2010 was an even more difficult year than 2009. In spite of the complexity of the current time, El Consorci has carried out a considerable amount of work, which has contributed to transforming a city that wants to get past its present. In this extremely difficult period, El Consorci has continued working as normal, increasing efforts, collaborating with institutions, private companies, professionals, organisations and associations; innovating and taking risks.

This very efficient modus operandi and the institution’s attitude enable me to look towards the future optimistically. El Consorci has kept a cool head, both in times of bonanza and of crisis, moving forward projects that are helping to develop the city, because it has thought long term and has not allowed an unfavourable economic situation to changes its character or its plans.

The crisis, which has put to the test the capacity for adaptation of institutions, companies and cities, has brought out the best in El Consorci. During 2010, projects that had been started already were completed, the majority of them in the 22@, the area of the city where El Consorci was most engaged, supporting the City Hall when not everybody could see the potential of its proposals: the emblematic Media-TIC building, the headquarters of the Consell de l’Audiovisual de Catalunya (CAC); the headquarters of the Banc de Sang i Teixits de Barcelona; the Telefónica Diagonal 00 tower, the future headquarters of the Telefónica company in Catalonia; and the Eureka building, in the Universitat Autònoma de Bellaterra (UAB) campus.

El Consorci has also laid the foundation stone for the public health facilities in Sant Andreu; it has finished the airplane maintenance hangar in the El Prat airport, carried out together with IBERIA; and has mobilised, with an almost pioneering attitude, the BZ Barcelona Zona Innovación project, weaving in commitments and reaching collaboration agreements with the leading, most innovative companies and institutions of the business world identified as pointers.

The BZ Barcelona Zona Innovación project means the regeneration and future of the Polígono de la Zona Franca, one of the most active industrial areas in the country and the last area left to develop in the city. In 2010 the old SEAT workshops were demolished and construction was begun on the plots where the future park will be located. However, in addition to the works that have been completed, El Consorci has taken on the BZ concept to register as the Parque científico y tecnológico BZ in the Asociación Española de Parques Científicos y Tecnológicos de España (APTE) and in the Catalan Xarxa de Parcs Científics i Tecnològics de Catalunya (XPCAT).

Also, working together with other institutions, it has achieved the qualification of international excellence in health campus, under the name of Health Universitat de Barcelona Campus (DHUBc), an initiative led by the Universidad de Barcelona (UB). The introduction of scientific and innovative content into the BZ project, requiring advanced industry, which goes a step beyond what we have known thus far, is what gives the project a distinctive bonus.

BZ is a good example of how economic recovery can only be achieved with innovation, effort and working together. We are in a period in which models need to be selected and El Consorci, as could not be any other way, has selected that of knowledge, technology and creativity.

We know that recovery is a slow process, but we are certain that we will manage to come out on top. With institutions like El Consorci and its people, Barcelona is working to achieve that.

2010 a été encore plus difficile que 2009. Malgré la complexité du moment, le Consorci a mené à bien une tâche considérable qui a contribué à transformer une ville qui veut dépasser son présent. Dans cette période de temps tellement compliquée, le Consorci a continué travaillant comme toujours, en ajoutant des efforts, en collaborant avec des institutions, des entreprises privées, professionnels, organisations et associations; en innovant et en prenant des risques. Ce modus operandi tellement efficace et l’attitude de l’institution me permettent de regarder le futur avec optimisme. Le Consorci a été capable de maintenir la tête froide, tant en des temps calmes comme en des temps de crise, il a mené à terme des projets qui aident à faire croître la ville, parce qu’il a pensé à long terme, et n’a pas laissé qu’une situation économique défavorable change son caractère ni ses plans.

La crise, qui a mis à l’épreuve la capacité d’adaptation des institutions, des entreprises et des villes, a fait émerger le meilleur Consorci. Durant 2010 on a terminé les projets entamés, la majorité d’eux dans le 22@, secteur de la ville sur laquelle Le Consorci a décidément parié, en soutenant la Mairie quand en principe tous ne voyaient pas clair ces propositions: le bâtiment emblématique Media-TIC, le siège du Conseil de l’Audiovisuel de Catalogne (CAC); le siège de la Banque de Sang et des Tissus de Barcelone; la tour Telefónica Diagonal 00, futur siège de l’entreprise Telefónica en Catalogne; et le bâtiment EUREKA, dans le terrain de l’Universitat Autònoma de Bellaterra (UAB).

Le Consorci a aussi mis la première pierre des équipements socio-sanitaires de Sant Andreu; il a fini le hangar de maintenance d’aéronefs dans l’aéroport du Prat, réalisé conjointement avec IBERIA; et il a mobilisé, avec une attitude presque de pionnier, le projet BZ Barcelone Zone Innovation, en tissant des compromis et en arrivant à des accords de collaboration avec les entreprises et les institutions leaders et innovateurs des axes d’activité, identifiés comme chefs. Le projet BZ Barcelone Zone Innovation signifie la régénération et le futur du Polygone de de la Zona Franca, un des secteurs industriels les plus actifs du pays et le dernier espace qui reste à la ville pour croître. En 2010 on a démoli les anciens ateliers de SEAT et on a entamé l’urbanisation des parcelles où on placera le futur parc. Mais, outre les oeuvres menées à bien, le Consorci il a mis en marche le concept BZ en s’inscrivant comme Parc scientifique et technologique BZ l’Association espagnole de Parcs Scientifiques et Technologiques de l’Espagne (APTE), la Catalane et dans Xarxa de Parcs Científics i Tecnològics de Catalogne (XPCAT).

