ENVIRONMENTAL PROCESS
What is an Environmental Impact Statement
(EIS)?
• A full-disclosure, public document detailing the environmental review process through which a transportation project is developed
• Includes the consideration of a range of project alternatives
• Analyzes the potential impacts and addresses mitigation resulting from the alternatives
o A broad range of environmental issues will be studied and the findings reported, such as: water quality, air quality, cultural resources, biological resources, socioeconomic conditions, community cohesion, noise, and more.
• Assesses compliance with other applicable environmental laws and executive orders
• The EIS process is completed through the following milestones:
o Notice of Intent (NOI) o Draft EIS document (DEIS) o Final EIS document (FEIS) o Record of Decision (ROD)
• Public outreach is a crucial part of the EIS process • TxDOT has adopted a similar process to the
National Environmental Policy Act (NEPA) through the Texas Administrative Procedures Act, and will accordingly prepare a State-level EIS.
What is the Alternatives Analysis Process?
• An environmental review process that considers multiple alternatives as possible ways to complete a project
• Considers the “no build” alternative, which would be to do nothing
o The “no build” alternative provides a baseline to which we can compare the build alternatives. By doing so, the team can analyze what would occur if nothing was done to address the needs of the project area
• Alternatives are identified, analyzed, compared, and documented, with regard to the impact each would have on the natural, built, and social environment
EL PROCESO MEDIOAMBIENTAL
¿Qué es un Informe de Impacto Ambiental
(EIS, por sus siglas en inglés)?
• Es un documento público que detalla el proceso de estudio medioambiental por el cual se desarrolla un proyecto de transporte
• Considera múltiples alternativas del proyecto • Analiza los impactos potenciales y la mitigación
necesaria de cada alternativa
o Una gama amplia de asuntos
medioambientales (tales como la calidad de agua, la calidad de aire, recursos culturales, recursos biológicos,
condiciones socioeconómicas, cohesión de la comunidad, ruido y más) serán estudiados y las conclusiones serán reportadas.
• Asegura la consistencia con otras leyes medioambientales
• El proceso EIS se ejecuta de acuerdo a los siguientes acontecimientos:
