La Conferencia Interamericana de Seguridad Social es un organismo internacional especializado, de carácter permanente, con las finalidades y atribuciones que le señala este Estatuto. TITULO II De las Finalidades Artículo 2°. La Conferencia Interamericana de Seguridad Social tiene como finalidades las siguientes: a) Procurar y contribuir al desarrollo de la seguridad social en los países americanos, cooperando con las instituciones y administraciones nacionales. b) Adoptar resoluciones y formular recomendaciones en seguridad social y promover su difusión para que se consideren en los planes y programas de planificación nacional. c) Impulsar la cooperación e intercambio de experiencias entre las instituciones de administraciones nacionales de seguridad social y otras organizaciones internacionales. d) Fomentar y orientar la capacitación de recursos humanos al servicio de la seguridad social y proporcionar facilidades para realizarla en forma sistemática y permanente..

(6) e) Recopilar y difundir los avances de los sistemas de seguridad social a nivel nacional e internacional en materia legislativa y técnicas de administración y financiamiento; y editar las publicaciones de estudios que corresponda. TITULO III De la Participación de Organismos Internacionales Artículo 3°. La Conferencia Interamericana de Seguridad Social cooperará con la Organización Internacional del Trabajo, la Organización Panamericana de la Salud y la Organización de los Estados Americanos. Artículo 4°. La Conferencia Interamericana de Seguridad Social, a través de su órgano de dirección, el Comité Permanente Interamericano de Seguridad Social, podrá suscribir convenios de cooperación y coordinación con organismos internacionales que actúen en el área de la seguridad social o en campos afines. TITULO IV De los Miembros Artículo 5°. Será miembro titular de la Conferencia Interamericana de Seguridad Social, el organismo que acredite cada uno de los países americanos como representantes de la seguridad social nacional. Artículo 6°. Podrán ser miembros asociados las organizaciones e instituciones de los países de Améri6. ca, interesadas en las finalidades de la Conferencia, que administren una o varias ramas de la seguridad social, así como aquéllas que protejan a un sector especial de la población. Artículo 7°. El procedimiento para la admisión de los miembros estará sujeto a lo dispuesto en el artículo 15 inciso j) del presente Estatuto. TITULO V De los Organos Artículo 8°. Los órganos de deliberación y resolución, dirección y ejecución, administración y apoyo técnico de la Conferencia Interamericana de Seguridad Social, serán los siguientes: a) Organo de deliberación: — La Asamblea General. b) Organo de dirección y ejecución: — El Comité Permanente Interamericano de Seguridad Social y su Comisión Ejecutiva. c) Organo de Administración: — La Secretaría General del Comité Permanente Interamericano de Seguridad Social. d) Organos de apoyo técnico: — Las Comisiones Americanas de Seguridad Social, y — El Centro Interamericano de Estudios de Seguridad Social. 7.

