The objectives of the Labor reform:

1. To favor the internal flexibility of the companies.

2. To modernize the collective bargaining agreements.

3. To improve the employability of workers through training and the

efficiency of the intermediation.

4. To foster the creation of stable employment and the quality and

reduce the labor duality.

5. Fight against unjustified absenteeism.

6. Strengthening mechanism fraud prevention, rights protection of

workers and fight against unfair competition.

To build a new model of labor relations that halt the destruction of

employment, lay the basis for the stable employment creation and favors

the competitiveness.

Los objetivos de la reforma laboral:

1.Favorecer la flexibilidad interna en las empresas.

2.Modernizar la negociación colectiva.

3.Mejorar la empleabilidad de los trabajadores a través de la formación y

la eficacia de la intermediación laboral.

4.Fomentar la creación de empleo estable y de calidad y reducir la

dualidad laboral.

5.Combatir el absentismo laboral injustificado.

6.Reforzar mecanismo prevención del fraude, protección derechos de los

trabajadores y lucha contra la competencia desleal.

The economic context in the application of the reform.

The recession and the economic situation has intensely

conditioned the evolution of the labor market.

The effects of the labor reform need to be analyzed in the

context of fiscal consolidation and reduced effective period of

application.

The process of fiscal consolidation has had impact in public

employment, which has fallen by nearly 400,000 employees.

El contexto económico en la aplicación de la reforma.

La situación de recesión y la coyuntura económica ha

condicionado intensamente la evolución del mercado de

trabajo.

Los efectos de la reforma laboral deben analizarse en el

contexto de consolidación fiscal y del reducido periodo efectivo

de aplicación.

El proceso de consolidación fiscal ha tenido incidencia en el

Strategic objective: to build a new model of labor relations which slow down

the destruction of employment, lay the basis for the creation of stable

employment.

The increase of the employment has been moderated from the labor reform.

The rate of interannual growth in the number of unemployed people has been

reduced 18% (2

Objetivo Estratégico: construir un nuevo modelo de relaciones laborales que

frene la destrucción de empleo, siente las bases para la creación de empleo

estable.

El incremento del paro se ha moderado desde la reforma laboral.

La tasa de crecimiento interanual del número de desempleados se ha reducido

del 18% (IIT2012) al 5% (IIT2013), a pesar de la mayor contracción de la

The Spanish economy will create employment from

lower rates of GDP growth

It is estimated that the Spanish economy will be able

to generate employment from a rate of growth of

between 1% and 1,2%, a significantly lower level

previous the reform, above 2%.

To promote the internal flexibility in companies

1. Collective dismissals represent from 20% to 16% of the total of

measures.

2. Up to 27% companies with more than 250 employees have

applied changes in measures of working conditions in 2012.

3. The labor reform and II agreement for employment and

collective bargaining have facilitated a process of wage

moderation that has made it possible to preserve thousands

of jobs.

Favorecer la flexibilidad interna en las

1. Los despidos colectivos han pasado de representar el 20% al

16% del total de medidas.

2.Hasta un 27% de empresas de más de 250 trabajadores han

aplicado en 2012 medidas de modificación de las condiciones de

trabajo.

3.La reforma laboral y el II Acuerdo para el Empleo y la

Negociación Colectiva han facilitado un proceso de moderación

modernize

the

collective

bargaining

agreements to bring it to the specific needs of

companies and workers and promote dialogue

within the company.

1. It has signed the double of agreements in

the first half of 2013: 641 compared to 371

in 2012.

2. There have been 2,149 derogations of

agreements to avoid layoffs, which

affected more than 118,000 employees.

3. The end of the ultra activity has boosted

collective bargaining.

permanente en el seno de la empresa.

1.Se han firmado el doble de convenios en el

primer semestre de 2013: 641 frente a los 371

Improve the employability of people through training

and job intermediation efficiency

1. It has increased 50% the number of certificates of

professionalism in the last year and a half and we’ll

have 587 certificates.

2. The number of Training and Apprenticeship contracts

has increased 64% year on year in the first half of

2013.

3. Almost 70,000 young people (more than 500/day)

have had an opportunity of employment through the

support of the Strategy of Entrepreneurship and Youth

Employment.

1.Se ha incrementado un 50% el número de certificados de

profesionalidad en el último año y medio y contará con

587 certificados.

2.El número de contratos de Formación y Aprendizaje se ha

incrementado en un 64% interanual en el primer semestre

2013.

2.Casi 70.000 jóvenes (más de 500/día) han tenido una

oportunidad de empleo gracias a la Estrategia de

Emprendimiento y Empleo Joven.

Encourage the creation of stable and quality employment

and reduce labour duality

1. The initial indefinite hiring full time

increased 4.8% and the part-time 3.3%.

2. It has reduced the rate of temporality from

25% to 23.1% (4th quarter 2011 – 1st

quarter 2013).

CONCLUSIONS OF THE REPORT ON LABOUR REFORM

• It has slowed the destruction of employment in a context of

economic recession.

• It has favored the indefinite hiring.

• It has improved the effective and flexible management of

employment relationships, allowing to regain the lost

competitiveness.

• It has promoted the hiring and reduced the temporality.

• Higher employability of employees and move towards

CONCLUSIONES DEL INFORME SOBRE LA REFORMA LABORAL

•Se ha frenado la destrucción de empleo en un contexto de

recesión económica.

•Se ha favorecido la contratación indefinida.

•Se ha mejorado la gestión eficaz y flexible de las relaciones

laborales, permitiendo recuperar la competitividad perdida.

•Se ha fomentado la contratación y se ha reducido la
