Appendix F. Air Quality Conformity

As  of April 15, 2009, the counties of the Nashville Area MPO are considered in compliance with National

Ambient Air Quality Standardsandnolongerarerequiredtodemonstrate conformitywithestablishedmotor

vehicle emissionsbudgets.TheregiondoesremainpartoftheTennessee’sStateImplementationPlan,andas

such, continues to be eligible to receive Congestion Mitigation Air Quality funding from the Federal Highway

Administration, atthediscretionoftheTennesseeDepartmentofTransportation.

PROPOSED AMENDMENTS TO THE MPO REGIONAL TRANSPORTATION PLAN AND TRANSPORTATION IMPROVEMENT PROGRAM

The Nashville Area Metropolitan Planning Organization (MPO) is responsible for long range transportation planning in Davidson, Rutherford, Sumner, Williamson, Wilson and portions of Maury and Robertson Counties. Before regionally significant transportation projects can be undertaken, they must be included in the MPO’s Regional Transportation Plan (RTP) a 25-year plan for transportation projects in the Nashville region. The MPO’s Executive Board is seeking public comment on one project to be amended into the current 2035 RTP.

Also, before any transportation improvement projects can be undertaken, they must be included in the Transportation Improvement Program (TIP), a multi-year program of federal and state funded transportation improvements. The MPO’s Executive Board is seeking public comment the proposals to be add, remove, and modify projects in the Fiscal Years 2011-2015 TIP.

Copies of the proposed amendments to the RTP and the TIP are available for public review and comment at all public libraries in the 5-county area, as well as Spring Hill and Springfield and on the Nashville Area MPO website. Comments received on the amendments will be considered by the MPO Executive Board prior to final approval.

Two Public Hearings will be held regarding the addition of projects to the 2035 RTP and the TIP. The first will be on Wednesday, March 7, 2012 at 10:30 am. This meeting will be held in the Sonny West Conference Room, Howard Office Building, 700 Second Ave. S, Nashville. The final hearing will be held Wednesday, March 21, 2012 at 9:00 am in the Music City Central Public Meeting Room at 400 Charlotte Ave., Nashville, TN.

La Organización Metropolitana de Planificación del Área de Nashville (MPO por sus siglas en inglés) es responsable de la planificación de transportación a largo plazo en los condados de Davidson, Rutherford, Sumner, Williamson, Wilson y porciones de los condados de Maury y Robertson. Previo a la implementación de proyectos de transportación de impacto regional, los mismos deben ser incluidos en el Plan regional de Transportación (RTP por sus siglas en inglés) del MPO, un plan a 25 años de proyectos de transportación para la región de Nashville. La Junta Ejecutiva del MPO desea obtener comentarios públicos con relación a dos proyectos que serán enmendados en el plan actual: 2035 RTP

Además, previo a que cualquier proyecto de mejoras de transportación se lleve a cabo, estos deben ser incluidos en el Programa de Mejoras de Transportación (TIP por sus siglas en inglés), un programa multi anual de mejoras de transportación financiadas con fondos estatales y federales. La Junta Ejecutiva del MPO desea obtener comentarios públicos en relación a las enmiendas propuestas al TIP para los años fiscales de 2011-2015.

Copias de las enmiendas propuestas al RTP y el TIP están disponibles para revisión y comentarios del público en todas las bibliotecas públicas de los 5 condados del área que cubre el MPO así como en las ciudades de Spring Hill y Springfield y en la página de Internet del MPO. Staff Analysis/ Recommendations for Proposed Amendments  February 1, 2012 

  Nashville Metropolitan Transit Authority (MTA) 

East‐West Connector 

 Description:  Implement Bus Rapid Transit (BRT) service for the corridor connecting Five Points in  East Nashville and Harding Town Center in West Nashville.   

 Cost:  $ 136,000,000 

 Requested change:  Add project to 2015 Horizon. 

Staff Analysis:  The project is currently in the plan’s unfunded Needs List.  The proposed scope of work  consists of designing, constructing and implementing Bus Rapid Transit (BRT) service and infrastructure to  include  exclusive  lanes.    BRT  service  will  be  provided  for  the  corridor  connecting  Five  Points  in  East  Nashville and Harding Town Center in West Nashville. An Alternative Analysis study required by FTA to  access potential federal funding has been completed and a Locally Preferred Alternative (LPA) for BRT has  been recommended and adopted by the MTA Board of Directors.  It is estimated that about half of the  funding for this project will come from federal grants such as FTA’s Small Starts program and the other  half from non‐federal/ local sources.   

Staff Recommendation:  Approve amendment as requested.

Fiscal Constraint 

The  proposed  East‐West  Connector  project  is  considered  revenue  neutral  for  the 

purpose  of  the  2035  Regional  Transportation  Plan.    It  is  expected  that  the  funding  for 

this project will come from several non‐federal/ local sources in addition to applications 

to competitive grants through the Federal Transit Administration.
