INTRODUCTION
The Universidade de Santiago de Compostela (USC) registers in 2016 its best position in Academic Ranking of World Universities (ARWU). This ranking is elaborated by the Jiao Tong University of Shanghai since 2003. This position in the 301-400 range, and the fact that only nine Spanish universities are among the best 400 in the world, reflects the quality of its scientific production (publication in prestigious journals and high citation index) and its teaching activity.
thinking, that of analyzing university graduates as employees, deepens the study of the Everis Foundation that measures the evaluation that companies make of the knowledge and skills of the graduates they employ. With this criterion the USC achieves the highest score among Spanish universities in the field of Social Sciences and Humanities and is the fifth best in Spain in the Health and Welfare sector.
The mission of AVTE is to ensure that these internationally recognized research results have an impact on the economy and in the improvement of social welfare. Proof of its activity is the set of performance indicators showed in this AVTE 2016 Report.
The achievements of USC in this area were recognized in 2016 with the award of the
“Universidad Empresa Price”. The Spanish Network of Foundations University Enterprise (REDFUE) grants this prize to the “continuous effort in innovation and transference of a Spanish university”. In the presentation of this award, which I had the honor to gather on November 24 at the Ministry of Education, Culture and Sport, REDFUE president Eduardo Manrique said: “In the future, companies will need different workers and therefore it is necessary to identify the profile of the
“employee of the future”. In this same line of
This recognition of the quality of the preparation of our graduates in these two areas is an indicator of the coherence of the strategic bets of the USC for the future: the Campus de la Ciudadanía, Campus Vida and Campus Terra.
In this report AVTE 2016 a special section is dedicated to the unique results in the field of transfer and entrepreneurship that have been accumulating the centers and departments associated with the strategic project Campus Terra in the city of Lugo.
The measurement of knowledge transfer indicators, which is largely the purpose of this Report, in addition to a showcase in which to analyze the activity that the USC has in knowledge transfer and entrepreneurship, is a tool for the improvement of results and therefore to increase the social and economic impact of USC research, in a society needing of universities as an engine for economic and social change.