Aussi, en travaillant conjointement avec d’autres institutions, il a obtenu la qualification d’excellence international en santé, sous la dénomination Health Universitat de Barcelone Campus (DHUBc), initiative conduite par l’Université de Barcelone (UB). L’introduction dans le projet BZ du contenu scientifique et innovateur requière une industrie avancée, celle qui va un pas en avant de celle que nous connaissons jusqu’à présent, c’est ce qui donne au projet le point distinctif.

BZ constitue un bon exemple de que la récupération économique sera seulement obtenue avec innovation, effort et travail conjoint. Nous sommes à un moment où ils ont à choisir des modèles et Le Consorci, comme il ne pouvait pas en êtreautrement, a choisi celui de la connaissance, de la technologie et de la créativité.

2010 has been a fulfilling year for El Consorci. The majority of the projects that we have underway, begun just before the economic crisis, have reached their end and been delivered to their leaseholders. We are very proud of these projects, which have already begun to give us satisfaction as sustainable, energy efficient and architecturally advanced buildings, and also as instruments in the service of the economic growth of our city.

At El Consorci we believe that the economic crisis should not bring us to a halt, but rather that it is a time to continue working. It is precisely during these difficult times that El Consorci’s task is more necessary than ever. During 2010, El Consorci continued working to make our city a development centre for the new economics of knowledge, creating infrastructures that allow the implementation of activities connected to the industrial sectors, which will be the springboards of the future economy.

El Consorci, which during this year has been the most active promoter of the 22@ area, has completed innovative projects that will help create the city, for both its container and for its content. Buildings like the Media-Tic, emblematic work of the 22@ for its original design, its future contents and its location in the nerve centre of this technology district; the headquarters of the Consell Audiovisual de Catalunya (CAC), near the previous one; the headquarters of the Banc de Sang i Teixits de Barcelona, leading centre for the donation, analysis and treatment of blood and blood products; in the Forum district, on the Besòs campus, the Torre Telefónica Diagonal 00 building has been completed, a new icon for the Barcelona of the future, built to house the headquarters in Catalonia of the telecommunications operator, which is the beginning and end of Diagonal, identifiable from any part of the city. We have also finalised another project, which, although it appears atypical for El Consorci, is very closely linked to the objective of helping to create the city: the aircraft maintenance hangar in El Prat airport, built in collaboration with Iberia, which, with 200 technicians, is a fundamental piece to make Barcelona an intercontinental airport connection hub. We have laid the first stone and begun the work on the public health centre on the grounds of the old Sant Andreu barracks, which will ease the lack of public health facilities in this district.

Nevertheless, it is in the Polígon de la Zona Franca, the industrial estate that gives direction to El Consorci, which is undergoing extensive transformation, where we have been working intensively during the past year. The BZ Barcelona Zona Innovación project, which is turning the current industrial estate into a science and technology park, aims to offer companies modern facilities, infrastructures capable of enabling the development of the most advanced initiatives, areas for education and creativity, with a desire for transformation and responsible in its attitude to the surroundings. During 2010, the BZ project has advanced, increasing efforts in collaboration with institutions, associations and large companies. We have started the construction of what will be the large area that will house economic activities in the fields of technology, of creative and cultural industries and the field of the industry of the new information and health technologies.

We have been able to do all of this because El Consorci has a great team, which I am honoured to manage, formed of professionals who, at a difficult time, have understood the need to carry on, giving the best of themselves with tenacity, effort and efficiency, contributing to the design of a city that we are all proud of: the Barcelona that we are all creating.

L’année 2010 a été pour le Consorci une année d’accomplissement. La plupart des projets que nous avions en marche, entamés juste avant la crise, sont arrivés à leur fin et ils ont été livrés à leurs locataires. Projets dont nous nous sentons très fiers et qui ont déjà commencé à nous donner des satisfactions comme bâtiments écologiques, énergétiquement efficaces et architectoniquement avancés, et aussi comme instruments au service de la croissance économique de notre ville. Au Consorci nous croyons que les situations de crise ne sont pas pour s’arrêter, mais pour continuer à travailler. C’est précisément dans ces moments difficiles que la tâche du Consorci sera plus nécessaire que jamais. Pendant 2010, le Consorci a continué à travailler pour faire de notre ville un pôle de développement de la nouvelle économie de la connaissance, en créant des infrastructures qui permettent l’implantation d’activités liées aux nouveaux secteurs industriels, qui sont appelés à être les pointes de lance de l’économie du futur.