(7) TITULO VI De la Asamblea General Artículo 9°. La Asamblea General es el órgano de deliberación y resolución de la Conferencia Interamericana de Seguridad Social, y tiene las siguientes funciones: a) Establecer las normas necesarias para el cumplimiento de los fines de la Conferencia. b) Decidir acerca de los programas de acción del Comité Permanente Interamericano de Seguridad Social y de los órganos de apoyo técnico. c) Adoptar resoluciones, emitir declaraciones y formular recomendaciones sobre asuntos relacionados con la seguridad social en América y proponer los procedimientos para darles cumplimiento. d) Recomendar medidas de cooperación recíproca entre sus miembros y con otros organismos internacionales, interesados en la materia, para propiciar el impulso y desarrollo de la seguridad social en los países americanos. e) Aprobar la reforma total o parcial del Estatuto de la Conferencia Interamericana de Seguridad Social. Artículo 10°. Integran la Asamblea General: a) Los miembros titulares, con derecho a voz y voto. Los miembros asociados con voz y sin voto. Las delegaciones podrán acreditar los asesores. que estimen conveniente, procurando que en su composición, participen representantes de trabajadores y empleadores. b) La Secretaría General del Comité Permanente, la Dirección del Centro Interamericano de Estudios de Seguridad Social y las Mesas Directivas de las Comisiones Americanas de Seguridad Social, con voz pero sin voto. c) Los representantes de los organismos internacionales a que se refieren los artículos 3° y 4°, con voz pero sin voto. Artículo 11°. La Asamblea General celebrará reunión ordinaria cada tres años y extraordinaria, cuando sea convocada por el Comité Permanente o su Comisión Ejecutiva. Artículo 12°. La Asamblea General podrá reunirse en cualquier país de América, a invitación de uno de sus miembros titulares. Corresponde al Comité Permanente decidir la sede y la fecha de cada reunión. Artículo 13°. En la primera sesión de la Asamblea General serán elegidos para integrar su mesa directiva: un Presidente y dos Vicepresidentes. La Presidencia recaerá en un miembro de la delegación del país sede. Además, formarán parte de la mesa directiva el Presidente, el Vicepresidente, y el Secretario General del Comité Permanente Interamericano de Seguridad Social. Artículo 14°. Las sesiones de la Asamblea General se desarrollarán de acuerdo con lo dispuesto en su Reglamento.. 8 9. BIBLIO-TECA DEL c :.E S S..

(8) TITULO VII Del Comité Permanente Interamericano de Seguridad Social Artículo 15°. El Comité Permanente es el órgano de dirección y ejecución de la Conferencia Interamericana de Seguridad Social, Son sus atribuciones: a) Cumplir las decisiones de la Asamblea General. b) Mantener las relaciones de la Conferencia Interamericana de Seguridad Social con sus miembros y organismos internacionales. c) Convocar a las reuniones de la Asamblea General, las del propio Comité Permanente y de las Comisiones Americanas de Seguridad Social; señalando fecha, sede y temarios correspondientes. d) Formular su programa de trabajo y aprobar el correspondiente al de la Secretaría General. e) Elegir a la Comisión Ejecutiva entre los miembros tutulares de la Conferencia, la que durará en sus funciones tres años. f) Designar al Secretario General a propuesta del Presidente del Comité Permanente, de acuerdo con lo dispuesto por el artículo 20 inciso e) y por el mismo período de tres años, pudiendo ser reelegido.. dad Social y presentar proposiciones para la estructuración de programas. h) Coordinar el funcionamiento de las Comisiones Americanas de Seguridad Social y aprobar y vigilar el cumplimiento de sus programas. i) Crear las Comisiones Internas y Grupos de Trabajo que considere necesarios. j) Conocer y resolver las solicitudes de ingreso de nuevos miembros de la Conferencia, de acuerdo con las disposiciones reglamentarias. k) Celebrar convenios de cooperación con organismos internacionales e instituciones nacionales, coordinando los programas y actividades. I) Proponer a la Asamblea General modificaciones al Estatuto de la Conferencia. m) Aprobar y modificar los reglamentos de los siguientes organismos de la Conferencia: Asamblea General, Comité Permanente, Centro Interamericano de Estudios de Seguridad Social y Comisiones Americanas de Seguridad Social. Artículo 16°. El Comité Permanente está integrado por los miembros titulares de la Conferencia Interamericana de Seguridad Social, de acuerdo con lo establecido en el artículo 5°, y por la Secretaría General en su calidad de órgano administrativo. Artículo 17°. El Comité Permanente celebrará reunión ordinaria por lo menos una vez al año. Podrá reunirse en cualquier país de América.. g) Elegir a los miembros de la Junta Directiva del Centro Interamericano de Estudios de Seguri-. Artículo 18°. Serán convocados a las reuniones ordinarias, los miembros titulares de la Conferencia. 10. 11.