2016 REVIEW
The number of invention disclosures is one of the first indicators of the transfer process. It measures the amount of new knowledge with commercial value generated by the research groups of the USC. In 2016, the number of invention disclosures increases compared to previous years, breaking a worrying downward trend caused by the reduction in the public budget for R & D. The 55 invention disclosures of 2016 are the first good news of this year (42 in 2014 and 37 in 2015) and allow us to look to the future with optimism. We hope that the recovery of financial resources for Galician and national R & D calls, and the increasing number of USC researchers applying in international programs, can consolidate this trend.
A second important indicator is the number of priority patents filled by the USC. At this point we have to say that there is not a recovery yet: in 2016 only 14 priority applications were presented when the average of the last 3 years exceeded 20. It should be pointed out that not all processes of knowledge transfer and not all industrial sectors require of patent protection, and therefore this indicator should not be considered isolated. It is also worth mentioning that part of the 55 communications of invention were protected by the figure of
“intellectual property” (18 applications), which this year almost doubles the number of the last exercise (10 in 2015).
In the process of internationalization of the knowledge transfer, it is worth mentioning the extension to other territories of the patents generated in the USC. This indicator maintains the increasing tendency of the last years reaching the level of 45 international applications. Once again we emphasize that this high value is a reflection of the quality of science developed in the USC, which arouses interest beyond our borders.
Both the total number of transfer agreements with companies as well as licensing agreements experience this year a setback. The total goes from 47 in 2015 to 40 and the license indicator is 11 compared to 14 in 2015. Confidentiality agreements (23) are maintained in similar values, and material transfer agreements suffer a small decrease (5). A more detailed analysis
7
of this parameter reveals that the decrease is mainly due to the lower number of spin-offs (Technology Based Company or EBT) formed this year (from 6 to 1) and significantly lower the total number of agreements. However, the number of licenses with external companies increases from 7 in 2015 to 10 in 2016. License revenue exceeds € 100,000 in 2016 and slightly improves the result of the previous year (€
99,422).
The Transfer Accelerator, USC’s proof-of- concept program launched in 2012, undertook a fourth round of investments in 2016. This new round allowed for the activation of three new knowledge transfer projects that counted on funding both the program itself and the companies involved. The USC has been accumulated experience in detection and design of “proof of concept” projects and this experience allowed it to participate intensively in the first IGNICIA “call for proposals” launched by the Galician Innovation Agency (GAIN).
With 12 projects submitted, and 9 (75%) that overtake the first selection process, USC stands out as the university with the highest number of projects submitted to the new IGNICIA program.
Although the foundation of Technology- Based-Companies (EBT) remains a preferential transfer mechanism for USC, in 2016 only one new company was created (compared to 6 of 2015). The complex process of maturing business ideas, the rigorous elaboration of business plans (with the peculiarities of companies based on research results), and the administrative requirements imposed by the new legislation, make the process of creation new companies more difficult of the desirable.
In addition in 2016 there were no active projects (of the ACEINT type -2015-, or VT type -2013 and 14) of the POCTEP program and it was not possible to accelerate the process of setting up such companies.
In the positive part of the balance, referring to the impulse to the creation of new EBTs, we can highlight the awards received by initiatives promoted by the USC: after developing the business plan in the ARGOS program, GenDR was the winner of the category Model2Market
Universia of the Spin-2016 event held in Santiago, and was also awarded as the best business idea by the magazine
“Emprendedores”.
Relating to growth phase, USC’s EBTs continue to stand out in 2016 for a significant funding uptake of € 936,000 this year.
And it is also important to highlight the social impact of EBTs both through job creation, which reaches a figure of 262 jobs, and in cumulative turnover that exceeds € 25 million1.
ARGOS program, in collaboration with Uninova, continues running in USC and in 2016 reaches its fourth edition. On this occasion 8 teams have developed 6 business plans based on research results (Argos-Spin) and 2 more based on ideas provided by the participants themselves (Argos- Enxeño).
Finally, in October 2016, the new “Regulation for the protection, exploitation and participation of research results generated at the University of Santiago de Compostela” was approved at the Governing Council of USC. This Policy Statement integrates all legislation that has emerged since the adoption of the first “Patent Regulation” of 1989 with which the USC was a pioneer among Spanish universities in the establishment of policies and procedures for the management of industrial property. This new regulation integrates all the experience in technology transfer of the USC in these 25 years and incorporates innovative aspects of the practices in management of intelectual property in leading universities among the world. Certainly all these changes will contribute to a greater success in the process of bringing the knowledge generated in the USC for the service of the Society.

IDENTIFICATION OF COMMERCIALIZABLE RESULTS
The transference process begins with the identification of a research result with commercial
potential. The AVTE, in collaboration with the research group, analyzes and evaluates its
commercial impact. It is also analyzed the necessity, possibility and opportunity of applying
for a patent or another IP figure that allows the protection of such knowledge.