Le Consorci, qui pendant cette année a été le promoteur le plus actif de la zone 22@, a fini des projets innovateurs qui aident à faire ville, tant par leur continent comme par leur contenu. Des bâtiments comme le Media-Tic, l’oeuvre emblématique du 22@ par sa conception originale, ses futurs contenus et sa situation dans le centre névralgique de ce secteur technologique ; le bâtiment siège du Conseil Audio-visuel de Catalogne (CAC), voisin du précédent ; le siège de la Banque de Sang i des Tissus de Barcelone, centre public de référence pour le don, l’analyse et de traitement du sang et de ceux hémoderivés ; dans la zone du Forum, dans le terrain du Besòs, on a terminé le bâtiment Tour Téléfónica Diagonale 00, nouvelle icône de Barcelone d’avant-garde, construite pour loger en Catalogne le siège de l’opérateur de télécommunications, qui est au début et à la fin de la Diagonale, identifiable depuis tout point de la ville. Nous avons aussi achevé un autre projet, qui, même s’il paraît atypique pour l’activité du Consorci, est très attaché à l’objectif d’aider à faire ville : le hangar de maintien d’aéronefs, dans l’aéroport du Prat, construit conjointement avec Iberia, qui, avec 200 techniciens, est une pièce fondamentale pour faire de Barcelone un « hub » de connexion aéronautique inter-oceanico. Nous avons mis la première pierre et entamés les travaux du centre socio-sanitaire dans les terrains des anciennes casernes de Sant Andreu, qui vient pallier le déficit d’équipements publics de santé qu’il y avait dans ce quartier.

Toutefois c’est dans le Polygone de la Zona Franca, le centre industriel qui donne sens au Consorci et qui est en plein processus de transformation, où nous avons intensément travaillé. Le projet Bz Barcelona Zona Innivacion, qui doit convertirl’actuel polygone en un parc scientifique e technologique, a comme objectif d’offrir aux entreprises des installations modernes, des infrastructures capables de permettre le développemet des initiatives les plus avancées, les espaces pour l’éduction et la créativité, avec une volonté transformatrice et responsable pour son entourage. Durant 2010, le projetBZ a avancé en additionant les efforts en collaboration avec les institutions, les associations et d’importantes entreprises. Nous avons débuté l’urbanisation de ce qui a d’être le grand espace qui hébergera des activités économiques dans le champ de la technologie, des industries créatives et culturelles et du champ de l’industrie des nouvelles technologies de l’information et de la santé.

Since its construction in the fifties, the Zona Franca Industrial Estate has been a key factor in Barcelona’s economic strength. Its contribution to the economy has increased gradually and it is now the largest and most active industrial area in Spain and currently one of the most dynamic in Europe, with over 300 companies operating there.

In recent years, the industrial estate has been undergoing major changes, replacing older industrial activities with more innovative companies which are able to make the best use of the estate’s excellent location and accessibility.

The Zona Franca Industrial Estate’s location near important transportation infrastructures and communications hubs makes it one of the best-connected business platforms in the world. Just 7 km from the urban centre of Barcelona, 7 km from the airport, and 500 m from the port and 200 m from Can

Tunis, the principal railway freight station in Catalonia, it also has direct access to the metropolitan ring roads, which link to an extensive network of national and international motorways.

The estate is very large, with an area of 6,000,000 m2

(6% of the area of the city of Barcelona), and has a road network of 26 km and green spaces totalling 80,700 m2_{, with 3,000 trees and 2,300 bushes.}

The industrial estate offers various communal services, such as cleaning and security. The area of the industrial estate, the Zona Franca Customs Authority and the Zona Franca Logistics Park, are protected by the Consorci’s security services with coordination between private security firms and the Civil Guard. In 2010, a total of 193,163 km in security rounds were carried out, with 138 interventions, including humanitarian and vehicular aid services.

The main offices of the Consorci have a Control Centre from which private security staff monitor the site 24 hours a day, 365 days a year. There is also a permanent emergency telephone number enabling the Consorci’s Security Services to deal with emergency calls in cooperation with the National Police, the Guardia Urbana, the Mossos d’Esquadra, the fire brigade and medical services.

Depuis sa construction dans les années cinquante, le Polygone de la Zona Franca est une pièce clé dans le potentiel économique de Barcelone. Peu à peu, son poids économique a augmenté jusqu’à se convertir actuellement en la majeure et la plus active aire industrielle d’Espagne et une des plus dynamiques d’Europe, avec plus de 300 entreprises installées.

Dans les dernières années le polygone expérimente un important processus de transformation, en substituant les activités industrielles mures pour d’autres plus novatrices capables de profiter des avantages de sa situation et de son accessibilité privilégiée.

La proximité du Polygone Zona Franca aux importantes infrastructures de transports et nœuds de communications le convertisse en une des plates-formes industrielles les mieux connectées du monde. Située à seulement 7 km du centre urbain de Barcelone et de l’aéroport, à 500 m du Port et à 200 m de Can Tunis —la principale gare ferroviaire de marchandises de Catalogne—a, en plus, une connexion directe avec les boulevards extérieurs de circonvallation métropolitaine, qui rejoignent l’ample réseau d’autoroutes nationales et internationales.

C’est un polygone de grande dimension, avec une superficie de 6.000.000 m² — le 6 % du sol de la ville de Barcelone—, qui dispose d’un réseau routier de 26 km et jouit de zones vertes qui s’étendent le long de 80.700 m², avec un total 3.000 arbres et de 2.300 arbustes.

The Estate has an active maintenance policy for its infrastructures and facilities, carrying out extensive improvements each year. In 2010 these included:

• Improvements to facilities

In line with its policy of environmental sustainability, the Consorci’s targets for 2010 focused on reducing energy and water consumption. The installation of a watering network using groundwater was completed, removing the need to draw water from public supplies. In the same spirit of responsible consumption, control systems have been installed to control the brightness of street lighting, and a remote energy management system implemented to centralise the control of all street lighting and traffic light networks.

