CONVOCATORIA V EDICIÓN FESTIVAL INTERNACIONAL DE  CORTOMETRAJES DE MEDELLÍN ­ FICME 

La quinta versión del Festival Internacional de Cortometrajes de Medellín es un        evento de la Biblioteca EPM, Programa de la Fundación EPM en alianza con el        Centro Audiovisual Medellín ­ CAM, que este año tiene el objetivo de fortalecer la        industria y contribuir a una mejor calidad de las obras de los directores nacionales.  El FICME se convierte este año en una iniciativa de alcance internacional, al permitir        la participación de realizadores de otras nacionalidades, y ofrecer una óptica distinta        a un público más amplio, alimentando a los nuevos creadores con otro tipo de        experiencias e historias. 

El FICME en su V edición invita a directores y productores de todas las partes del        mundo (profesionales y aficionados) a inscribir sus cortometrajes a las diferentes        categorías del evento.    1. CRONOGRAMA GENERAL  ● Apertura de convocatoria: Lunes 18 de julio de 2016  ● Cierre de convocatoria: Domingo 18 de septiembre de 2016  ● Publicación de obras seleccionadas: Lunes 3 de octubre de 2016    2. INFORMACIÓN GENERAL 

Si usted desea participar en esta convocatoria, debe leer primero los Términos y        Condiciones del sitio web y las bases de esta convocatoria según la sección elegida        y seguir las instrucciones que aquí se indican. Tenga en cuenta que al inscribir y        enviar su obra está aceptando las condiciones de participación. 

3.  PREGUNTAS FRECUENTES 

● ¿Dónde se llevará a cabo el FICME? Se llevará a cabo del 2 al 6 de                  noviembre en Medellín (Colombia). 

● ¿Quiénes pueden participar en el FICME? Pueden participar todas                  las personas naturales o personas jurídicas, nacionales o extranjeras,       

que sean creadores de proyectos en las categorías que se determinan        en esta convocatoria. 

● ¿Se puede participar en el FICME con varias obras?                 _{​Una misma}    persona o entidad puede inscribir las obras que considere, quedando        bajo la decisión del jurado cuántas y cuáles se seleccionarán. 

● ¿Quién seleccionará las obras participantes?          _{​Se realizará un}      primer filtro de todo el material inscrito a la convocatoria en el cual, un        Comité de Preselección conformado por personal del festival,        seleccionará las obras participantes. 

● ¿Quién seleccionará las obras ganadoras? Se conformará un grupo              de jurados para cada categoría, compuesto cada uno por tres        personas de la industria y de las empresas o entidades        patrocinadoras. Estos grupos elegirán las obras ganadoras. 

● ¿Cuándo se informará cuáles trabajos han sido escogidos para                  participar en el FICME? La publicación de las obras seleccionadas en            competencia, se realizará el día lunes 3 de octubre de 2016, por los        medios que el FICME estime convenientes y publicados en el sitio        Web oficial y en redes sociales .Todas las obras que hayan sido        seleccionados podrán ser promocionadas a discreción de FICME.   

4. SECCIONES 

La competencia se encuentra dirigida a cortometrajes con realización posterior al        año 2014. El ganador de cada categoría recibirá el Trofeo FICME. El festival        gestionará estímulos para cada categoría representados en dinero en efectivo o en        productos y/o servicios, de acuerdo a la capacidad de los patrocinadores. 

Los premios se entregarán exclusivamente al representante de cada película. Las        obras seleccionadas serán anunciadas el día lunes 3 de octubre de 2016, a través        de la página web oficial y redes sociales del festival. El comité seleccionador se        reserva el derecho de seleccionar alguna obra y en cualquier caso la decisión del        jurado será inapelable. Toda la información de las películas que hagan parte de la        selección oficial será publicada en el catálogo del FICME. 

● MEJOR CORTO DE FICCIÓN 

Dirigida a obras audiovisuales de ficción, de producción nacional o        internacional, en español o en otro idioma doblado o subtitulado al        español, de máximo veinte (20) minutos (créditos incluidos) y con        fecha de realización posterior al año 2014. 

● MEJOR CORTO DOCUMENTAL 

Dirigida a obras audiovisuales documentales, de producción nacional o        internacional, en español o en otro idioma doblado o subtitulado al        español, de máximo veinticinco (25) minutos (créditos incluidos) y con        fecha de realización posterior al año 2014.  

● MEJOR CORTO ANIMADO 

Dirigida a obras audiovisuales de animación 2D, 3D, stop motion y        realidad aumentada, de producción nacional o internacional, en        español o en otro idioma doblado o subtitulado al español, de máximo        veinte (20) minutos (créditos incluidos) y con fecha de realización        posterior al año 2014. 

