WITH OPPORTUNITIES
An event that will bring together more than 200
national and foreign investors to position the city
known as “The Bride of the Atlantic”, as the new
investment destination in the Dominican Republic
As the province of Puerto Plata gains momentum and opens up to new development opportunities, the Dominican government is loo-king ahead and drawing on this scenario to promote the attraction of new businesses. The forum “Invest in Puerto Plata” is organized by the Export and Investment Center of the Dominican Republic (CEI-RD). Around 200 business people and international investors will attend the summit. Those attending are closely linked to in-frastructure, tourism, manufacturing, and services where Puerto Plata shows considerable development opportunities. This event will take place on September 17, at the Gran Ventana Hotel by VH Hotels & Resorts chain.
For this event, which promises to be fruitful for the province, we will be receiving the special guest Mr. Augusto Ramírez, president of Brugal & Co., which is the main employer of Puerto Plata with more than 130 years producing a large variety of world class rum. Likewise, delegates from organizations such as the National Asso-ciation of Hotels and Restaurants, (Asonahores), the Puerto Plata Tourism Cluster, the Ministry of Industry and Commerce (MIC), the Ministry of Public Works and Communications (MOPC), and representatives of important tourist associations will participate in the forum.
During the summit a series of keynote speeches will be presented by experts from the public sector and by local and international figures from related sectors.
The “Invest in Puerto Plata” forum arises as part of the efforts of the Dominican government to promote Foreign Direct Investment, and specifically to strengthen Puerto Plata’s position as a platform for the development of investment projects.
The forum is part of the portfolio of initiatives developed by CEI-RD, under the slogan “Invest in DR”, and was held for the first time in September 2014. Thanks to the success of this event, this method of investment promotion will once again be used in favor of the city of Puerto Plata.
This city is located in an unmatched natural setting that offers a wide range of resources and extensive opportunities for commerce and investment, as expressed by President Danilo Medina during a recent visit to this tourist destination. Supporting the statement “Puerto Plata has it all”, “the President reaffirmed his commitment and efforts on specific initiatives to reach development goals”, says Dr. Jean Alain Rodriguez, Executive Director of CEI-RD. The Bride of the Atlantic welcomes today, new and promising in-vestment opportunities.

La República Dominicana es el
ma-yor receptor de Inversión Extranjera
Directa (IED) en el Caribe, según la
Cepal, ya que absorbe el 37 % de las
entradas totales, seguido de
Trini-dad y Tobago, con un 23 %.
El informe del organismo sostiene
que, de las economías del Caribe,
las entradas de IED recibidas por la
República Dominicana son las más
equilibradas en cuanto a su
distri-bución entre recursos naturales,
manufacturas, turismo y otros
servi-cios. Esto es avalado por las cifras
re-gistradas por el Banco Central de la
República Dominicana respecto al
comportamiento de la IED durante
el 2014 en el que los sectores de
turis-mo, telecomunicaciones, finanzas,
inmobiliario y comercio e industria
muestran un gran equilibrio.
De acuerdo al Banco Central de la
República Dominicana, en el 2014
el país recibió US$2,208.5 millones
por concepto de IED, mientras que
durante el primer trimestre del 2015
registró un total de US$299.2
millo-nes. El sector que percibió el mayor
ingreso por flujos de inversión fue
comercio e industria, con una
par-ticipación total de 28.4 %, seguido
por el sector eléctrico (15.1%),
tu-rismo (15 %), inmobiliario (14.2 %),
entre otros.
Conforme a la IED recibida por
paí-ses, Estados Unidos aportó el mayor
flujo de IED en la República
Domi-nicana durante el año 2014, periodo
en el que sus inversiones
represen-taron la suma de US$321 millones,
seguido de México con US$244
millones, y Canadá con aportes que
suman US$157.5 millones.
Asimismo, durante el primer
trimes-tre de este año 2015, México ocupó
el primer lugar, con US$121.7
millo-nes. No obstante, luego de analizar
el comportamiento de los flujos de
IED en los últimos cinco años, se
evi-dencia que Canadá ha invertido una
totalidad de US$2,973.3 millones
(un 25.5 % del total de las
inversio-nes), Estados Unidos US$2,499.5
mi-llones (21.5 %) y Brasil US$1,114.8
millones (9.6 %).
Las condiciones que han
facilita-do un flujo constante de IED en la
República Dominicana responden
a varios factores: su estabilidad y
crecimiento macroeconómico
soste-nidos, sus elevados niveles de
seguri-dad jurídica y una posición
geográfi-ca privilegiada que le permite tener
acceso a importantes mercados,
ta-les como Estados Unidos,
Centroa-mérica y la Unión Europea.
La labor que realiza el Centro de
Exportación e Inversión de la
Re-pública Dominicana (CEI-RD) es
fundamental en el fortalecimiento
de las estrategias de captación de
capital extranjero; siendo esta la
ins-titución del Estado responsable de
promover al país para la atracción
de inversiones foráneas, además,
de establecer facilidades y servicios
para hacer posible la instalación de
empresas extranjeras en el país, así
como la expansión de las ya
instala-das.
El CEI-RD también promueve el
de-sarrollo de reformas estructurales e
inversiones en obras de
infraestruc-tura en el área vial terrestre, aérea
y portuaria, contribuyendo
consi-derablemente al crecimiento
eco-nómico de la nación y a mejorar la
calidad de vida de los dominicanos.