Work on a power generation station in Zona Franca has advanced considerably in 2010. This is one of southern Europe’s most important energy efficiency projects.

The plant’s operation will involve heat and cold generation, regasification and the vaporisation of biomass. The residual cold from the regasification process in Enagás’ plant in the port will be used to provide a heat and cold distribution network for Fira de Barcelona, City Metropolitana, the hospitals and hotels near Head Office and companies located in the new innovation hub, BZ Barcelona Zona Innovación.

The energy produced will also be used in a pioneering project to provide power for residential buildings in the Marina district. This is expected to be fully operative in 2019, when it will produce enough power to meet the needs of a town with a population of 60,000.

A new environmental efficiency project was launched in 2010 to develop a photovoltaic power generation plant on the roofs of the Industrial Estate’s units. 12,038 photovoltaic modules had been installed by the end of 2010, with generating capacity of 4,439 GWh per year, equivalent to the power consumed by over 1,000 homes. This project is the fruit of an agreement between the Consorci and Comsa Emte.

The photovoltaic modules installed in this first phase of the project will generate additional returns over 25 years from two of the Consorci’s assets: the roofs of the Zona Franca Customs Authority’s logistics precinct, and a foodstuffs warehouse in the 22AL area.

The new solar facility, installed by the company TFM Energía Solar Fotovoltaica, will reduce CO2 by 1,233 tonnes, according to greenhouse gas emissions calculations.

The project is part of the Consorci’s strategy of implementing energy saving practices and encouraging environmental measures in the Zona Franca area, enabling the Estate to obtain EMAS and ISO 14001 certification.

The Estate also has a WIMAX broadband wireless network so that data and images can be transmitted wirelessly from any location.

• Improvements in transport

A number of improvements have been carried out to the Estate’s roads network, including resurfacing of 8,000 m² of road with sound absorbing materials, improvements to bus shelters and stops, and the construction of six new pedestrian crossings with speed controls.

Information and direction signs for streets and buildings are also now fully installed, in order to facilitate the movement of traffic in the area. The estate, which covers an area as large as the Eixample in Barcelona, has to accommodate a large volume of traffic because of the amount of industrial activity, freight transport, and access to the port. The new signs provide easier identification of streets and facilitate connections with the main through roads.

Quant à l’entretien de ses infrastructures et installations, le Polygone mène à bien une politique active, qui engage chaque année un ample programme, qui en 2010 a inclus:

• Amélioration dans les installations

El Consorci, fidèle à sa politique environnementale a centré les objectifs d’amélioration de 2010 dans la réduction de la consommation d’eau et d’énergie. Pour cela nous avons complété l’installation d’arrosage avec des eaux phréatiques, éliminant la consommation d’eau du réseau publique. Avec le même critère de consommation responsable, on a installé dans l’éclairage public des systèmes de contrôle d’intensité lumineuse et on a implanté un système de télégestion énergétique qui centralise le contrôle de tous les réseaux d’éclairage et de feux de signalisation.

En 2010 avancent significativement les oeuvres de la centrale de génération d’énergies de la Zona Franca. Il s’agit d’un des projets les plus importants en matière d’efficacité énergétique du sud de l’Europe.

La centrale fonctionnera à partir de la génération de chaleur et froid, de la regasification et de la vaporisation de la biomasse. Moyennant l’utilisation du froid résiduel du processus de gazéification de la plante d’Enagas dans le port, on donnera service à un réseau de distribution de chaleur et de froid pour la Foire de Barcelone, la City Métropolitaine, les hôpitaux et les hôtels proches de la centrale, ainsi qu’aux entreprises qui s’installent dans le nouveau pôle pour l’innovation, BZ Barcelona Zona Innovación.

En outre, de manière pionnière, l’énergie produite aura une utilisation résidentielle dans le quartier de la Marina. On prévoit qu’il soit en plein rendement en 2019, quand il produira l’énergie équivalente à la consommation d’une ville de 60.000 habitants.

En 2010 se met en place un nouveau projet d’efficacité environnementale qui cherche à profiter des couvertures des navires situés dans le Polygone pour créer un parc de production d’énergie photo-voltaïque. Avant de finir 2010 on a installé 12.038 modules photo-voltaïques capables de produire 4.439 GWh par ans, l’équivalent à la consommation électrique moyenne de plus de mille logements. Le projet est mené à bien grâce à l’accord entre le Consorci et Comsa Emte.

Dans cette première phase d’installations photo-voltaïques on obtiendra rendement durant 25 ans aux deux actifs du Consorci: les couvertures de l’enceinte logistique de la Zona Franca Douanière et de l’entrepôt pour l’activité alimentaire située dans le 22A LE.

Le nouveau parc solaire, installé par l’entreprise TFM Énergie Solaire photo-voltaïque évitera de jeter à l’atmosphère 1.233 tonnes de CO2, selon le calcul d’émissions de gaz avec effet serre (GEH).

Le projet fait partie de la stratégie du Consorci d’implanter des politiques d’économie énergétique et de promotion de mesures environnementales dans l’espace Zona Franca; des pratiques qui ont été reconnues au niveau européen avec la certification EMAS et avec la certification ISO 14001. Le Polygone dispose d’un réseau sanas fils à bandes larges (WIMAX) qui permet la transmission de données et d’images par ses systèmes sans fil depuis tout point géographique.

eight bus lines that connect the industrial estate. However, the next five years will see major changes in terms of local transport connections and with the city of Barcelona, with the anticipated arrival of the Metro (six stations).