● CATEGORÍA NACIONAL 

Dirigida a obras audiovisuales de ficción o documentales de        producción nacional, en español o en otro idioma doblado o subtitulado        al español, de máximo veinte (20) minutos (créditos incluidos) y con        fecha de realización posterior al año 2014. En esta categoría se        premiará una mirada sobresaliente que resalte una o varias áreas de        especialización de la Biblioteca EPM: tecnología, ciencia, industria y        medio ambiente. 

● MEJOR FILMINUTO (Patrocinado por una empresa de tecnología)  Dirigida a obras audiovisuales de ficción o documentales, de        producción nacional o internacional, realizadas con un teléfono celular,        en español o en otro idioma doblado o subtitulado al español, de        máximo dos (2) minutos (créditos incluidos) y con fecha de realización        posterior al año 2014. En esta categoría se premiará una perspectiva        sobresaliente ante la tecnología. 

5. PREMIOS 

FICME entregará como estímulo premios en efectivo y/o servicios de sus        patrocinadores a los directores de los cortometrajes, que serán distribuidos entre los        ganadores de la competencia así:  ● MEJOR FICCIÓN  Trofeo FICME y tres millones de pesos M.L. ($3.000.000) en efectivo.  ● MEJOR DOCUMENTAL  Trofeo FICME y tres millones de pesos M.L. ($3.000.000) en efectivo.  ● MEJOR ANIMACIÓN  Trofeo FICME y tres millones de pesos M.L. ($3.000.000) en efectivo.  ● CATEGORÍA NACIONAL  Trofeo FICME y tres millones de pesos M.L. ($3.000.000) en efectivo.  ● MEJOR FILMINUTO (Patrocinado por empresa de tecnología por               

definir).

6.  PARTICIPACIÓN 

El envío de las obras se realizará únicamente en línea, registrándose en la        plataforma de Clickforfestivals (      _​www.clickforfestivals.com_​). Los participantes      internacionales pagarán entre 1€ y 3€ por la inscripción y envío de su obra        audiovisual y de toda la documentación requerida por el festival para la        competencia, estos pagos corresponden a la tasa de servicio de Click for festivals,        por lo tanto no constituyen un ingreso para ninguno de los organizadores. Los        participantes de nacionalidad colombiana podrán hacerlo gratuitamente. La copia        subida a la plataforma por el participante debe estar en calidad de proyección, de lo        contrario estará inhabilitada para participar. 

7.  INHABILIDADES E INCOMPATIBILIDADES  No pueden participar en el Festival: 

● Quienes desempeñen funciones en los niveles directivo, asesor o ejecutivo        de EPM, la Fundación EPM, el Centro Audiovisual Medellín u otra        organización aliada al Festival. 

● Las personas que tengan parentesco, hasta el segundo grado de        consanguinidad o segundo de afinidad, con los empleados de EPM, la        Fundación EPM o el Centro Audiovisual Medellín. 

● Los contratistas que laboren para la Fundación EPM o el Centro Audiovisual        Medellín. 

● Quienes oficien las veces de jurados del Festival Internacional de        Cortometrajes de Medellín. 

8.  DISPOSICIONES ADICIONALES   

Al participar en la convocatoria del Festival Internacional de Cortometrajes de        Medellín, el Participante que remita su trabajo mediante esta inscripción online,        manifiesta libre y voluntariamente que: I) Ha leído y entendido las bases        determinadas en la convocatoria de FICME y declara que acepta y se somete a        todas y cada una de las estipulaciones de la misma, en los mismos términos allí        expresados; II) Autoriza a FICME a fotografiar, promocionar, grabar y reproducir de        cualquier manera sus apariciones como PARTICIPANTE y en El Festival, así como        en cualquier muestra de fines culturales y/o académicos en los cuales FICME tenga        presencia en cualquier plataforma desarrollada y por desarrollarse; III) Toda        declaración que haga en el marco de la participación en El Festival será verídica y        no violará ni usurpará los derechos de terceros; IV) Reconoce que los términos de        esta declaración constituyen obligaciones válidas entre las partes. Igualmente, con        la inscripción, renuncia a cualquier estipulación contenida en cualquier otro        documento que pueda menoscabar o impedir el ejercicio de las obligaciones        adquiridas por medio de la convocatoria y este documento; V) Acepta y conoce que        El Festival Internacional de Cortometrajes de Medellín es un evento con fines        académicos y culturales, razón por la cual renuncia expresamente a demandar,        exigir, solicitar, reclamar de cualquier forma directa o indirecta, cualquier tipo de        erogación, pago, compensación y/o remuneración por su participación dentro del        Festival, distintas de las que puedan surgir como consecuencia de la premiación        que para tales efectos sea determinada por FICME, atendiendo a las condiciones        que potestativamente los organizadores del Festival determinen, para estos efectos;        VI) Acepta, conoce y manifiesta que en caso de participar en el Festival        Internacional de Cortometrajes de Medellín, ni FICME, ni sus patrocinadores,        estarán obligados a efectuar erogaciones económicas de ninguna índole por la        presentación de proyectos, por la divulgación que los mismos tengan durante el        Festival o fuera de éste, atendiendo a los fines de la Fundación; VII) El participante        del FICME deberá tener la cualidad de Director o Productor del proyecto para        realizar la inscripción y por tanto, manifiesta que es responsable por el contenido de        cada uno de los materiales enviados al FICME, por lo que exonera de cualquier        responsabilidad al Festival Internacional de Cortometrajes de Medellín al respecto;        VIII) El Participante con la inscripción online declara que ha cumplido con las