(9) d) Representar al Comité Permanente y a su Comisión Ejecutiva en las reuniones de la Junta Directiva del Centro Interamericano de Estudios de Seguridad Social.. Interamericana de Seguridad Social, con derecho a voz y voto; la Secretaría General del Comité Permanente con derecho a voz. Además podrán ser invitados con derecho a voz: a) Los miembros asociados, de acuerdo a lo dispuesto en el artículo 6°,. e) Proponer al Comité Permanente, en consulta con su Comisión Ejecutiva, el candidato para ocupar el cargo de Secretario General.. b) Los representantes de organismos internacionales, según lo dispuesto en los artículos 3° y 4°.. f) Autorizar a la Secretaría General el nombramiento del personal adscrito a la misma, de acuerdo al respectivo reglamento.. c) La Junta Directiva y el Director del Centro Interamericano de Estudios de Seguridad Social.. g) Suscribir los convenios de cooperación con organismos internacionales e instituciones nacionales, previamente aprobados por el Comité Permanente.. d) Los Presidentes de las Comisiones Americanas de Seguridad Social. Artículo 19°. La sede del Comité Permanente y la oficina de la Secretaría General estarán establecidas en la ciudad de México. TITULO VIII De la Presidencia y de la Vicepresidencia del Comité Permanente Artículo 20°. El Presidente del Comité Permanente tendrá las siguientes facultades y atribuciones: a) Ser el representante legal de la Conferencia Interamericana de Seguridad Social. b) Asegurar el mantenimiento de relaciones con los miembros de la Conferencia Interamericana de Seguridad Social y con los organismos internacionales interesados en la materia. c) Presidir y dirigir los debates de las reuniones del Comité Permanente y de su Comisión Ejecutiva.. 1. h) Convocar a través de la Secretaría General a las reuniones de la Asamblea General, del Comité Permanente y de las Comisiones Americanas de Seguridad Social. i) Representar al Comité Permanente o acreditar representantes en reuniones de otros organismos internacionales; así como en eventos organizados por instituciones miembros de la Conferencia Interamericana de Seguridad Social. j) Supervisar los estados financieros y los presupuestos que somete la Secretaría General al Comité Permanente. k) Vigilar el cumplimiento de las disposiciones establecidas en el presente Estatuto, de los programas y acuerdos que determine la Asamblea General y el Comité Permanente. 13. 12.

(10) Artículo 21°. El Presidente dará cuenta escrita al Comité o, en su caso a la Comisión Ejecutiva, del ejercicio de las facultades y atribuciones señaladas en el artículo precedente. Artículo 22°. El Vicepresidente actuará en los casos de ausencia o impedimento del Presidente, con las mismas facultades y obligaciones señaladas en los artículos 20° y 21°. TITULO IX. b) Actuar como Secretario en las reuniones de la Asamblea General, del Comité Permanente y de su Comisión Ejecutiva. c) Cumplir con las funciones de administración y realizar las gestiones de cobranza de las cuotas de los miembros. d) Nombrar al personal técnico y administrativo de la Secretaría General, conforme a lo dispuesto en el artículo 20° inciso f).. De la Comisión Ejecutiva. e) Informar trimestralmente a los miembros del Comité Permanente, acerca de las actividades realizadas.. Artículo 23°. La Comisión Ejecutiva tiene como función asumir las atribuciones del Comité Permanente en los períodos comprendidos entre las reuniones del Comité, dando cuenta de sus actos.. f) Presentar a la reunión ordinaria del Comité Permanente un informe anual de las actividades de la Secretaría General y de Tesorería.. Artículo 24°. La Comisión Ejecutiva está integrada por el Presidente y el Vicepresidente del Comité Permanente y cuatro miembros titulares, en forma tal que se asegure una representación regional. TITULO X De la Secretaría General Artículo 25°. Son funciones del Secretario General: a) Realizar gestiones para el cumplimiento de las resoluciones de la Asamblea General y de los acuerdos del Comité Permanente y de su Comisión Ejecutiva, así como las relacionadas con actividades técnicas y administrativas de las Comisiones Americanas de Seguridad Social. 14. g) Presentar a la consideración de la Asamblea General el informe de las actividades realizadas en el trienio. h) Dirigir las publicaciones periódicas del Comité Permanente, de las Comisiones Americanas y de los estudios encomendados por la Asamblea General y por el Comité Permanente. i) Asistir a las reuniones de la Junta Directiva del Centro Interamericano de Estudios de Seguridad Social. j) Coordinar las relaciones entre las Comisiones Americanas de Seguridad Social y el Centro Interamericano de Estudios de Seguridad Social en los programas docentes y de investigación. 15.

