Abstract
The advent of the new media is a mixed blessing to psychological health education in colleges and universities. It is very meaningful to improve the quality of psychological health education in the new media environment. This paper summarizes the evidences and theories on ideological and political (I&P) education, and suggests reforming the psychological health education with the I&P teaching strategy in the new media environment. The author pointed out that the reform should focus on 12 points in four categories, and established a teaching model for practical verification. The results show that the reformed teaching method can improve the psychological health of college students by 26.1~34.9%, averaging at 31.8%; the effect of psychological health education is improved to different degrees in different majors: economics and management> law> science and engineering> literature. The research results shed new light on the curriculum design of psychological health in colleges and universities.

INTRODUCTION
College ideological and political (I&P) education plays an important role in the guidance and supplementary role of the psychological health education of college students, which also brings long-term benefits to the stable development of society. However, with the high-speed, high-quality and high- tech development of the society, people are facing greater pressure with the rapid pace of life, especially that the psychological health problem of college students has showed an upward trend year by year (Collins, Insel, Chockalingam et al., 2013). According to the statistical survey data of the College Management Committee, the proportion of college students with

psychological health problems is as high as 22.3%, and it is increasing year by year with an average annual growth rate of 5.7% (Selvaraj & Bhat, 2018). Therefore, how to implement more efficient psychological health education in colleges and universities has become the focus of many scholars. At present, the most effective way for psychological health education in colleges and universities is through the integrating the I&P education into the psychological health curriculum (Doll, 2008). However, with the continuous development of new media, the I&P education in colleges and universities in psychological health has been influenced to a certain extent and there are some new social problems when college students are experiencing the new knowledge and new development of new media (Gilens, 2013). For example, college students have transformed from one-way information receivers to simultaneous information

producers, communicators and beneficiaries and the I&P education in psychological health education against the continuous development of new media has become an innovative topic and research content for scholars (Wang, Taylor, Pearl et al., 2004). It has become a brand new research topic to study how to more effectively and rationally penetrate the I&P education into psychological health education in the new media era. In the process, and achieving the expected goal is a brand-new topic faced in recent years (Joanna, Catherine, Adrian et al., 2018), and it is worth discussing and studying on how to face the opportunities and challenges when penetrating the I&P education into psychological health education in the new media environment.
Based on the above discussion, this paper will try to apply the theory of communication and basic theories of I&P education in the context of new media, proceed from the characteristics of new media and the role of I&P education in colleges and universities in psychological infiltration and combine the theory of pedagogy and psychology (Fritz & Sonnentag, 2005). This paper selects college students as the research object and propose guiding opinions and basic data for the I&P education in psychological health teaching in the new media environment in the form of practice tracking and questionnaire survey.

The essence for the problem of psychological health education in colleges and universities in the current stage is the lack of the richness and sociopolitical characteristics of psychological health content in colleges and universities. Especially in the new media environment, the cultural content and learning characteristics of varying quality make it impossible for traditional psychological health teaching to achieve the desired effect (Kilmister, 2008). The "Communist Manifesto" of Marx has emphasized one of the important contents of Marxist historical materialism is the free development of everyone in the future society. Marx believes that people "can achieve production as long as they work
together and exchange their activities in a certain way with the conditions for the free development of all people." Therefore, the characteristics of I&P education in the psychological health curriculum in colleges and universities can give ideological vitality for college students. At the same time, I&P education is a special process of communication between both two parties with the goal of cultivating a complete spiritual world. Compared with other disciplines, the content of I&P education emphasizes the ideology rather than knowledge, which is the basis for the penetration of I&P education in colleges and universities (Hall, Taylor, Moldavsky et al. 2014). At the same time, in the new media era, with the rapid development of science and technology, economic and trade, together with the catalysis of new media technology, the global exchange of human culture has become a social and historical process that will not be changed according to human will. The exchange of human culture is also constantly promoting all nations from closed to open, and also achieves the organic combination with the "three-element theory" (educator, educated and educational environment), "four-element theory" (subject, object, mediator and circle), and "five-element theory "(subject, object, content, method, goal) of academia, realizing the feasible of curriculum design.
Penetration of I&P education in Colleges and Universities into the Reform of Psychological
Health Education in the New Media
Environment
Based on the dual nature of the positive and negative effects of the new media environment, if the rich content of I&P education in colleges and universities wants to penetrate into the psychological health teaching process and plays its effect, it not only needs to demonstrate the support of the ideological and political culture for the normalization of virtualization survival, but also appropriately and vividly play the improvement role and psychological regulating role of traditional Chinese culture and Marxism with Chinese features in the psychology and the educated in the language content of educational organizations so that college students can accept normative transmission and value guidance through the selection and interpretation of network texts in the new media environment. Based on the past teaching experience, the

