También se habla el guaraní en regiones de Argentina, de Brasil y de Bolivia. Pero el Paraguay es el único país en todo Latinoamérica en el que una lengua indígena existe como lengua nacional. Y eso a pesar de que la mayoría de la población no es indígena. Desde el año 1992 el guaraní es la segunda lengua oficial del Paraguay. La Constitución del año 1992 dice: “El Paraguay es un país pluricultural y bilingüe. Son idiomas oficiales el español y el guaraní. La ley establecerá las modalidades de utilización de uno y otro. Las lenguas indígenas, así como las de otras minorías, forman parte del patrimonio cultural de la Nación.” La
Constitución de 1992, por tanto, es un símbolo del progreso del guaraní porque le concede el estatus de una lengua nacional y oficial como al español. Esa equiparación afecta también a otros sectores como los medios informativos, la educación y la justicia. Antes de 1992 el gobierno ya reconoció el bilingüismo en el
Paraguay pero en la Constitución Nacional de 1967 no reconoció el guaraní como lengua oficial sino como un parte del folclore paraguayo: “Los idiomas nacionales de la República son el español y el guaraní. Será de uso oficial el español. […] El Estado fomentará la cultura en todas sus manifestaciones. Protegerá la lengua guaraní y promoverá su enseñanza y perfeccionamiento.” Es evidente que la nueva Constitución Nacional en comparación con la de 1967 significa un progreso para el estatus del guaraní pero llevar a cabo este proyecto es otra cosa y parece problemático.