Works on lines 2 and 9 of the Metro

Work on Metro lines 2 and 9 has continued this year and part of the route is expected to be operational from 2012.

The works on line 9 go along street A, where the Metro will circulate above ground along a viaduct, which will be the longest in the city and the first of its type in Spain. The viaduct, consisting of two separate structures, one for each direction of travel, will be 6.5 m high.

The other branch of line 9, which will connect the Logistics Park with the exhibition facilities, Mercabarna and the airport, will run below ground on the north side of the industrial estate and will connect with the extension to line 2.

The Zona Franca “Rambla”

The arrival of line 9 has transformed street A into a 3 kilometre-long avenue with open spaces where people can stroll, run or ride bicycles. The aim is to make the road and its surroundings a more people-friendly, attractive and usable urban area.

Infrastructure work was completed in 2010 on this avenue, which extends from street 1 to street 6 and is up to 20 metres wide. The viaduct runs above the new avenue, providing it with shade and shelter. The central section is pedestrianised with two clearly defined cycle lanes winding along its length and with flowerbeds along both sides.

The areas to the sides will also be renovated, with new paving, trees and street furniture. Three large roundabouts will connect streets 3, 4, and 5.

On a aussi fini la totalité de la signalisation informative de localisation rues et numérotation d’industries. Cette mesure a pour but d’améliorer le trafic dans le secteur. Le polygone, qui occupe un secteur aussi grand que l’Eixample barcelonais, supporte beaucoup de trafic routier étant donné l’activité industrielle, le transport de marchandises et les accès portuaires. La nouvelle signalisation améliore l’identification des rues et fournit la liaison avec les principales artères.

La mobilité des personnes a une importance capitale pour ce grand secteur d’entreprise. Actuellement le polygone compte avec un service de transport public qui inclut sept lignes d’autobus diurnes (lignes 21, 23, 37, 109, 110 L88 et PR-4) et une de nocturne (N1). El Consorci investit annuellement 327.000 euro pour subventionner quatre des huit lignes d’autobus qui relient le Polygone. Toutefois, il sera dans le prochain quinquennat avec l’arrivée attendue du métro —six gares—, quand se produira un changement à grande échelle dans la communication avec l’environnement immédiat et avec la ville de Barcelone.

Travaux des lignes 2 et 9 du métro

Les travaux de la ligne 2 et 9 du métro ont continué leur rythme de construction, partie du tracé desquelles il est prévu qu’il entre en fonctionnement à partir de l’année 2012.

Les travaux de la ligne 9 avancent par la rue A, où le métro circule à ciel ouvert sur un viaduc, qui sera le plus grand de la ville et le premier doté de ces caractéristiques qui se construit en Espagne pour le tracé d’une voie de métro. Il sera composé de deux corps, un pour chaque sens de la circulation et aura une hauteur de 6,5 m.

L’autre rame de la ligne 9, qui connectera le Parc Logistique avec les enceintes fériales, Mercabarna et l’aéroport, passera souterrainement par la zone nord du polygone et il reliera la prolongation de la ligne 2.

Rambla de la Zona Franca

L’arrivée de la ligne 9, a favorisé la transformation de la rue À en une allée de 3 km de long avec de grands espaces pour se promener, courir ou circuler à bicyclette. L’objectif est d’humaniser la voie et son environnement, avec la présence et les usages urbains.

En 2010 se sont achevés les travaux d’urbanisation de cette rambla, qui est étendu depuis la rue 1 jusqu’à la 6 et a une largeur maximale de 20 m. Dans la pratique, le viaduc a les fonctions de marquise et couvre le nouveau passage. La partie centrale se destine aux piétons et aux deux voies de bicyclette, —clairement délimités—qui serpentent par cet espace; des deux côtés se placeront deux tapis jardinés.

The industrial estate’s productive activities are in a process of dynamic change. As a result of this process, 44 hectares of the Zona Franca Industrial Estate next to the Mercabarna facilities were designated as the 22AL urban area, in order to accommodate growing

demand from food producers for whom there was no space in the wholesale market’s existing 86 hectares. This area now houses food logistics, transformation and distribution companies.

To attract new food industry companies, the Consorci invested 14.9 million euros in refurbishing a 25,969 m² industrial unit, now occupied by Belgian company Molenbergnatie as a customs bonded depot for the storage of coffee and cocoa.

Molenbergnatie España is one of the main coffee and cocoa operators in the Port of Barcelona, the top Spanish company listed on the New York Coffee Exchange (ICE), and one of the top ranking companies on the London futures market (LIFFE) authorised to store, sample and weigh coffee.

The Consorci has a 7,685 m² industrial building in the Zona Franca Industrial Estate, between Dolors Aleu and Motors streets, in the Gran Vía Sur business district, on the far side of the Litoral ring road.

The building has 5,860 m² divided into a number of industrial units, with a further 1,825 m² of underground parking. It is divided into two sections of different heights off a central passageway, at the ends of which are the stairs, lifts and service lifts. 6.4 million euros were invested in this project.

