The objectives of the Labor reform:
1. To favor the internal flexibility of the companies.
2. To modernize the collective bargaining agreements.
3. To improve the employability of workers through training and the
efficiency of the intermediation.
4. To foster the creation of stable employment and the quality and
reduce the labor duality.
5. Fight against unjustified absenteeism.
6. Strengthening mechanism fraud prevention, rights protection of
workers and fight against unfair competition.
To build a new model of labor relations that halt the destruction of
employment, lay the basis for the stable employment creation and favors
the competitiveness.

The economic context in the application of the reform.
The recession and the economic situation has intensely
conditioned the evolution of the labor market.
The effects of the labor reform need to be analyzed in the
context of fiscal consolidation and reduced effective period of
application.
The process of fiscal consolidation has had impact in public
employment, which has fallen by nearly 400,000 employees.

The Spanish economy will create employment from
lower rates of GDP growth
It is estimated that the Spanish economy will be able
to generate employment from a rate of growth of
between 1% and 1,2%, a significantly lower level

To promote the internal flexibility in companies
1. Collective dismissals represent from 20% to 16% of the total of
measures.
2. Up to 27% companies with more than 250 employees have
applied changes in measures of working conditions in 2012.
3. The labor reform and II agreement for employment and
collective bargaining have facilitated a process of wage
moderation that has made it possible to preserve thousands
of jobs.

collective
bargaining
agreements to bring it to the specific needs of
companies and workers and promote dialogue
within the company.
1. It has signed the double of agreements in
the first half of 2013: 641 compared to 371
in 2012.
2. There have been 2,149 derogations of
agreements to avoid layoffs, which
affected more than 118,000 employees.

Improve the employability of people through training
and job intermediation efficiency
1. It has increased 50% the number of certificates of
professionalism in the last year and a half and we’ll
have 587 certificates.
2. The number of Training and Apprenticeship contracts
has increased 64% year on year in the first half of
2013.
3. Almost 70,000 young people (more than 500/day)
have had an opportunity of employment through the
support of the Strategy of Entrepreneurship and Youth
Employment.

profesionalidad en el último año y medio y contará con
587 certificados.

oportunidad de empleo gracias a la Estrategia de
Emprendimiento y Empleo Joven.

Encourage the creation of stable and quality employment
and reduce labour duality
1. The initial indefinite hiring full time
increased 4.8% and the part-time 3.3%.

CONCLUSIONS OF THE REPORT ON LABOUR REFORM
• It has slowed the destruction of employment in a context of
economic recession.
• It has favored the indefinite hiring.
• It has improved the effective and flexible management of
employment relationships, allowing to regain the lost