FOREIGN CAPITAL
Foreign Investment flow in the Dominican
Repub-lic has maintained a constant growth, contributing
with the country’s legal security, macroeconomic
stability and the strategic location of the country.
According to ECLAC, the Dominican Republic is the biggest reci-pient of Foreign Direct Investment (FDI) in the Caribbean, absorbing 37 % of total revenue followed by Trinidad and Tobago with 23 %. In regards to the Caribbean economies, the Dominican Republic’s FDI inflows are the most balanced in terms of distribution between natural resources, manufacturing, tourism and other services. This is supported by the figures recorded by the Central Bank of the Dominican Republic regarding the behaviour of FDI during 2014 in the sectors of tourism, telecommunications, finance, real estate and trade and industry show a great balance.
According to the Central Bank of the Dominican Republic, in 2014 the country received US$2208.5 million in FDI, while during the first quarter of 2015 recorded a total of US$299.2 million. The country received the highest investment income flows through trade and industry, with a total share of 28.4 %, followed by the energy sector (15.1 %), tourism (15 %), real estate (14.2 %), among others. In accordance to the FDI received by other countries, the United States accounted for most FDI in the Dominican Republic during 2014, a period in which its investments accounted for the sum of US$321 million, followed by Mexico with US$244 million, and Canada contributions totalling US$157.5 million.
Also during the first quarter of 2015, Mexico ranked first with US $121.7 million. However, after analysing the behaviour of FDI flows over the past five years, it is evident that Canada has invested a total of US$2973.3 million (25.5 % of total investments), United States US $2,499.5 million (21.5 %) and Brazil US $1,114.8 million (9.6 %).
The conditions to achieve a steady flow of FDI in the Dominican Republic respond to several factors: macroeconomic stability and sustained growth, its high level of legal certainty and a privileged geographical position to have access to important markets such as the United States, Central America and the European Union. The efforts of the Export and Investment Center of the Dominican Republic (CEI-RD) is fundamental in strengthening the strategies of attracting foreign capital. This Government institution is responsible for promoting the country to attract foreign investment, establish facilities and services to make possible the installation of foreign companies in the country and the expansion of those already es-tablished.
The CEI-RD also promotes the development of structural reforms and investments in infrastructure on the land, air and port traffic area, contributing significantly to the economic growth of the nation and improving the quality of life of Dominicans.

With sustained growth, a skilled labor force, legal
framework and incentives for the investors, the
Do-minican Republic offers the most attractive
opportuni-ties for doing business in the Caribbean
The Dominican Republic is strategically located in the very heart of the Caribbean, with a population of 10.4 million people. The country has re-gistered favorable economic growth, with an annual average of 5% in the last decade.
According to official statistics by the Central Bank, towards the end of 2014, the Dominican Republic’s GDP reached a growth of 7.3 % surpas-sing 4.8 % registered in 2013. The annual inflation rate has maintained a 1.58 % in the years 2013 and 2014. This percentage has been the lowest in the last 30 years, two points lower than the 3.88 % registered in 2013. Last year, Dominican exports reached US$9,919 million, while total imports were US$17,288.3 million.
Tourism is one of the main currency generating sectors of the Dominican Republic, contributing with earnings of over US$5.6 Billion in 2014, 11.3 % percent above the previous year. Next in line are the remittances from Dominicans residing abroad, totalling an amount of US$4.5 Billion, as recorded last year. Foreign Direct Investment (FDI) is a key element in at-tracting foreign capital. In 2014, US$2.2 Billion were attracted, surpassing by 11 % the FDI registered by the country during 2013.
TRADE OPENNESS
The Dominican Republic enjoys broad access to international markets through trade agreements with various nations. It is one of the few coun-tries in the world that has Free Trade Agreements with the United States and Central America, through DR-CAFTA, and with the European Union, through the CARIFORUM/ European Union Economic Partnership Agree-ment (EPA).
Other signed agreements are the Central American Free Trade Agreement (CAFTA), with Nicaragua, El Salvador, Guatemala, Costa Rica, and Honduras; the Free Trade Agreement with the Caribbean Community (CARICOM), and the Partial Scope Trade Agreement (PSA) with Panama.
At the same time, the Dominican Republic is an excellent location in terms of connecting and accessing other markets, as well as, offering first-rate transportation and logistics facilities. We rely on 12 seaports for cargo trans-portation, eight international airports and four cruise ports to boost tourism.

