THE ICAO AVSEC TRAINING PROGRAMME FOR THE NAM/CAR/SAM REGIONS

This working paper presents the results of aviation security (AVSEC) training activities sponsored by ICAO and conducted by the Implementation Support and Development - Security (ISD-Sec) Section in coordination with the Regional Officers.

Objectives

This working paper is related to ICAO Strategic Objective B.

1. Introduction

1.1 This working paper is presented for consideration and action by the Meeting in support of

the implementation of ICAO Strategic Objective B – Enhance global civil aviation security. It stresses the

support of ICAO to the Action Plan determined by the Aviation Security and Facilitation Regional Group

Pan America (AVSEC/FAL/RG-PA/1) First Meeting, and the States participation in training activities

sponsored by ICAO to assist States to achieve compliance with the Standards and Recommended

Practices (SARPs) of Annex 17.

2.1 In order to assist States with the resolution of findings as a result of the Universal Security Audit Programme (USAP) audits, ICAO has conducted several workshops and courses as part of the ICAO Security Regular Training Programme and the ICAO/Transport Canada Security Awareness Training Programme – Phase III. Both training programmes are coordinated by the Implementation and Support Development – Security (ISD-Sec) Section and implemented by the ICAO Regional Offices.

2.2 ICAO AVSEC courses continue with the regular training programme based on the Standard Aviation Security Training Packages (ASTPs) through the four Regional Aviation Security Training Centres (ASTC) (two English Language and two Spanish Language ASTC’s established for the NAM/CAR/SAM Regions). The training scheduled for 2010 included the English and Spanish versions of: National Inspectors Course, National Civil Aviation Security Training Programme (NCASTP) workshops, and Cargo Security Courses.

2.3 Training scheduled for 2011 which is currently being implemented, includes the English and Spanish versions of: National Civil Aviation Security Training Programme (NCASTP), Crisis Management Course, a National Quality Control Programme workshop; and the ICAO Instructors Certification Course.

2.4 The new methodology of presenting the Regular Training Programme enhances participation of attendees, and provides them with better tools, results and experiences that can be adopted in their States. 118 participants from different Sates from the NAM/CAR/SAM Regions benefited from these training programmes in 2010 and 61 participants during the first semester of 2011. Appendix A to this working paper includes the schedule for ICAO ASTCs training activities completed in 2010 and planned for 2011.

2.5 The questionnaire conducted during the AVSEC/FAL/RG-PA/1 meeting identified the need of training qualified AVSEC oversight personnel for the States and determined an Action Plan through the ICAO/Transport Canada Security Awareness Training Programme – Phase III, which was approved in October 2010. Thanks to several host States and secondment of States’ Instructors of the Regions, five National Inspectors Courses (NIC) have been successfully completed between November 2010 to April 2011 to support this urgent need. Another eight courses are scheduled and three of them are currently in process. Appendix B to this working paper includes detailed outcomes and the remaining programme for the training activities.

2.6 States have been grouped in three to five States/Territories based on their geographical

location to receive assistance under Phase III, which provides funds for travel and daily subsistence

allowance (DSA) for instructors; training guidance material; and awards two fellowships per course,

consisting of a round trip ticket for the recipients from their States to the host State and DSA for the

duration of the course. The venue is offered by the host States, therefore this course has no registration

fee. To date, 72 participants from seventeen different States/Territories have benefited from this training

in Phase III. It is expected that the National Inspectors Course will be completed for all States in the

NAM/CAR/SAM Regions by October 2011, and a National Civil Aviation Security Training Programme

(NCASTP) Workshop will be scheduled from November 2011 to October 2012 using the same

methodology. These training courses will complete the provision of assistance for improving the AVSEC

oversight systems of the States in these Regions.

2.7 All of the abovementioned training activities were achieved with support from certain States, which contributed to the ICAO Comprehensive Aviation Security Strategy (ICASS) endorsed by the 37

th

Session of the ICAO Assembly and the AVSEC/FAL/RG-PA Action Plan, through the provision of qualified personnel who provided standardized training as Short Term Experts (STE) for ICAO, and other States that hosted venues for the training activities. Therefore, the Meeting is reminded of States’

obligations to contribute to the ICAO ICASS, and to participate in the ICAO AVSEC training activities for the continuous improvement of their national and regional civil aviation security.

2.8 It is important to mention that OAS/CICTE continues providing fellowships for the ICAO Regular Training Programme and, since 2010, also awarding the cost of registration fees for the training activities conducted by the ASTCs. However, States have long administrative processes and sometimes do not use this invaluable aid provided by CICTE, when responses are received following the deadline for registration established by ICAO and/or CICTE.

3. Conclusion

3.1 States should remember the importance and ensure compliance of Standard 3.4.7 of Annex 17, paragraph a), which establishes that civil aviation authorities should “ensure that the personnel carrying out security audits, tests, surveys and inspections are trained to appropriate standards for these tasks in accordance with the national civil aviation security programme.”

3.2 Also, States should consider taking advantage of the two training programmes implemented by ICAO and fellowships offered through the ICAO/Transport Canada Security Awareness Training Programme – Phase III and OAS/CICTE and ensure participation of their States’ AVSEC representatives in these training events, to improve their level of aviation security based on updated knowledge and expertise gathered from in these events.

4. Suggested Action

4.1 The Meeting is invited to take note of the information presented in this working paper and encourage NAM/CAR/SAM States/Territories to:

a) ensure that AVSEC personnel from their Administrations participate in the ICAO AVSEC training activities;

b) support the ICAO Comprehensive Aviation Security Strategy (ICASS) by providing qualified personnel as instructors for and/or hosting ICAO AVSEC training activities; and

c) ensure timely submission of ICAO Nomination Forms and CICTE Fellowship Forms and expedite the fellowship acceptance processes.