(11) k) Elaborar el proyecto de presupuesto anual. I) Someter el balance anual y la cuenta de ingresos y egresos al Comité Permanente.. da de acuerdo con la invitación correspondiente de uno de los miembros titulares de la Conferencia Interamericana de Seguridad Social.. II) Las demás que se establecen en este Estatuto, fijen los reglamentos o determine el Presidente del Comité Permanente.. Artículo 29°. Las Comisiones Americanas de Seguridad Social se regirán por su propio reglamento que aprobará el Comité Permanente.. TITULO XI. TITULO XII. De las Comisiones Americanas de Seguridad Social. Del Centro Interamericano de Estudios de Seguridad Social. Artículo 26°. Las Comisiones Americanas de Seguridad Social son órganos de apoyo técnico de la Conferencia Interamericana de Seguridad Social. Tienen como objetivo realizar estudios, investigaciones, promover reuniones y cooperar en las actividades del Centro Interamericano de Estudios de Seguridad Social.. Artículo 30°. El Centro Interamericano de Estudios de Seguridad Social es el órgano docente y de capacitación de la Conferencia Interamericana de Seguridad Social.. La dirección, coordinación y vigilancia de las actividades que resulten, estará a cargo del Secretario General del Comité Permanente. Artículo 27°. Las Comisiones Americanas de Seguridad Social son las siguientes: de Prevensión de Riesgos en el Trabajo; Médico Social; de Actuaría y Financiamiento; de Organización y Sistemas Administrativos; y Jurídico Social. El Comité Permanente podrá modificar, crear y suprimir las Comisiones que estime convenientes.. Tiene los siguientes objetivos: a) Capacitar al personal técnico y administrativo para colaborar en el desarrollo y fortalecimiento de las instituciones de los países miembros de la Conferencia Interamericana de Seguridad Social. b) Promover y realizar investigaciones en el campo de la seguridad social. c) Fomentar la comunicación y el intercambio de información y de estudios relacionados con la seguridad social a nivel internacional.. Artículo 28°. Las Comisiones Americanas de Seguridad Social serán convocadas por el Comité Permanente. La sede de sus reuniones será estableci-. d) Facilitar la asistencia técnica en seguridad social entre las instituciones de los países miembros de la Conferencia Interamericana de Seguridad Social.. 16. 17.

