Texas A&M International University’s (TAMIU) 14th Annual Conference “Emerging Challenges in the Western Hemisphere,” will take place April 16‐18, 2009 in Monterrey, Nuevo León, México. The conference is co‐sponsored by the A.R. Sanchez, Jr. School of Business’ Center for the Study of Western Hemispheric Trade (CSWHT), the Graduate School of Business Administration and Leadership (EGADE) at Tecnológico de Monterrey, campus Monterrey (Monterrey Tech), and Universidad Regiomontana.
The format for the three day conference includes receptions, dinners, keynote addresses, panel discussions, and academic sessions. Normally, the conference attracts 125‐150 attendees, including academics, policy analysts, CEOs, and leaders from the Americas, as well as Europe and Asia. The 2009 conference will take place on the campuses of the Monterrey Institute of Technology (Tec de Monterrey) and Univerdisad Regiomontana.
Topics will include: Energy, Role of Governance in Financial Crisis, Regional Dynamics
of the U.S.‐Mexico Border, North American and Border Affairs, International Trade and
Logistics, Security, Environment and Trade, Physical Infrastructure and Logistics, and
Insoluble Financial Problems.

Please send a MS Word or WordPerfect file of either the complete paper or abstract (200 words maximum) by March 2, 2009 for inclusion in the conference. Complete papers may be considered for inclusion in a book of proceedings. Each submission must include a cover page containing only the title of the research with information about the author(s).

Agustin Del Rio is the Regional Delegate in Monterrey of the Banco de México.
He obtained his Baccalaureate degree at Tecnológico de Monterrey, got his Master’s degree and completed his doctoral studies in Economics at the University of Missouri at Columbia.
He is a graduate of the Program for Management Development from Harvard’s Graduate School of Business, and of the Program for Macroeconomic Policy and Management at the same University.
Prior to his present position, Agustin was a full time professor in the Department of Economics at Tecnológico de Monterrey, an Economist in the International Monetary Fund, Manager of Economic Studies in Vitro’s Container Division, and Chief Economist and Director of Corporate Planning of Vitro.
In addition to his work in Mexico’s Central Bank, Agustin alternates teaching part time at the Graduate and Undergraduate levels at Tecnológico de Monterrey, the University of Monterrey and The School of Economics of the Autonomous University of Nuevo León.

Obtuvo su maestría y terminó sus estudios doctorales en la Universidad de Missouri en Columbia.
Es diplomado del Programa de Desarrollo Gerencial en la Escuela de Negocios de la Universidad de Harvard, y del Programa de Política y Gestión Macroeconómica de la misma Universidad.
Ha sido Profesor de Planta del Departamento de Economía del Tecnológico de Monterrey; Economista en la Dirección de Estudios Económicos del Grupo Industrial Alfa y en el Fondo Monetario Internacional en la Ciudad de Washington; Gerente de Estudios Económicos en Vitro Envases y Director de
Planeación y Estudios Económicos del Grupo Vitro.
Actualmente es el Delegado Regional del Banco de México para la región noreste de México y Profesor de tiempo parcial en la Universidad de Monterrey.
Everardo Elizondo‐Almaguer, Ph.D.

Everardo Elizondo‐Almaguer (born in Linares, Nuevo león in 1943), graduated as an economist from the Autonomous University of Nuevo león (UANL) and got a MA from the University of Wisconsin at Madison, where he also studied his doctoral degree. He got a diploma at the International Tax Program at the School of Law at Harvard University.
Elizondo began his career as an economist at the Compañía General de Aceptaciones (The then Serfin Group), to become the economic studies general manager. He was the director of economic research at the conglomerate Alfa Industrial Group and at the Grupo Financiero Bancomer. From 1998 to 2008, he became one of the deputy vice‐governors at the Mexico’s Central Bank “Banco de México.”
He has been a professor at the UANL in charge of various course, as well as at the Tecnológico de Monterrey, since the mid eighties, as an expert guest professor. He was the founder and director of UANL’s graduate studies division in Economics. He has been a member of the board of trustees at different institutions in the banking, industrial, and higher education sectors. He is a regular columnist at the newspapers El Norte, and Reforma. At present, he is a professor of economics at EGAP, Tecnológico de Monterrey.

Bernardo González‐Aréchiga Ramírez‐Wiella es Director de la Escuela de Graduados en Administración Pública y Política Pública del Campus Monterrey del ITESM. Fue Director Nacional fundador de EGAP.
Anteriormente, fue Coordinador de la Oficina de la Presidencia para la Políticas Públicas y Vocal independiente de la Junta de Gobierno del IPAB. También fue Director General fundador de MexDer, Mercado Mexicano de Derivados y Director General Adjunto de Planeación de la Bolsa Mexicana de Valores.
Fungió como Director Académico y Director de Estudios Económicos en el Colegio de la
Frontera Norte. Fue consultor del Equipo Negociador del TLC y del Equipo Negociador ante el GATT (Ahora OMC) sobre la Industria Maquiladora y la Subcontratación Internacional.
Es miembro de los Consejos del IMCO, el Instituto México del Woodrow Wilson Center, el Instituto de Investigaciones Legislativas del Senado de la República, el Consejo para las
Negociaciones Internacionales de la Secretaría de Economía, el Consejo de Desarrollo Social del Municipio de San Pedro y de la Afore Afirme‐Bajío.
Es Licenciado en Economía por el ITESM, Maestro en Economía por la Universidad de Essex, Inglaterra y Doctor en Economía por la Universidad del Sur de California, Estados Unidos.
Es miembro del Sistema Nacional de Investigadores Nivel 2. Tiene 5 libros y más de 50 artículos publicados.