following summarization is made: firstly, it is a must to be good at transforming languages. The teaching content for the penetration of I&P education in colleges and universities into the teaching process of psychological health should be refined based on the definition of psychological health to transform to those words that are suitable and can be accepted by college students; secondly, it is a must to be good at getting along with college students. New words should be refined in daily life to be used as an important part of I&P education in colleges and universities that can reflect the life of college students in psychological health teaching; thirdly, it is a must to draw on new words from the network to enrich the language system of I&P education in terms of the psychological health education; fourthly, it is a must pay attention to the psychological impact of virtualized environment on college students. Based on the above-mentioned opportunity and impact brought by the new media, this paper puts forward 4 categories and 12 aspects of improvement points for the penetration of I&P education in colleges and universities into the reform of psychological health education, which are used as the basis for curriculum design.
IMPLEMENTATION STRATEGIES FOR THE PENETRATION OF I&P EDUCATION INTO
PSYCHOLOGICAL HEALTH EDUCATION IN
COLLEGES AND UNIVERSITIES
The penetration of I&P education into psychological health education refers to the fact
that educators of I&P education in colleges and universities use the new media technology to penetrate the words of I&P education and the content of psychological health education into every aspect of the real life of the educated in the new media era (Jordans, Luitel, Poudyal et al. 2012), so that the educated will be subject to the impact of the psychological health education mode constructed by the words of I&P education in a subtle way under the impact of penetration function. Also, the educated will internalize the positive impact of the penetration of ideology and politics to improve the endurance and adaptability of psychological health. The penetration function of the words of psychological health education of I&P education in colleges and universities is mainly reflected in the optimization of existing courses in the new media era, and it is also the mutually complementary process of theoretical teaching and practical teaching through the reasonable structure of educational carriers.
Curriculum Optimization under the
Penetration of I&P education in Physiological Health Education in Colleges and Universities in the New Media Environment
As is known to all, I&P education plays an important role in the development of various disciplines, and it is an important way for human society to continuously make progress, understand the world, and create the new world. In solving the problems of psychological health education curriculum colleges, its rich knowledge content affects and changes the psychological health of college students in a

subtle way. However, with the advent of the new media era, there are many theoretical and practical problems for the role of I&P education in psychological health education. To establish the psychological health education with the penetration of I&P education in colleges and universities in the new media era, the original curriculum should be studied and optimized with the help of the way of new media communication and psychological theories. This method is a new need for colleges and universities to carry out Ideological and political psychological health education in the new media era, which is conducive to playing the function and realizing the value of the connotation of I&P education in the psychological health education process. Based on the original curriculum content and the characteristics of new media, this paper optimizes the structure of psychological health education curriculum, and the optimization model is shown in Figure 1.
Joint Force of I&P education and
Physiological Health Education in Colleges and Universities in the New Media Environment
Psychological health education is the key content of the interdisciplinary and multi-disciplinary construction in many universities and the concept of "education carrier" should be introduced to effectively play the characteristics of different disciplines and integrate different backgrounds of related research objects. Multidisciplinary characteristics are integrated with the background knowledge of various disciplines in colleges and universities with the help of new media technology and the big data analysis is used to obtain the integrated carrier effect. That is to say, the procedural model of I&P education can be determined in advanced based on the characteristics of students with different discipline backgrounds and popular psychological problems. Based on the collected data, the correlation analysis can be used to achieve the penetration of I&P education with various subject education themes into the curriculum of psychological health education. The carrier joint force curriculum model designed in this paper is shown in Figure 2.

It can be seen based on the Figure above that in order to make full use of and play a good role of the carrier, three conditions need to be improved in the carrier model to be built: the first is to be able to carry information about the content of ideological and political content in psychological health education; the second is to be used and controlled by the educated; the third is that it can reflect the material form of the background and interaction of the educator and the educated. Therefore, the penetration carrier of ideological and political content into the psychological health education should bear the characteristics of carrying capacity, controllability, and interaction. Based on the above analysis, this paper analyzes the attention of various carriers in actual teaching and conducts the investigation on solicits educators, educators, and the relevant social masses in the form of questionnaires. The classification analysis is performed on the carrier of different teaching content through correlation analysis and the conclusions are shown in Figure 3-5.