(12) e) Promover el debate doctrinario sobre la seguridad social en materias conexas.. ye con la presencia de la mitad más uno de los miembros titulares.. Artículo 31°. Para el cumplimiento de sus actividades y programas, el Centro Interamericano de Estudios de Seguridad Social se rige por su Estatuto y Reglamentos aprobados por el Comité Permanente.. Artículo 37°. Las decisiones de la Asamblea se adoptarán por mayoría simple de los miembros presentes, salvd, el caso de la reforma del Estatuto de la Conferencia en que se requerirá la mayoría absoluta de los miembros titulares.. Artículo 32°. Los miembros de la Junta Directiva del Centro Interamericano de Estudios de Seguridad Social serán designados por el Comité Permanente de acuerdo con su propio Reglamento. Artículo 33°. El Centro Interamericano de Estudios de Seguridad Social tiene su sede en la ciudad de México en los edificios e instalaciones que para este efecto dispone el Instituto Mexicano del Seguro Social. TITULO XIII. Artículo 38°. Con relación a otros asuntos referentes a este Título, se procederá de acuerdo a lo dispuesto en los Reglamentos correspondientes. TITULO XV Reformas al Estatuto Artículo 39°. La Asamblea General podrá modificar el Estatuto cuando exista un estudio, proyecto y dictamen del Comité Permanente.. De las Finanzas Artículo 34°. Los recursos de la Conferencia Interamericana de Seguridad Social están constituidos por las cuotas de sus miembros y otras aportaciones, donaciones y legados. Artículo 35°. El monto y la forma del pago de las cuotas de los miembros de la Conferencia Interamericana de Seguridad Social, serán establecidos por un Reglamento. TITULO XIV Quórum y Votación Artículo 36°. The admission procedure of the members will be subject to the dispositions in arficle 15 j) of the present By-law.. TITLE III TITLE V About the Participation of International Organisms Article 3°. The Interamerican Conference on Social Security will work in joint cooperation with the International Labour Office, the Panamerican Health Organization and the Organization of American States. Article 4°. The Interamerican Conference on Social Security througth its directive agency, the Permanent Interamerican Committee on Social Security, will be able to sign cooperation and coordination agreements with international organisms that work in the field of social security and related oreas. TITLE IV. About the Agencies Article 8°. The agencies of deliberation and resolution, direction and execution, administration and technical support of the Interamerican Conference on Social Security will be the following: a) Agency of deliberation and resol ution: — The General Assembly. b) Agency of direction and execution: — The Permanent Interamerican Committee on Social Security and its Executive Commission.. About the Members c) Agency of administration: Article 5°. The organism authorized by each one of the American countries to represent the national social security, will be appointed as titular member of the Interamerican Conference on Social Security.. — The General Secretariat of the Permanent Interamerican Committee on Social Security. d) Agency of technical support:. Article 6°. The organizations and institutions of the American countries interested in the goals of the Conference, that administer one or several branches of social security, as well as those that protect a particular sector in the population, will be eligible to become associate members.. — The American Commissions on Social Security and — The Interamerican Center for Social Security Studies..

(18) TITLE VI About the General Assembly Article 9°. The General Assembly is the agency of deliberation and resolution of the Interamerican Conference on Social Security. It has the following functions: a) To establish the necessary norms for the fullfilment of the goals of the Conference. b) To decide on the programmes of the Permanent Interamerican Committee on Social Security and the programmes of the agencies of technical support. c) To adopt resolutions, issue declarations and formulate recommendations on matters related to social security in America and propose the procedures to fulfill Chem. d) To recommend measures of mutual cooperation among its members and with other international organisms interested in the subject, to further the development of social security in the American countries. e) To approve the total or partial reform of the Interamerican Conference on Social Security By-law. Article 10°. The General Assembly is made up by: a) The titular members, with voice and vote. The associate members with voice but without vote. The delegations will be able to propose the advisors they judge necessary, trying to include the. representatives of workers and employers in their composition. b) The General Secretariat of the Permanent Committee, the Executive Board of the Interamerican Center for Social Security Studies and the members of the Boards Directors of the American Commissions on Social Security, with voice but without vote. c) The representatives of the international organisms referred to in articles 3° and 4°, with voice but without vote. Article 11°. The General Assembly will celebrate an ordinary meeting every three years and an extraordinary meeting when it is summoned by the Permanent Committee or its Executive Commission. Article 12°. The General Assembly will gather in any one of the American countries, if invited by one of its titular members. it is the responsibility of the Permanent Committee to choose the place and date of each meeting. Article 13°. In the first session of the General Assembly the members of the Board will be elected: a President and two Vice-Presidents. The President will be elected from the members of the delegation of the guest country. The President, the Vice-President and the Secretary General of the Permanent Interamerican Committee on Social Security will also integrate the Board of Directors. Article 14°. The sessions of the General Assembly will evolve as outlined by its regulations.. 9 8. BIBLIOTECA DEL C.

