Harris County Sheriff’s Office Memorandum
MOBILE CRISIS OUTREACH TEAM
The Mobile Crisis Outreach Team (MCOT) is a valuable resource provided by the Harris Center for Mental Health and IDD(HCMHIDD) that is comprised of an interdisciplinary mobile team of health professionals who respond to all residents (adults or children) of Harris County who are willing to voluntarily accept MCOT services. MCOT services include those in which consumers are:
In a mental health crisis, but unable and/or initially unwilling to access services through a traditional psychiatric outpatient setting.
At risk for hospitalization without immediate intervention.
Not in acute crisis, but in need of outreach services to prevent further deterioration, and to ensure linkage to appropriate outpatient psychiatric services and community services.
Accordingly, MCOT responds to requests for assistance from family members and citizens.
MCOT is available to assist deputies on scenes involving individuals in mental health crisis.
Historically, MCOT has been underutilized by the Harris County Sheriff’s Office; thus, we are expressing a desire to strengthen the relationship with MCOT so that deputies can make appropriate and direct referrals in a timely manner.
As such, this Memorandum is being distributed to inform all HCSO personnel of the availability of MCOT and/or the assistance offered via the Sheriff’s Mental Health & Jail Diversion Bureau.
Attached to the Memorandum is a brochure providing a brief synopsis of the MCOT program, and the following is a description of the MCOT referral process:
When an deputy takes a consumer to the NeuroPsychiatric Center (NPC), Ben Taub General Hospital, or other appropriate medical facility utilizing an Emergency Detention Order (EDO) form, and the deputy is of the opinion that the consumer will have difficulty following up with long-term care after their hospitalization.
When a consumer does not meet the criteria for an EDO, but the deputy is of the opinion that the consumer needs some kind of psychiatric intervention to prevent an escalation of their mental health condition/issues.
When a consumer does not meet criteria for an EDO and they, the consumer, are asking for mental health assistance.
How to Make a MCOT Referral:
Anyone can contact the Harris Center Helpline (24/7) by calling 713-970-7000 or 1-866-970- 4770 select “Option 1” to make a referral via telephone.
Response Time:
MCOT responds to all referrals within 24 hours of receiving the referral.
Hours of Operation:
MCOT operations are provided from 7 a.m. to 10 p.m., Monday through Friday, with referrals taken by MCOT staff during regular office hours and after-hours by the Harris Center Helpline Staff.

Who Are We?
The Mobile Crisis Outreach Team (MCOT) is an interdisciplinary
mobile team comprised of Psychiatrists, Registered Nurses, Licensed Master’s Level Clinicians,
Bachelor Level Clinicians, and Psychiatric Technicians specializing in
crisis intervention.
MCOT provides services to Children & Adults who are experiencing a mental health crisis.

Monday through Friday 7:00am – 10:00pm