Egresado de la carrera de Derecho por el Instituto Tecnológico y de Estudios Superiores de Monterrey. Además cuenta con maestría en Derecho Mercantil, por la Universidad Autónoma de Nuevo León y una especialización en Negocios, por el Instituto Panamericano de Alta Dirección de Empresas.
De 1997 a septiembre de 2000 fue Director Jurídico del R. Ayuntamiento de los Herrera, N.L..
En el 2000 ganó el distrito local 22 para ocupar el cargo de Diputado de la LXIX Legislatura al Estado de Nuevo León convirtiéndose en el Sub‐coordinador Jurídico del Grupo Legislativo del PAN. Además ocupo en diversas ocasiones el cargo de Presidente del Congreso de Nuevo León.
Desde octubre del 2004 hasta la actualidad se desempeña como el Delegado Federal de la Secretaría de Economía en Nuevo León. Cargo desde el cual ha mantiene constante comunicación con empresas nacionales y extranjeras de todos los sectores. Asimismo participa como Consejero en diversas empresas, organismos empresariales y no gubernamentales del Estado.
Humberto Treviño Landois

Humberto Treviño Landois, obtuvo su título profesional de Ingeniero Mecánico Electricista en el Instituto Tecnológico de Estudios Superiores de Monterrey, donde también curso la
Maestría en Administración, con especialidad en Planeación Estratégica y Finanzas;
posteriormente estudió la Maestría en Ingeniería Industrial con especialidad en Investigación de Operaciones en la University of Lancaster, Inglaterra.
En el sector público cuenta con experiencia en los tres órdenes de Gobierno; actualmente ocupa el cargo de Subsecretario de Transporte en el Gobierno Federal, y se ha desempeñado como Director General de CAPUFE; ha sido Diputado Federal por el Partido Acción Nacional en el H. Congreso de la Unión, donde fue integrante de la Comisiones de Hacienda, Comercio, Comunicaciones y Transportes de esta última Secretario; En el mismo ámbito legislativo, ha sido en dos ocasiones Diputado local por el mismo partido en el Congreso del Estado de Nuevo León donde fue Coordinador del Grupo Legislativo de su partido en su primer periodo
parlamentario; también ocupó el encargo de Regidor del Municipio de Monterrey.
Además, fue miembro del equipo de transición del Presidente electo Vicente Fox, en donde coordinó el Sector Comunicaciones y Transportes.
En el sector privado se ha desempeñado como Consejero en CANACINTRA, Citrofrut, Grupo Gamesa, Grupo Aislaron y Empresas del Grupo Proeza, En Banamex ocupó la titularidad de las Direcciones de Relocalización y Optimización Administrativa; en la Empresa Gentor fue Director de Diversificación Industrial; y en Hylsa fungió como Gerente de Planeación y Control de Producción e Ingeniero de Planta.
Dentro del ámbito académico ha impartido cátedra en las Maestrías de Administración e Ingeniería Industrial tanto en la Universidad Autónoma de Nuevo León como en el Instituto Tecnológico de Estudios Superiores de Monterrey.
Dentro de sus actividades independientes se distingue por haber fundado la Empresa Concierto, Recursos, Aliados y Socios; además de ser miembro del Instituto Mexicano de Ejecutivos en Finanzas; y Consejero Nacional y Estatal y Dirigente en Nuevo León del Partido Acción Nacional.
Humberto Treviño Landois, nació el 6 de noviembre de 1944 en Múzquiz, Coahuila. Está casado, tiene cinco hijos y 5 nietas.

Gustavo Vega Cánovas, Ph.D.

Dr. Vega is at present the Director of the Center for International Studies at El Colegio de México; he holds a doctoral degree in political science from Yale University and is a professor of international political economy at the same university. He is a specialist in economic integration processes, with special emphasis in North America towards which he has dedicated the following book Mexico, the US, and Canada: Dispute Resolutions in the Era Post‐NAFTA (UNAM, El Colegio de Mexico, and PIERAN 2005). He has written various other books and many research articles and conference contributions in Mexico, the US, and Canada. Dr. Vega has been a visiting professor at Brown, Duke, University of Carolina at Chapel Hill, and Yale. While in Duke, he acted as the Associate Director of the Center for Studies of North America during the years 1997‐98; at Yale he was the director of the BA in Latin American Studies during 1996.
Among his professional activities, he was for ten years a member of the experts’ group in the panels for dispute settlements of Chapter 19 of NAFTA, with work on antidumping measures and countervailing duties. During this period he was a member of five binational panels and presided over four of them. He is member of the Mexican Sistema Nacional de Investigadores, level III.

He is professor and researcher at the Graduate School of Public Administration and Public Affairs (EGAP) at the Tecnologico de Monterrey in Monterrey, Mexico. He is co‐chair (with Jorge Tello‐Peon) of the chaired professorship Strategic Intelligence in his own institution. Dr.
Villarreal is also a senior fellow at the Mercatus Center in George Mason University in Virginia.
Before joining EGAP he worked (for three years) as a research fellow at the American Enterprise Institute for Public Policy Research (AEI) in Washington, DC, in topics related to public policy, intellectual property rights issues, strategic intelligence and Latin American affairs.
Dr. Villarreal has a double degree in Economics and Political Science, and a Master’s degree in International Political Economy, from Claremont Graduate University (CGU), and a MA in Industrial Economics from the State University of Nuevo Leon (UANL) in Mexico. During his stay at CGU he was a recipient of a Fulbright scholarship for three years. His dissertation topic was Political Economy of Pension Systems.
Dr. Villareal’s lines of research include topics of political economy and public policy analysis, strategic intelligence for businesses and public policies, as well as determinants of economic growth and social development.
