RESUMEN
La presente investigación, tiene por objetivo “Determinar en que medida el delito de sicariato influye en la seguridad ciudadana de los habitantes del distrito judicial de Lima Norte – 2021”.
En el mundo, el sicariato, en los últimos 10 años, se ha proliferado vertiginosamente, principalmente en Latinoamérica, con mayor incidencia en los países de México, Nicaragua, Colombia y Brasil, entre ellos, se encuentra el Perú, como uno de los países del urbe, con mayor incidencia del referido accionar delictivo, que se está cometiendo con mayor violencia, no teniendo, respeto ni piedad, por la vida de sus víctimas, quienes, a fin de asegurar la muerte, la ejecución por lo general, con arma de fuego, efectuando varios disparos a la cabeza y en el tórax, parte vitales de las personas.
El sicariato en el Perú, ha generalizado su accionar delictivo en Lima y Callao, así como, en las principales ciudades de las provincias del país, entre ellas, se encuentra la jurisdicción del distrito judicial de Lima Norte, que se encuentra integrada por los siguientes distritos: San Martin de Porres, los Olivos, Independencia, Comas, Carabayllo, Puente Piedra, Santa Rosa, Ancón y la provincia de Canta, por ser, una zona de un creciente auge, por contar con grandes centros comerciales, empresas, construcción y venta de edificios comerciales y para viviendas, etc., lo que, por ende ha propiciado el incremente del aludido ilícito penal, además, por la crisis económica, que ha generado la guerra entre Rusia y Ucrania, asimismo, porque un gran porcentaje de ciudadanos venezolanos, que han ingresado a nuestro país, se están dedicando a cometer delitos, y, por rivalidad, entre ellos, mismos o con delincuentes peruanos, por dominar
las zonas de venda de droga, prostitución, extorsión, entre otros, están utilizando a sicarios para matar a sus rivales.
El sicariato y la conspiración y el ofrecimiento para la ejecución del referido hecho delictivo, es de reciente configuración delictiva, la que se tipificó con la promulgación del Decreto Legislativo N° 1181 del año 2015, incorporando al Código Penal, los artículos 108-C y 108-D, como delitos autónomos.
De la investigación realizada, se ha llegado a determinar, como principal conclusión, que el delito de sicariato influye en forma negativa en la seguridad ciudadana de los pobladores del distrito judicial de Lima Norte, cuyo índice delincuencial, se ha incrementado, por el deficiente servicio de seguridad ciudadana, que les están brindando las autoridades del Estado competentes.

ABSTRACT
The objective of this investigation is to "Determine to what extent the crime of hired assassins influences the citizen security of the inhabitants of the judicial district of Lima Norte - 2021".
In the world, the hired killers, in the last 10 years, have proliferated vertiginously, mainly in Latin America, with greater incidence in the countries of Mexico, Nicaragua, Colombia and Brazil, among them, is Peru, as one of the countries of the city, with a higher incidence of the aforementioned criminal act, which is being committed with greater violence, not having respect or mercy for the lives of its victims, who, in order to ensure death, are generally executed with a weapon. of fire, making several shots to the head and chest, vital parts of people.
The contract killers in Peru, have generalized their criminal actions in Lima and Callao, as well as in the main cities of the provinces of the country, among them, is the jurisdiction of the judicial district of Lima Norte, which is integrated by the following districts: San Martin de Porres, Los Olivos, Independencia, Comas, Carabayllo, Puente Piedra, Santa Rosa, Ancón and the province of Canta, as it is an area of increasing growth, for having large shopping centers, companies, construction and sale of commercial buildings and homes, etc., which, therefore, has led to an increase in the aforementioned criminal offense, in addition, due to the economic crisis, which has generated the war between Russia and Ukraine, also, because a large percentage of citizens Venezuelans, who have entered our country, are dedicated to committing crimes, and, due to rivalry, among themselves or with Peruvian criminals, to dominate the areas of drug sales, prostitution, extortion, among others are using hitmen to kill their rivals.
The hired killer and the conspiracy and the offer to execute the aforementioned criminal act, is of recent criminal configuration, which was typified with the promulgation of Legislative Decree No. 1181 of the year 2015, incorporating into the Penal Code, articles 108-C and 108- D, as autonomous crimes.
From the investigation carried out, it has been determined, as the main conclusion, that the crime of contract killing negatively influences the citizen security of the residents of the judicial district of Lima Norte, whose crime rate has increased due to poor service. of citizen security, which are being provided by the competent state authorities.
