NOTICE OF PUBLIC HEARINGS AND DRAFT FIVE YEAR (2015-2019) CONSOLIDATED PLAN, ANALYSIS OF IMPEDIMENTS TO FAIR HOUSING CHOICE AND FIRST YEAR ANNUAL ACTION PLAN (2015) PUBLISHED FOR PUBLIC COMMENT

As a recipient of Federal entitlement grant funds, the City of Mount Vernon (City) is required to submit a Consolidated Plan, First Year Action Plan and Analysis of Impediments to Fair Housing to the U.S. Department of Housing & Urban Development (HUD) every five years. The City of Mount Vernon Department of Planning & Community Development (City), in conjunction with the Mount Vernon Urban Renewal Agency (Agency), is the overall administrative agent for the HUD Federal Community Development Block Grant (CDBG) and HOME Investment Partnerships formula programs. Mount Vernon receives funding under the Housing Opportunities for Persons with AIDS (HOPWA) program through the County of Westchester and Supportive Housing Program (SHP) funds through the Continuum of Care (CoC). These programs are intended to support the goals of providing decent housing, providing a suitable living environment and expanding economic opportunities for low and moderate income people.

The City will receive the following funding allocations in 2015: $1,542,764 in CDBG funds- ($180,072 of which are reallocated funds subject to litigation), $359,518 in HOME Investment Program funds, $357,246 in HOPWA funds and $1,138,351 in SHP funds.

Encouraging participation by all residents, including minorities, non-English speaking persons, persons with disabilities, community agencies and other interested stakeholders is a vital component of the process of determining community development needs, economic conditions and available resources. The City/Agency makes it a priority to reach out to citizens residing in CDBG-funded or targeted neighborhoods for their ongoing input into the Consolidated Plan, First Year Annual Action Plan and Analysis of Impediments.

The draft 2015-2019 Consolidated Plan/ First Year Annual Action Plan (2015) and Analysis of Impediments to Fair Housing Choice are available for public comment from June 1, 2015 through July 3, 2015 at www.cmvny.com/urbanrenewal. Hard copies of the draft documents will also be made available at the locations, dates and times specified below, except on holidays:

Citizens of the City of Mount Vernon are also urged to attend one public hearing conducted by the City of Mount Vernon Department of Planning and Community Development (City) to receive comments on the City’s 2015-2019 Consolidated Plan and First Year Annual Action Plan (2015) and one public hearing to discuss the City’s 2015-2019 Analysis of Impediments to Fair Housing Choice. These hearings are held after the draft documents are published to receive comments from the public on the draft Consolidated Plan, First Year Annual Action Plan (2015) and Analysis of Impediments to Fair Housing Choice.

The second public hearing for the 2015-2019 Consolidated Plan and First Year Annual Action Plan (2015) will be held on Tuesday June 16, 2015 at 6:30 PM in the community room at the Mount Vernon Public Library (enter on 2nd Ave side at ground level), 28 South First Avenue, Mount Vernon, New York.

A public hearing for the 2015-2019 Analysis of Impediments to Fair Housing Choice will be held on Thursday June 18, 2015 at 6:30 PM in the Memorial Room at the Mount Vernon City Hall, 2nd floor, 1 Roosevelt Square, Mount Vernon, New York.

The City of Mount Vernon encourages participation of all its residents, especially the involvement of very low and/or low income residents, minorities, non-English speaking persons and persons with mobility, visual or hearing impairments. Assistance can be made available at the hearing to persons with disabilities or Spanish speaking residents if requested at least five business days before the hearing. Requests should be made by calling (914) 699-7230.

CDBG applications will no longer be available beginning June 3, 2015.
