Purpose: Orient members to the rights and responsibilities of the English Learner Advisory Committee (ELAC)

NOTES: Meeting started at 5:06pm. Mrs. Lichtenwaldt started with introducing all participants. Mrs. L reviewed the agenda for the meeting and reviewed Robert’s Law. Agenda approved with first motion by Leticia and second motion by Beatrice.
Mrs. L reviewed minutes from the previous meeting, held on March 6, 2020. Minutes approved with first motion by Beatrice and second motion by Leticia.
2. Reports
a. Presentation of the purposes of ELAC
b. Explain current English Learner-funded services
c. Review the process for developing the School Plan for Student Achievement (SPSA)
i. Present timelines
ii. Announce dates and times of School Site Council meetings to develop the SPSA
iii. Describe ways that parents will have input d. Review the School Plan objectives for English Learners
i. Highlight areas of the plan that address the identified needs of English learners

NOTES: Mrs. L reviewed the purpose of the ELAC committee and representing the school community to help in the decision making process. She reviewed the SPSA and how it connects to decisions made in this committee. Mrs. L stated the percentage (33.2%) of our student population that are EL Learners. The data portrayed in the SPSA is representative of a few years back, due to school closures in the spring. Mrs. L took time to review each goal in the SPSA and the
strategies/activities suggested to reach those goals and how they support our EL students. Mrs. L and Mrs. Vega also took time to discuss the funding that goes into materials and resources to support reaching the goals listed in the SPSA. Mrs. L also took time to answer any question committee members had.

Notes: Mrs. L took time to review the bylaws of the ELAC committee. She shared that members serve a two year term.
Officers will serve a year long term. Mrs. L reviewed the roles of the officers, before the committee took time to vote in new members. She reviewed the meeting requirements and shared that agendas are available for the public via the website.
Mrs. L is also willing to print hard copies of agendas for participants who would like one before each meeting. Approval for review of bylaws with first motion by Leticia and second motion to approve the bylaws by Inas. Leticia nominated herself to be president. Inas nominated herself for vice president. Melissa H. was nominated to be secretary. The committee
conducted the vote via private chat. All new officers were voted in by quorum - Leticia as President, Inas as Vice President, and Melissa H as secretary. Leticia was also voted in as our DELAC representative.

5. Public Input
a. Possible topics for next meeting
Under the open meeting law, no action related to public comment may be acted upon at the meeting. Issues raised at this meeting may be scheduled for another ELAC meeting.
NOTES: Anna De La Cruz spoke about Lincoln’s three week family meal challenge and how this gives families strategies about how to have more meals as a family. Inas spoke that Wednesday evenings are a little hard for her, she asked if we could consider another evening for the meetings. Inas also asked that if her student tests out of ELD, is she still able to be a part of the group. Mrs. L let her know that if her child is reclassified, we would need to vote in another Vice President who has an EL student. Inas also offered to be an Arabic translator.

NOTAS: La reunión comenzó a las 5:06 pm. La Sra. Lichtenwaldt comenzó presentando a todos los participantes. La Sra. L revisó la agenda de la reunión y revisó la Ley de Robert. Agenda aprobada con la primera moción de Leticia y la segunda moción de Beatrice. La Sra. L revisó los minutos de la reunión anterior, del 6 de marzo de 2020. Los minutos fueron aprobadas con la primera moción de Beatrice y la segunda de Leticia.

Solicitud de comentarios y aprobaciones
NOTAS: La Sra. L repasó el propósito del comité de ELAC y la representación de la comunidad escolar para ayudar en el proceso de tomar decisiones. Ella revisó el SPSA y cómo se conecta con las decisiones tomadas en este comité. La Sra. L indicó el porcentaje (33.2%) de nuestra población estudiantil que son estudiantes EL. Los datos presentados en el SPSA son representativos de hace unos años, debido al cierre de escuelas en la primavera. La Sra. L se tomó el tiempo para revisar cada meta en el SPSA y las estrategias / actividades sugeridas para alcanzar esas metas y cómo apoyan a nuestros estudiantes de EL. La Sra. L y la Sra. Vega también se tomaron el tiempo para discutir los fondos que se destinan a materiales y recursos para apoyar el logro de las metas enumeradas en el SPSA. La Sra. L también se tomó el tiempo para responder cualquier pregunta que tuvieran los miembros del comité.

NOTAS: La Sra. L se tomó el tiempo para revisar los estatutos del comité ELAC. Ella compartió que los miembros sirven un término de dos años. Los oficiales servirán un año a largo plazo. La Sra. L revisó los roles de los oficiales, antes de que el comité se tomara el tiempo para votar en nuevos miembros. Ella revisó los requisitos de la reunión y compartió que las agendas están disponibles para el público a través del sitio web. La Sra. L también está dispuesta a imprimir copias de las agendas para los participantes que deseen una antes de cada reunión.
Aprobación para la revisión de los estatutos con la primera moción de Leticia y la segunda moción para aprobar los estatutos de Inas. Leticia se nominó para presidenta. Inas se nominó a sí misma para vicepresidente. Melissa H. fue nominada para secretaria. El comité llevó a cabo la votación a través de un chat privado. Todos los nuevos funcionarios fueron votados por quórum: Leticia como presidenta, Inas como vicepresidenta y Melissa H como secretaria. Leticia también fue votada como nuestra representante de DELAC.

5. Entrada pública
a. Posibles temas para la próxima reunión
Bajo la ley de reuniones abiertas, no se puede actuar sobre ninguna acción relacionada con comentarios públicos en la reunión. Los problemas planteados en esta reunión pueden programarse para otra reunión de ELAC.
NOTAS: Anna De La Cruz habló sobre el desafío de las comidas familiares de tres semanas de Lincoln y cómo esto les brinda a las familias estrategias sobre cómo tener más comidas en familia. Inas dijo que los miércoles por la noche son un poco difíciles para ella, preguntó si podríamos considerar otra noche para las reuniones. Inas también preguntó que si su estudiante sale de ELD, todavía puede ser parte del grupo. La Sra. L le hizo saber que si su hijo es reclasificado, tendríamos que votar por otro vicepresidente que tenga un estudiante EL. Inas también se ofreció a ser traductora de árabe.