OPEN CALL FOR THE FIFTH INTERNATIONAL MEDELLÍN SHORT FILM  FESTIVAL­ FICME 

The fifth version of the International Medellin Short Film Festival is organized by        Fundación EPM and Centro Audiovisual Medellín. Centro Audiovisual Medellín ­        CAM. This year, the festival aims to strengthen the film industry and to contribute to        a better quality in the works of national directors. 

This year, FICME will become an initiative of international scope by allowing the        participation of filmmakers from other countries, offering a different perspective to a        wider audience, feeding the new creators with other experiences and stories.    1. GENERAL SCHEDULE  ● Submissions open: Monday, July 18th, 2016  ● Entry Deadline: Sunday, September 18th, 2016  ● Publishing of selected works: Monday, October 3rd, 2016    2. GENERAL INFORMATION 

If you wish to participate in this call, you must first read the Terms and Conditions at        the website and the rules of this call, have in mind the section that you want to apply        for, and have special attention to the rules of that specific section. Note that when        you register and submit your work, you are accepting the conditions of participation.   

3.  FREQUENTLY ASKED QUESTIONS 

● ¿When does FICME take place? FICME will take place between the              2nd and the 6th of November in Medellin (Colombia). 

● ¿Who can participate in FICME? All individuals or corporations,              domestic or foreign, who are creators of projects in the categories that        are determined in this competition. 

● ¿Can I submit several works to FICME?               _{​A person or corporation}      may submit as many works as desired, being under the decision of the        jury how many and which ones will be selected. 

● ¿How will the participating works be selected?               _{​All material received}    in the calling will have a first filter in which a Pre­Selection Committee,        consisting of festival staff, that will select the participating works. 

● ¿How will the winning works be selected? Each category will have a                  Jury, each one composed of three people from the film industry and        sponsoring companies. These groups will choose the winning entries.  ● ¿When will you inform which works have been chosen to                   

participate in the FICME?       _{​The works selected for competition will be}        published on Monday, October 3rd 2016, in the means we deem        appropriate, the FICME official website and social networks. All works        selected may be promoted at the discretion of FICME. 

4. CATEGORIES 

The competition is directed to short films shot from 2014. The winner of each        category will receive the FICME Trophy. FICME will award each category in cash or        products/services. 

Prizes will be awarded exclusively to the representative of each film. The selected        works will be announced on Monday, October 3, 2016, through the official website        and social networks. The selection committee reserves the right to select any work        and in any case the jury's decision is final. All information of movies that are part of        the official selection will be published in the FICME catalog. 

● BEST FICTION SHORT FILM 

Directed to fiction audiovisual works, of national or international        production, in Spanish or dubbed / subtitled in Spanish, with a        maximum duration of twenty (20) minutes (including credits) and        subsequent completion date to 2014 

● BEST DOCUMENTARY SHORT FILM 

Directed to documentary audiovisual works, of national or international        production, in Spanish or dubbed / subtitled in Spanish, with a       

maximum duration of twenty­five (25) minutes (including credits) and        subsequent completion date to 2014. 

● BEST ANIMATED SHORT 

Directed to 2D, 3D, stop motion or augmented reality animated        audiovisual works, of national or international production, in Spanish or        dubbed / subtitled into Spanish, with a maximum duration of twenty        (20) minutes (credits included) and subsequent completion date to        2014. 