CAMPUS TERRA:
SUSTAINABLE GROWTH
The Centre for Innovation and Technology Transfer office (CITT) was born in 1993 adapted to the research and knowledge transfer peculiarities of the Lugo Campus Two years later the first agreement to finance the CITT was signed between Caixa Rural Galega, Deputación Provincial de Lugo and the Entrepreneur Confederation of Lugo (CEL), a clear commitment to transference from the social environment.
In 2015, the “Campus Terra” was launched with a 2015-2016 action plan. Among other objectives, the project pursues the support to research carried out at the Universidade de Santiago de Compostela around the thematic of land, its management and its products, and taking into account the economic, social and environmental perspective. The efforts of the KNOWLEDGE TRANSFER AND ENTREPRENEURSHIP OFFICE (AVTE), based on these objectives and priorities have already resulted in significant achievements in the field of transfer and entrepreneurship.
PROTECTING OUR KNOWLEDGE
The first patent for the Lugo Campus dates back to 1993, when Professor Pereira Espinel, based on his studies on the production of capons in the Vilalba region, designed a surgical instrument to reduce the mortality of poultry produced by castration.
From 1993 until 2016, the research groups associated to Campus Terra have requested 54 patents. The increase in the number of
applications from the year 2000 is an indicator of a greater research orientation towards problem solving at sectoral level, rising from 1 patent / year in 2000 on average to more than 3 patents per year after this date.
SUCCESS STORIES IN UNIVERSITY-ENTERPRISE TRANSFER
Researchers from the areas of Plant Production and Design Projects on the recovery of poultry manure have given rise to the design of new organic fertilizers for organic farming. In the year 2000 Galician SME Aviporto introduced these products in the market, currently selling more than 2,500 tons per year.
The CZ Veterinaria Company has been selling worldwide the most used porcine vaccine for more than 10 years. This vaccine was developed in the Reference Laboratory of Escherichia coli (LREC) of the Campus Terra, led by Professor Jorge Blanco Álvarez, and has generated USC accumulated revenues of 480,000 euros.
15
CZ Veterinaria together with Boehringer-Ingelheim started marketing a new vaccine to immunized piglets of diseases such as colibacylosis, edema disease or necrotic enteritis.
The vaccine was developed at the LREC and registered in 20 European countries.
A kit for the diagnosis of mastitis developed by the research group in Animal Health of Galicia (INVESAGA) of the USC in collaboration with the company EXOPOL S.L.U. and the Galician
Interprofessional Laboratory of Milk Analysis (LIGAL) began its commercialization.
In 2016 it was granted a patent of low temperatures drying system of slaughterhouse blood.
The patent came from the research group headed by José Manuel Magide (Engines and Machines Area). The resulting product has application in industries as diverse as animal feed, fertilisation and cosmetic formulation.

The success of research-based companies largely depends of a protected innovative knowledge to provide sustainable competitive advantages. It is also essential to work in the business plan and to analyze potential market. One critical matter is to incorporate into the team people with business management and development skills. Another key factor is to achieve a minimum financing to ensure the survival of the company in its start- up phase.

2006-2016 TEN YEARS OF “ WOMAN EMPRENDE”
DISSEMINATION OF INNOVATIA 8.3 MODEL
Woman Emprende is an University programme addressed to entrepreneur women which began its activities in the academic year 2006-2007, in order to incorporate gender perspective in the processes of university companies creation.
This approach came up with the aim to give an answer to the social and sociological reality of the Universidade de Santiago de Compostela.
The main task of “Woman Emprende” on these 10 years has been providing support for women in the process of creating companies at the university level, and achieving a participation of women in line with their presence percentage at the University.
The programme “Woman Emprende” is trying to reverse a situation of the University population in Compostela, in which the number of women is about 70%, while only 30% of university entrepreneurs are women.
Mentoring programme offering university entrepreneur women, mainly those in the technological and innovative areas, support from emblematic women in different business areas. In 2016, a network of 19 mentors was created.
In this 10 years path, we must stress the elaboration of a methodology aiming to know, analyze and study why a “gender entrepreneurship imbalance” occurs at the universities, at the same time than a series of actions to correct these results were been developed. This work was endorsed and financed by the Institute for Women and Equal Opportunities, which agreed with the University of Santiago the creation of the programme INNOVATIA 8.3
“Woman Emprende” is not only a programme to boost university woman entrepreneurship, but also a platform for analysing, reflecting and debating, in which the best solutions to rectify the numbers of the “gender entrepreneurship imbalance” are studied and investigated.
Woman Emprende Programme analyses in a transversal manner all advice cycles related to creating technology based companies from a gender.
