WORKING GROUP ON MIGRATION AND RELATIONS BETWEEN THE EUROPEAN UNION AND LATIN AMERICA AND THE CARIBBEAN

MINUTES

of the meeting of 27 January 2010, 9.30 - 12.30 and 15.00 - 18.00

Brussels

The meeting opened at 9.30 on Wednesday, 27 January 2010, with the Co-Presidents, Agustín Díaz de Mera García Consuegra and Jorge Pizarro Soto, in the chair.

1. Adoption of draft agenda (AP 100.563v01-00)

The agenda was adopted as it appears in these minutes.

2. Approval of draft minutes of the meeting of 29 October 2009

3. Chair's announcements

The co-chair, Agustín Díaz de Mera, reminded members of the working group's mandate and its working methods, stressing that, with a view to achieving maximum political impact, the group should forward its final report and recommendations to the Bureau before the forthcoming plenary of the EUROLAT Assembly, to be held in Seville from 13 to 15 May, so that the text could be adopted and subsequently submitted to the EU-LAC summit scheduled for 18 May in Madrid.

Mr Díaz de Mera further informed members that the main purpose of the present meeting was to hear the two co-rapporteurs, Jorge Pizarro Soto and María Muñiz de Urquiza, introduce their respective preliminary reports. An exchange of views would be held on each.

He confirmed the presence at the meeting of the following: Jean-Louis De Brouwer, Assistant Director-General of the European Commission's Directorate-General for Justice, Freedom and Security; Javier Elorza, Secretary-General for Consular Affairs and Migration of the Spanish Ministry for Foreign Affairs and Cooperation and representative of the rotating EU presidency; Pedro Hernández, of the Chilean Ministry for Foreign Affairs; and Professor Ana Ayuso, of the CIDOB Research Centre (Barcelona), all of whom would express their positions on the migration aspect of EU-LAC relations and take part in an exchange of views with members.

4. Speech by Jean Louis De Brouwer, acting Assistant Director-General, Directorate-General for Justice, Freedom and Security, European Commission, on EU immigration policy, followed by an exchange of views

Mr De Brouwer gave a full overview of EU immigration policy and its main instruments, notably the EU Global Approach to Migration, the European Pact on Immigration and Asylum, and the recently adopted Stockholm Programme. He also explained the impact of the entry into force of the Treaty of Lisbon on immigration policy, and outlined his views on the prospects for further development of the structured and global EU-LAC dialogue on migration, taking account of the implementation of the above-mentioned instruments.

An exchange of views was then held between members, Mr De Brouwer, and the LAC diplomats present.

5. Presentation by Professor Ana Ayuso (Centre for International Studies, Barcelona) of the study commissioned by the European Parliament on migration in the context of EU-LAC relations, followed by an exchange of views

Professor Ayuso presented the conclusions of her study on 'migration in the context of EU-LAC relations', commissioned by the European Parliament in implementation of the Working Group's decision at its Madrid meeting.

An exchange of views followed between members and the speaker.

Speech by Pedro Hernández, expert on migration, Chilean Ministry for Foreign Affairs, followed by an exchange of views

Mr Hernández spoke on the background to and current state of the structured and global EU-LAC dialogue on migration, as seen from a Latin American vantage point. He also put forward a number of suggestions regarding the creation of the EU-LAC Migration Observatory.

An exchange of views followed between members and Mr Hernández.

6. Speech by the representative of the EU rotating presidency, Sr. Javier Elorza, Secretary-General for Consular Affairs and Migration, Spanish Ministry for Foreign Affairs and Cooperation, followed by an exchange of views

Ambassador Elorza offered a brief survey of EU immigration and asylum policy, and presented the programme of the Spanish rotating presidency as regards immigration and asylum matters and their implications for the EU-LAC dialogue on migration. He also referred to a number of instruments which could potentially facilitate the legal migration of workers from LAC countries to the EU.

An exchange of views followed between members, Mr Elorza and the LAC diplomats present.

7. Presentation by the two co-rapporteurs, Jorge Pizarro Soto and María Muñiz de Urquiza, of their preliminary reports, followed by an exchange of views

The co-rapporteurs presented their preliminary reports, following which an exchange of views was held among members.

The following spoke:Agustín Díaz de Mera García Consuegra (European Parliament), Jorge Pizarro Soto (Latin American Parliament), Gustavo Borsari (Parlasur) and María Muñiz de Urquiza (European Parliament).

Decision: It was decided following the debate that the co-rapporteurs would prepare a draft joint recommendation for submission and discussion at the Group's next meeting.

8. Date and place of next meeting

The next meeting of the Working Group would be held in Buenos Aires (Argentina) on 30 and 31 March 2010.