The trend in Figure 3 shows the comprehensive evaluation of lecturers, educators, and the general public on the teaching content of the penetrated psychological health education. The teaching objects (the students) have a higher evaluation index of the content of lectures and the way of teaching. At the same time, lecturers and the general public show a high evaluation index for the content of lectures, indicating that the focus in the design of curriculum is on the curriculum content after the carrier joint force. It is necessary to analyze the impact of media environment on the curriculum content
considering the designed curriculum design model based on the actual characteristics of the new media environment.

At the same time, lecturers and the general public show a high evaluation index for the content of lectures, indicating that the focus in the design of curriculum is on the curriculum content after the carrier joint force. It is necessary to analyze the impact of media environment on the curriculum content considering the designed curriculum design model based on the actual characteristics of the new media environment.

educators, and the general public on the teaching resources, media teaching content and knowledge renewal. The teaching objects (the students) show a higher attention to the content and update rate of new media, teaching resources and content compared with lecturers. At the same time, the focus lecturers in the design of curriculum should be on the update rate of new media and content. It is necessary to analyze the impact of media environment on the curriculum content considering the designed curriculum design model based on the actual characteristics of the new media environment.
Verification and Analysis for the Effect of the Penetration of Psychological Health Education in Ideological and Political in Colleges and Universities under the New Media Environment
Based on the introduction of the designed curriculum model and the carrier analysis of the penetration of ideological and political penetration in psychological health education, this paper puts the education content based on the characteristics of new media into practical psychological health education courses. This paper selects students of different disciplines and grades in a certain university to conduct an eight-week psychological health education with the penetration of ideological and political content. The learning effect is evaluated after learning in the form of questionnaires. The learning effect of old and new curriculum is evaluated according to Spss7.0 and regression analysis equation from four dimensions: political stand, psychological state, psychological endurance and positive attitude and students with different professional backgrounds are investigated from three dimensions: curriculum acceptance, psychological improvement, and daily life improvement. The investigation results are shown in Table 2-3 and Figure 6-7.
The data in Table 2 shows that after carrying out practical teaching through the curriculum model established in this paper, the
psychological improvement of the college students who receive the education in different dimensions is 26.1% to 34.9%, with an average improvement rate of 31.8%. Based on the information feedback from the questionnaire, the improvement will be more significant with the improvement in the future teaching process. The more intuitive trend is shown in Figure 6.

The more intuitive trendFigure 7 shows the learning effect of psychological courses with the penetration of I&P education for college students under the background of different disciplines in the context of new media information. This Figure classifies and evaluates students in economics and management, law, science and engineering, literature, and other subjects. In the survey, the left-hand ordinate indicates the evaluation results of the subject, and the right-hand ordinate indicates the relative improvement rate of different subjects before and after the learning. According to the trend in the Figure, it can be discovered that it is easier for students in the economics and management to accept the content bearing the ideological and political characteristics in the new media environment while students of literature discipline are less sensitive to the problems and have more

psychological problems than students from other disciplines. Therefore, their acceptance of psychological courses with the penetration of I&P education is significantly worse than that from other disciplines. Lecturers should perform practical investigation on the psychological problem of students from different disciplines based on this survey data and implement targeted teaching based on the problem reflected by the investigation.

CONCLUSION
This paper establishes the psychological health teaching model with the penetration of ideology and politics based on the principle of ideological and political teaching in and the characteristics of new media environment and performs the practical verification of college students. Also, this paper uses the method of questionnaire, regression analysis, and variance calculation for students from different disciplines, and finally obtains the research results of psychological health education with the penetration of ideology and politics in colleges and universities under the new media environment. The specific conclusions are as follows:
(1) This paper puts forward 4 categories and 12 aspects of improvement points for the penetration of I&P education in colleges and universities into the reform of psychological health education;
(2) The teaching content set by four dimensions: political stand, psychological state, psychological endurance, and positive upward enables students who receive the psychological
education achieve the psychological improvement of 26.1% to 34.9%, with an average improvement of 31.8%;
(3) Different disciplines have different levels of acceptance of the penetrated psychological health education in the new media. The results of practical data analysis show the sequence of economics and management, law, science and engineering, and literature.