(19) TITLE VII About the Permanent Interamerican Committee on Social Security. h) To coordinate the performance of the American Commissions on Social Security, as well as approve and seek the fulfillment of its programmes,. Article 15°. The permanent Committee is the agency of direction and execution of the Interamerican Conference on Social Security. Its attributes are the following:. i) To create the internal commisions and work groups that are considered necessary.. a) To perform the decisions of the General Assembly.. j) To know and determine the admission requests of the new members of the Conference, according to the dispositions in the regulations.. b) To maintain the relations of the Interamerican Conference on Social Security with its members and international organisms.. k) To celebrate cooperation agreements with international organisms and national institutions, cóordinating programmes and activities.. c) To convoke the meetings of the General Assembly, the Permanent Committee and the American Commissions on Social Security; establishing date, venue and topics to be discussed.. I) To propose to the General Assembly modifications to the By-law of the Conference.. d) To formulate its work programme and approve the programme of the General Secretariat. e) To elect its Executive Commissions among the titular members of the Conference, that will last three years in their positions. f) To appoint the Secretary General as proposed by the President in article 20°, e) for the same three year period, being able to be reelected. g) To elect the members of the Board of Directors of the Interamerican Center for Social Security Studies and present proposals for the creation of programmes. 10. m) To approve and modify the regulations of the following organisms of the Conference: General Assembly, Permanent Committee, Interamerican Center for Social Security Studies and American Commissions on Social Security. Article 16°. The Permanent Committee is integrated by the titular members of the Interamerican Conference on Social Security, according to article 5° and by the General Secretariat as administrative agency. Article 17°. The Permanent Committee will celebrate an ordinary meeting, at least once a year. It will be able to gather in any American country. Article 18°. The titular members of the Interamerican Conference on Social Security with voice and. 11.

(20) vote will be summoned to the ordinary meetings, as well as the General Secretariat of the Permanent Committee with voice. It could be invited to assist with voice. a) The associate members according to the dispositions in article 6° b) Representatives of international organisms as described in articles 3° and 4°. c) The members of the Board and the Director of the Interamerican Center for Social Security Studies. d) The Presidents of the American Commissions on Social Security. Article 19°. The seat of the Permanent Committee and the General Secretariat office will be established in Mexico City. TITLE VIII About the Presidency and Vice-Presidency of the Permanent Committee Article 20°. The President of the Permanent Committee will have the following authorities and attributions: a) To be the legal representative of the Interamerican Conference on Social Security. b) To secure the maintenance of relations with the members of the Interamerican Conference on Social Security and with the international organisms interested in the subject.. c) To preside over and direct the debates of the meetings of the Permanent Committee and its Executive Commission. d) To represent the Permanent Committee and its Executive commission in the meetings of the members of the Board of Directors of the Interamerican Center for Social Security Studies. e) To propose to the Permanent Committee, in accordance with its Executive Commission, the candidate that will occupy the position of Secretary General. f) To authorize the personnel of the General Secretariat, as outlined in its regulations. g) To consent to the agreements of cooperation with international organisms and nacional institutions, previously approved by the Permanent Committee. h) To convoke the meetings of the General Assembly, the Permanent Committe and the American Commissons on Social Securtiy, through the General Secretariat. i) To represent the Permanent Committee or name representatives in meetings of other international organisms; as well as in events organized by the member institutions of the Interamerican Conference on Social Security. j) To supervise the financial statements and budgets submitted by the General Secretariat to the Permanent Committee.. 12 13.