● NATIONAL CATEGORY 

Directed to audiovisual works of fiction or documentaries of domestic        production, in Spanish or dubbed / subtitled into Spanish, with a        maximum duration of twenty (20) minutes (credits included) and        subsequent completion date to 2014. This category will reward an        outstanding look highlighting one or more specialization areas of the        EPM Library: technology, science, industry and environment. 

● BEST ONE­MINUTE FILM (Sponsored by a technology company)  Directed to audiovisual fiction or documentary works, of national or        international production, made with a cell phone, in Spanish or dubbed        / subtitled into Spanish, with a maximum duration of two (2) minutes        (credits included) and subsequent completion date to 2014. In this        category, an outstanding outlook on technology will be awarded 

5. AWARDS AND PRIZES 

FICME will deliver cash prizes and / or services provided by its sponsors as an        incentive to the short film directors, which will be distributed among the winners of        the competition as follows: 

● BEST FICTION 

cash or its subsequent equivalent in US dollars (according to exchange        rate during the festival) 

● BEST DOCUMENTARY 

FICME trophy and three million Colombian pesos (COP $ 3,000,000) in        cash or its subsequent equivalent in US dollars (according to exchange        rate during the festival) 

● BEST ANIMATION 

FICME trophy and three million Colombian pesos (COP $ 3,000,000) in        cash or its subsequent equivalent in US dollars (according to exchange        rate during the festival) 

● NATIONAL CATEGORY 

FICME trophy and three million Colombian pesos (COP $ 3,000,000) in        cash or its subsequent equivalent in US dollars (according to exchange        rate during the festival) 

● BEST Filminuto ( Sponsored by technology company defined) .  FICME trophy and prize donated by the technology company (to be        defined) 

6.  PARTICIPATION 

Film submitting will only be made online, by registration on the Clickforfestivals        platform (www.clickforfestivals.com). The international participant will pay between        1€ and 3€ for the registration and delivery of their audiovisual work and all        documentation required by the festival for the competition, those payments are a        service fee charged by Click for Festivals, organizers do not obtain an income from        those fees. Participants of Colombian nationality may do so free of charge. The        uploaded copy in the platform by the participant must be in projection quality,        otherwise will be unavailable to participate.      7.  INELIGIBILITY AND INCOMPATIBILITY    The following can not participate in the Festival: 

● Those serving on the directive, advisor or executive level of the companies        EPM, EPM Foundation, CAM or other organization allied to the Festival.  ● People who have kinship to the second degree of consanguinity or second       

degree of affinity, with employees of EPM, EPM Foundation and the CAM.  ● Contractors who work for EPM or CAM  ● Those who officiate during the time of FICME as jury.    8.  LEGAL DISPOSITIONS   

By participating in the call of the International Short Film Festival of Medellin, the        Participant to submit their work through this online registration, manifest freely and        voluntarily that: I) have read and understood the rules determined in the call for        FICME and declares that accepts and subjected to each and every one of the        provisions thereof, on the same terms expressed therein; II) Authorizes FICME to        photograph, promote, record and playback in any way his appearances as a        participant in the Festival, as well as any sign of cultural purposes and / or        academics in which FICME have a presence on any platform developed and to be        developed; III) Any declaration made in the context of participation in the Festival will        be truthful and not violate or usurp the rights of others; IV) recognizes that the terms        of this statement are valid obligations between the parties. Similarly, with the        inscription, waive any provision contained in any other document which may impair        or impede the exercise of the obligations acquired through the call and this        document; V) accepts and knows that The International Short Film Festival of        Medellin is an event with academic and cultural purposes, this is why, expressly        disclaims demand, request, claim any directly or indirectly, any kind of outlay,        payment, compensation and / or compensation for their participation in the Festival,        other than those that may arise as a result of the award for such purposes is        determined by FICME, meeting the conditions that subsequently the Festival        organizers determined for these purposes; VI) accepts, knows and says that if        participate in the International Short Film Festival of Medellin, nor FICME, nor its        sponsors, will be required to make financial disbursements of any kind for the        presentation of projects by the disclosure that they have during the Festival or        outside, serving the purposes of the Foundation; VII) The participant in FICME must        have the quality of director and/or producer of the project for registration and        therefore states that it is responsible for the content of each of the materials sent to        FICME, so exonerated of any responsibility Festival International Short Film Medellin        regard; VIII) The Participant with the online registration states that it has complied        with the intellectual property provisions to the effect that the law requires and        determined. Therefore it states that Participant understands and acknowledges that        unauthorized use of third party works protected by copyright is illegal and is        prohibited by current regulations; IX) The Participant with the inscription declares        that he has chosen freely and voluntarily participate in the International Short Film