This new industrial infrastructure will be the last in the 22AT project, adding a new space to the other business development projects in the area, such as “City Metropolitana”, a major real estate project for companies and businesses, and industrial buildings developed by the Fira de Barcelona.

Dans le Polygone Zona Franca entre les rues Dolors Aleu et Motors, dans le secteur d’activités économiques de Gran Via sud, de l’autre côté de la ronda Litoral, El Consorci dispose d’un bâtiment industriel de 7.685 m².

Le bâtiment a 5.860 m² distribués en divers locaux industriels et 1.825 m² de parking souterrain. Il s’articule en deux corps de différentes hauteurs, organisés des deux côtés d’un couloir central de distribution, dans les extrémités duquel on disposera les noyaux des escaliers, ascenseurs et monte-charges. L’investissement à effectuer sera de 6,4 millions d’euro.

Cette nouvelle infrastructure industrielle complètera l’espace qualifié comme 22AT, et ajoutera un nouvel espace au développement entrepreneurial de la zone, qui inclue des projets comme la City Métropolitaine, puissant projet immobilier pour le domaine entrepreneurial et des affaires, et les édifices industriels développés par la Foire de Barcelone.

In 2007 the Consorci decided to make improvements to its management of the Zona Franca Industrial Estate, setting up Plataforma de Serveis to provide new, advanced services for businesses and those working in them.

It has continued to improve its activities in 2010.

These services, which are detailed below, are a very useful tool and provide a clear advantage for the efficient management of a company.

• Environmental services

Joint Waste Management System

Set up in 2008, the main objective of the joint waste management service is to manage industrial waste correctly and to ensure key environmental regulations are respected. It is vital to take into consideration the environmental and financial benefits of better waste management, of good separation at source and well-organised collection routes.

This innovative model has been recognised by the European Union as fitting the requirements of its Life+08 Environmental programme, which is providing co-financing for the Service during 2010-2012.

A dedicated web site for this programme was launched in 2010: www.reciclezonafranca.com. Users can find news about the service and information about environmental regulations and publications and on the Waste Market, a virtual space where waste producers can sell the waste they generate and buy that of other producers to manage it as sub-producers.

• Energy services

Efficient Estate Project

The Consorci de la Zona Franca and Plataforma de Serveis are developing an innovative project to ensure that the Estate’s management is based more on that of Eco-efficient Industrial Estates, in order to procure economic and environmental improvements for tenant companies through establishing cooperative links between business.

A Steering Group for the Eco-efficiency project was set up on 16 June 2010 whose members include the Estate’s most representative tenant companies, the Consorci de la Zona Franca de Barcelona, Barcelona City Council, Barcelona Provincial Council, the

Metropolitan Agency, the Catalan Institute of Energy (ICAEN), the Catalan Waste Agency (ARC) and, of course, Plataforma de Serveis. This group is supported by leading research and innovation institutions such as LEITAT and IREC.

The first phase of the project -covering policy areas such as energy, water, and waste- involved a study to identify potential synergies and collective measures. New services and innovative measures are planned for each of these areas in 2011.

Joint power purchasing group

Plataforma has continued to provide a group purchasing service enabling companies to contract their power supplies through Nexus Energía, with which Plataforma has signed a cooperation agreement. This service allows power to be purchased on a large scale, allowing the companies to make direct savings in the cost of power. The service now has over fifty connection points for power purchased at both fixed and variable rates.

Photovoltaic installations

3.5 MW of photovoltaic capacity were installed in 2010 on 54,000 m² of roofspace owned by the Consorci de la Zona Franca, generating around 4.4 GWh per year, helping to reduce CO2 emissions by 1,200 tonnes.

• Joint occupational risk prevention services

Taking advantage of the fact that many companies are located closely together on the industrial estate, Plataforma set up a joint occupational risk prevention service in order to ensure the efficient use of technical, human and material resources, with lower costs compared to externally provided risk prevention services: safety at work, industrial hygiene, and ergonomics and applied psychosociology.

2010 has been an important year for this service. It has expanded its activities and has worked exclusively with the 632 employees of its affiliated companies.

• Asset Security Services

To improve security, the industrial estate offers a centralised alarm, key custody and immediate response service.

• 24-hour maintenance service

The company Electro-Jar provides a rapid, efficient maintenance service for companies’ premises.

El Consorci a décidé en 2007 de faire un pas plus loin dans la gestion du Polygone Industriel de la Zona Franca, en créant la Plate-forme de Services qui a pour but principal de faciliter des services nouveaux et avancés pour les entreprises et pour les personnes qui travaillent en ces dernières.

2010 a supposé une année d’amélioration continue dans ses activités.

Ces services, qui se structurent dans les lignes d’activité suivantes, constituent un outil très utile et un élément clairement différentiel d’une gestion patronale efficace.

• Services environnementaux

Services de Gestion Solidaire de Résidus

Crée à la fin de 2008, le principal objectif de ce service est de gérer correctement les résidus industriels et qu’ils respectent les normes environnementales les plus favorables. Il est nécessaire de tenir compte des bénéfices environnementaux et économiques qui dérivent d’une meilleure utilisation des résidus, d’une bonne ségrégation en origine et des routes de récolte bien organisées. Ce modèle a obtenu la reconnaissance pour son caractère innovateur et par son adéquation aux lignes établies par l’Union Européenne en matière d’Environnement à travers son programme Life+08, en co-finançant ce Service pendant la période 2010-2012. Pendant cette année on a mis en marche un web spécifique pour ce programme: www.reciclezonafranca.com. En elle on peut voir l’évolution du service, consulter la réglementation et les publications en matière d’environnement et le Marché du Résidu, un environnement virtuel où les producteurs de résidus peuvent vendre ceux qu’ils produisent et acheter ceux des autres producteurs, passant à les gérer comme sous producteurs.

