 points)