Law 16-95 on Foreign Investment provides benefits and incentives which include:
- Favorable treatment to foreign investors, guaranteeing the same legal protection applied to national investors.
- Free currency exchange and capital repatriation.
- Certificate of Registration of Foreign Investment and/or Technology Transfer that support the validity and transparency of the investment, issued by the Export and Investment Center of the Dominican Republic (CEI-RD).
Other incentives and fiscal exemptions are given to production sectors of high potential as are: exports promotion, Free Trade Zone Regime, the textile manufacturing chain, clothing and accessories, tourism develop-ment, international financial zones, renewable energy, the film industry, competitiveness and industrial innovation, among others.
It should also be highlighted that the Dominican Republic is member of the World Trade Organization (WTO) and investors can protect their invest-ments through the Multilateral Investment Guarantee Agency (MIGA) of the World Bank Group, and the Overseas Private Investment Corporation (OPIC).
Socioeconomic conditions in the Dominican Republic, com-bined with its excellent location, make it a very attractive country for business and investments.

La República Dominicana posee una
ex-tensión territorial de 48,442 kilómetros
cuadrados, situados entre el Mar Caribe y
el Océano Atlántico, cuenta con un clima
tropical todo el año y un paisaje formado
por montañas, llanuras y un amplio litoral
de playas.
Es un estado democrático con un gobierno
y autoridades electas bajo los parámetros de
una Constitución moderna y adaptada a los

The Dominican Republic occupies an area of 48,442 square kilometers, located between the Caribbean Sea and the Atlantic Ocean. It also enjoys of a tropical climate all year round and a landscape formed by mountains, plains and an extensive coastline of beaches.
It is a democratic State with a government and authorities elected within the parameters of a modern Constitution, adapted to the most developed libertarian processes and respect for civil rights. This nation, which in the last two decades has registered an annual economic growth rate of over 5 %, is characterized by free enterprise, open access to goods and services, and a clearly defined legal framework, respected by its authorities and civilians.
In the 90s, the Dominican Republic began a process of trade opening and international expansion. The country has signed free trade agreements with United States, the European Union, the Caribbean Community, Central America, among other nations. Moreover, it has initialed most commercial agreements of international reference, including the World Trade Organization (WTO).
The Dominican Republic’s legal framework focuses on easing foreign investment through a suitable institutional setting, which include the Export and Investment Center of the Dominican Republic (CEI-RD), the National Free Zones Council (CNZFE), National Competitiveness Council (CNC), and the Development and Industrial Competitiveness Center (Proindustria). These are organisms supported by the ministries of Industry and Commerce, Environment and Natural Resources, Energy and Mines, Foreign Affairs, among others.
WELL POSITIONED
A series of indicators from regional and international organisms show the positive performance of the Dominican Republic, its potential for development and appeal to businesses.
“The Global Competitiveness Report 2014-2015” by the World Economic Forum (WEF), an international body of recognized prestige, positions the country in a privileged place in terms of infrastructure of air and harbor transportation.
On the other hand, we highlight the “Doing Business 2015” report by the World Bank where we climbed 32 positions during this government’s term, with significant improvements in the following subjects: protection to investors escalating 19 points, cross-border trade 15 points, and management of construction permits nine additional points.
OUTLOOK
Currently, the Export and Investment Center of the Dominican Republic (CEI-RD) is developing a proactive plan to promote investment in the country, by increasing its participation in local and international fairs, business forums, drawing in delegations of foreign investors, among other activities; to maintain the country’s position as the best choice destination for attracting foreign investment in the region.
To achieve this goal, the government is supported by the motivation, commitment, and Dominican’s willingness to learn. The Dominican government uses innovative technology, has implemented the highest environmental standards and has strengthened academic education (both technically and professionally), in response to the demands of the industries and investors in the country.

El CEI-RD desarrolla
actualmen-te un plan proactivo de
promo-ción de inversión en el país,
in-crementando su participación en
eventos locales e internacionales,
como ferias, foros de negocios,
recepción de delegaciones de
in-versionistas extranjeros,
coordi-nación de misiones de inversión
al exterior y otras actividades,
con el objetivo de mantener el
posicionamiento del país como
el primer destino de atracción de
inversión extranjera del Caribe.