• Services énergétiques

Projet de Polygone Eco-efficacité

Métropolitain, l’Institut Catalan d’Énergie (ICAEN), l’Agence de Résidus de Catalogne (ARC) et évidemment la Plate-forme de Serveis. Ce groupe reçoit le support d’instituts leaders dans la recherche et l’innovation comme sont le LEITAT et l’IREC.

Dans la première phase du projet -qui comprend plusieurs secteur d’activité on a effectué une diagnose pour identifier les possibles synergies et les activités de caractère collectif. On prévoit qu’en 2011 puissent se présenter de nouveaux services et activités innovatrices dans chacune des secteurs.

Groupement pour l’achat d’électricité.

Aussi on a continué à prêter le service de groupement d’achat d’énergie à travers lequel les entreprises peuvent contracter l’électricité avec Nexus Énergie, avec lequel la Plate-forme a signé un contrat de collaboration. L’objectif de ce service est de faire un achat groupé d’électricité de sorte qu’il suppose une économie directe dans la facture électrique des entreprises associées. On dispose actuellement plus de cinquante points de connexion, tant dans la modalité d’achat à prix fixe comme variable.

Installations photo-voltaïques.

En outre, en 2010 on a installé 3,5 MW photo-voltaïques dans 54.000 m² de couvertures du Consorci de la Zona Franca, lesquels produisent approximativement 4.4 GWh par an, en représentant une réduction de plus de 1.200 t de CO2.

• Service solidaire de prévention de risques de travail

La Plate-forme a constitué un service solidaire de prévention de risques du travail afin de profiter des conditions de proximité des entreprises du Polygone et de garantir une plus grande efficacité des ressources techniques, humaines et matérielles, ainsi qu’un plus petit coût en comparaison avec un service de prévention externe. Il couvre les trois spécialités techniques: sécurité dans le travail, l’hygiène industrielle et l’ergonomie et la psychosociologie appliquée.

L’année 2010 a été très importante pour ce service, parce qu’elle lui a permis de développer son activité et de travailler de manière exclusive avec un volume approximatif de six cent trente-deux travailleurs, qui font partie de nos entreprises adhérentes.

BZ Barcelona Zona Innovación is an ambitious project, intended to address the industrial and business needs of the 21st century. Its location is also outstanding: near the airport and the port, with direct access to the ring roads and connected to central Barcelona and the metropolitan area by the new Metro line 9.

BZ Barcelona Zona Innovación can be traced back to the recovery in 2004 of 50 hectares of land that had previously been rented to the SEAT car manufacturing company in the Zona Franca Industrial Estate. The land was returned in stages, with the last plot being handed over in December 2007.

The project favours the transition from present-day conventional industry to a new industry based on knowledge, R&D, innovation and creation. This will lead to the progressive transformation of the whole Zona Franca Industrial Estate (600 ha), so that in time it will adapt to a new industrial culture, one which we may not yet be able to envisage clearly, which is compatible with and integrated into the urban environment.

Three main areas of action have been identified: foodstuffs, biotechnology and culture. Over time, patterns of economic growth may make it advisable to establish others. These all require an approach to business planning and urban development that will add value and convert the area into a place where economic activity and innovation can meet and thrive.

The foodstuffs area is intended to complement the Mercabarna cluster, Barcelona’s central wholesale market. Its strategic objectives are to promote and facilitate the establishment of innovative foodstuffs businesses with an

BZ Barcelone Zone Innovation est un projet ambitieux, pensé pour répondre aux nécessités industrielles et patronales du siècle XXI. Placé dans un emplacement superbe: proche de l’aéroport, du port, avec accès direct aux rondes de circonvallation et relié au centre de Barcelone et son secteur métropolitain grâce à la nouvelle ligne 9 du métro. BZ Barcelone Zone Innovation débute avec la récupération, durant l’année 2004, de 50 hectares de terrain que l’entreprise automobilistique SEAT avait jusqu’alors en régime de location dans le Polygone Zona Franca. Le calendrier de récupération progressive du terrain s’est achevé avec le remboursement de la dernière parcelle en décembre 2007.

Le projet favorise le pas de l’industrie actuelle et conventionnelle à une nouvelle industrie basée sur la connaissance, la R+D, l’innovation et la création, qui doit permettre la transformation progressive de tout le secteur du Polygone de la Zona Franca (600 hec), de sorte que, avec le temps, il soit transformé et s’adapte à une nouvelle culture industrielle, que nous n’apercevons peut-être pas aujourd’hui encore, compatible et intégrée dans un environnement urbain.

Dans le projet, se définissent trois axes ou secteurs principaux d’orientation —alimentaire, technologique et culturel—, bien qu’on n’écarte pas que la dynamique propre de la croissance économique conseille d’en ouvrir d’autres. Tous supposeront l’implantation de concepts patronaux et urbains de haute valeur ajoutée et transformeront ce secteur un point de rencontre qui renforcera l’activité économique et d’innovation.

