STATUS OF CONTRIBUTIONS AND ADVANCES TO THE WORKING GAPITAL FUND

1. The attached statement shows the status of contributions and advances to

the Working Capital Fund as at 3 1 December 1951.

2. The payment of advances to the Working Gapital Fund shows considerable

improvejuent in the past year. At 31 December 1950, the advances of 19

active Member States were outstanding. By 3 1 December 1951， 14 of these

States had paid their advances in full* Advances are outstanding from 7

active Members as followst Argentina, Bolivia, Ecuador, Germany,

Guatemala, Spain arid Syria; it should be noted that two of these

-Germany and Spain - were admitted by the Fourth World Health Assembly in

May 1951. •

3 . The collection of contributions from active Members in respect to the 1951

Budget is 88.34^ of the amount assessed on those Members, The percentage

of collections in respect to the 1950 Budget at 31 December 1950 was

4 . While the position regarding collections is an improvement over previous

years, the Director-General wishes to bring to the attention of the Board

that further improvements could be made if certain Members were to revise

their legislative processes to enable them to pay their contributions

in the year for which the assessment is made. Certain Members now pay one

year later， i.e. they have paid their 1950 assessments in 1951 but will not

be able to pay their 1951 assessments until 1952.

5» The Executive Board at its eighth session, after reviewing the arrears

of contributions for the years 1948 and 1949^ requested the Director-General

to communicate with those Members who were in arrears and repert to the

ninth session of the Board. Of the 8 active Members who were in arrears at

6,1 Argentina

The representative of the Ministry of Health of Argentina at the

meeting of the Regional Coimiittee for the Americas stated that his

Govern-ment would take steps to pay all outstanding contributions due to the World

Health Organization A recent communication from the Regional Office for

the. Americas advises that the Ministry of Health has stated that payment •

has been delayed due to the legal.requirements in issuing the necessary

decrees authorizing the p a y m e n t . .

A recent communication from the Government of Ecuador states that

steps are being taken to make another payment which w i l l liquidate the

small outstanding balance for 1949 and p a y a portion of the other outstanding

contributions.

6 . 3 Guatemala

A letter was received from the Ministry of Foreign Affairs of

Guatemala dated 8 December 1951, with regard to their outstanding .

contributions, stating as followsi

"With reference to your letter, number F-10-3 Guatemala,

dated 6 November 1951, I have pleasure in informing you that

Guatemala will discharge her outstanding contributions, as well

as that for 1952, in the coming financial y e a r , commencing on

1 July 1952, the budget for which w i l l include the corresponding

appropriations.

7, Inactive Members

No replies have been received from the States of Albania, Bulgaria,

Byelorussia, China, Czechoslovakia, Hungary, Poland, Roumania, Ukrainian SSR

and USSR.

Colombia is a non-Membor of the Organization and the amount in

respoct to the 1948 Budget represents its share of the expenses of the

Interim Commission of the Organization.