(21) k) To watch over the fulfillment of the dispositions established by the present By-law, of the programmes and agreements determined by the General Assembly and the Permanent Committee.. agreements of the Permanent Committee and its Executive Commission, as well as those related to technical and administrative activities of the American Commissions on Social Security.. Article 21°. The President will submit written report to the Permanent Committee or, if necessary, to the Execultive Commission that will be in charge of the authorities and attributions described in the previous article.. b) To act as Secretary in the meetings of the General Assembly, Permanent Committee and its Executive Commission.. Article 22°. The Vice-President will act in absence or incapacity of the President, with the same authorities and obligations described in articles 20° and 21°. TITLE IX About the Executive Commission Article 23°. The Executive Commission has as its duty, to take over the attributions of the Permanent Committee in the periods between the meetings of the Committee, submitting a report of the events. Article 24°. The Executive Commission is integrated by the President, the Vice-President of the Permanent Committee and four titular members, so that a regional representation can be insured. TITLE X About the General Secretariat Article 25°. The General Secretariat has the following duties:. c) To carry out the administrative duties and collect the members quotas. d) To name the technical and administrative personnel of the Secretary General as outlined in article 20°, f). e) To report quarterly to the members of the Permanent Committee about the activities that have been carried out. f) To present an annual report of the activities of the General Secretariat and the Treasurer at the ordinary meeting of the Permanent Committee. g) To present to the General Assembly a report of the activities carried out quarterly. h) To direct the periodical publications of the Permanent Committee, the American Commissions and the studies made by the General Assembly and the Permanent Committee.. a) To carry out the negotiations for the fulfillment of the resolutions of the General Assembly and the. i) To attend the meetings of the Executive Board of the Interamerican Center for Social Security Studies.. 14. 15.

(22) To coordinate the relations among the American Commissions on Social Security and the Interamerican Center for Social Security Studies on the current teaching and research programmes.. Organization and administrative Systems and Juridical Social. The Permanent Committee will be able to modify, create and suppress the Commissions it considers necessary.. k) To carry out the annual budget project. 1) To submit the annual balance and the assets and liabilities account to the Permanent Comm ittee. Other functions established in Chis By-law will delineate the regulations, as well as those established by the President of the Permanent Committee. TITLE XI About the American Commissions on Social Security Article 26°. The American Commissions on Social Security are the agents of technical support of the Interamerican Conference on Social Security. Their objectives are the following: to carry out studies and research, to promote meetings and cooperate in the activities of the Interamerican Center for Social Security Studies. The administration, coordination and surveyance of the activities will be the responsibillity of the Secretary General of the Permanent Committee,. Article 28°. The American Commissions on Social Security will be convoked by the Permanent Committe. The place for the meetings will be established according to the invitation of one of the titular members of the Interamerican Conference on Social Security. Article 29°. The American Commissions on Social Security will be governed by its own regulations that will be approved by the Permanent Committee. TITLE XII About the Interamerican Center for Social Security Studies Article 30°. The Interamerican Center for Social Security Studies is the teaching and training agency of the Interamerican Conference on Social Security. It has the following objectives: a) To train the technical and administrative personnel to colaborate in the development and strengthening of the institutions of the member countries of the Interamerican Conference on Social Security.. Article 27°. The American Commissions on Social Security are the following: Prevention of Work Risks, Social Medicine, Actuarial and Financial Matters,. b) To promote and carry out research in the field of social security.. 16. 17.

The quorum for the General Assembly and the meetings of the Permanent Committee will be constituted with the presence of half, plus one of the titular members.. Article 31°. The Interamerican Center for Social Security Studies is ruled by its By-law and Regulations approved by the Permanent Commitee to carry out its activities and programmes.. Article 37°. The decisions of the Assembly will be adopted by general consensus of the members present, except when the By-law demands the presence of all the titular members.. Article 32°. The members of the Executive Board of the Interamerican Center for Social Security Studies will be appointed by the Permanent Committe, as outlined by its own regulations. Article 33°. The Interamerican Center for Social Security Studies has its seat in Mexico City, in the facilities provided by the Mexican Social Insurance Institute. TITLE XIII. Article 38°. In relation to other matters concerned with this title, these will be followed in accordance with the corresponding regulations. TITLE XV About the Reforms to the Statute Article 39°. The General Assembly will be able to modify the By-law if a study, project and dictum of the Committee demands it.. About Finance Article 34°. The resources of the Interamerican Conference on Social Security will be constituted by the quotas of its members, as well as other contributions and donations. Article 35°.