On prétend que l’axe alimentaire complète l’important cluster qui représente Mercabarna, marché central en gros de Barcelone, et qu’il atteigne les objectifs stratégiques de propulser et de fournir l’implantation d’entreprises alimentaires innovatrices avec vocation internationale, parier décidément sur l’application des nouvelles technologies et les services technologiques avancés dans les processus productifs de

international approach, committed to new technologies and advanced technological services in food production and distribution and to contribute to constant improvements in food quality and safety, for the benefit of consumers.

Discussions are also being held with the main public R&D agents in the food sector (universities, etc.), on the establishment of technology consultancies and technology transfer services in BZ Barcelona Zona Innovación foodstuffs.

Support is also being given to the setting up of new business initiatives that provide latest generation technological services. Cooperative agreements have been signed with Mercabarna and the Institute for Food and Agricultural Research and Technology (IRTA).

The purpose of the biotechnology area is to encourage innovative companies based on the generation and application of knowledge in the industrial and technological sector to set up their headquarters in the area. Latest generation technological infrastructures will be made available to these companies so that they are connected to research centres and universities and technology and knowledge can be transferred and exchanged with them.

For example, in the field of healthcare a memorandum of intent has been signed with the Hospital Clínic in Barcelona for various lines of basic research on which the hospital is working to be set up on BZ Tecnología sites. They include medical imaging, tele-medicine, molecular medicine, minimally invasive surgery and treatment and the site will house Spain’s largest and most modern facility to accommodate large animals. A ccoperation agreement has also been drawn up with the Consorci Mar - Parc de Salut de Barcelona Mar, the University of Barcelona’s Science Park and the La Salle Innovation Park, reserving space for business projects stemming from their work. This can be used when the growth of these projects calls for more space, although they will retain connections with the originating institution.

To support industries that require services and proximity to those sectors which are most closely linked to research, an agreement has been signed with

On promeut aussi la constitution de nouvelles initiatives patronales qui définissent une offre de services technologiques de dernière génération. On a signé des conventions de collaboration avec Mercabarna et avec l’IRTA.

Dans l’axe technologique, on poursuit de faciliter l’installation de sièges d’entreprises innovatrices basées dans la génération et l’application de la connaissance dans le secteur industriel et technologique, promouvoir un espace avec des infrastructures technologiques de dernière génération au service des entreprises et contribuer à la connexion, l’échange et le transfert de technologie et de connaissance avec les centres de recherche et les universités.

Concrètement, dans le cadre de la santé on a signé un protocole d’intentions avec l’Hôpital Clínic de Barcelone qui permettra l’installation dans les espaces de BZ Technologie, de plusieurs lignes de recherche de base laquelle travaille cette institution sanitaire, comme son image médicale, télé médecine, médecine moléculaire, chirurgie et interventionnisme minimalement envahissant qui disposera de la plus grande et plus moderne écurie pour grands animaux de l’Espagne. dispersed its visibility has been limited and it has not undertaken projects which are more ambitious or larger in scale. The first project which is to be carried out is the creation of an audiovisual park to complement the audiovisual production facilities already available in Barcelona.

The aim is to create a knowledge production centre in Barcelona, based on the talent and experience of the companies and other groups working there, so that it becomes a hub attracting other business projects from all parts of the world.

Furthermore, as part of the same cultural development, the University of Barcelona plans to develop a new science and technology park in the field of social science and the humanities. Two factors make this possible: firstly the University of Barcelona’s determination to extend the technology transfer initiated with the creation of the science park to the social sciences and the humanities and, secondly, the exceptional space made available by the BZ Cultura project.

BZ Barcelona Zona Innovación Cultura has signed cooperation agreements with the University of Barcelona and with a number of audiovisual production companies including RBA Audiovisual, Gestmusic-Endemol, Benecé and Lavínia, on behalf of a group of audiovisual producers who are promoting the project.

Activities in 2010

In the foodstuffs area, this year the Barcelona Foodstuffs Cluster Association has been created, formed by the Consorci, Mercabarna, 22@ Barcelona and the Mercabarna concessionaires’ association. Its aim is to promote, contribute to and facilitate innovative practice and external expansion and to take part in innovative, technological or organisational projects which provide services in the area. Et dans l’axe culturel on projette un espace pour l’industrie culturelle, une industrie qui représente 5 % du PIB catalan et dont la dispersion a fait qu’il soit peu visible et qu’il n’aborde pas de projets plus ambitieux ni d’une plus grande envergure. Le premier projet qui va être mené à bien est un parc audio-visuel qui complète la demande de production audio-visuelle qui a déjà Barcelone. L’objectif est de créer un centre de production de la connaissance à Barcelone basée sur le talent et l’expérience des entreprises et les groupes qui travaillent déjà en elle, en constituant dans un pôle d’attraction pour d’autres projets patronaux de toute partie du monde.

De même et dans le même axe culturel, l’Université de Barcelone projette de développer un nouveau parc scientifique et technologique dans le cadre des sciences sociales et les humanités, grâce à la coïncidence de deux importants facteurs; d’une part, la volonté de l’UB de transférer vers les sciences sociales et les humanités le transfert de technologie, entamée avec la création du Parc Scientifique; et, d’autre part, la possibilité de disposer de forme exceptionnelle d’espaces dans le projet BZ Culture.
