The Consultancy Board of the College of Maritime Transport &

Technology held its 5th Annual Meeting at 10:30 am on Wednesday 27th October, 2021 at the meeting room no. (224), on the second floor of Building (B) of the College of Maritime Transport & Technology in Abou Kir. Dr.

Capt. Mohamed Saleh Abd-Elsalam Dawood, Vice- President for Maritime Affairs chaired the meeting on behalf of His Excellency Prof. Ismail Abdel Ghafar Ismail Farag, President of the Arab Academy for Science, Technology

& Maritime Transport.

Meeting Agenda:

1. A proposal for a specialized course for (new) Engineering and Marine Superintendents due to the need of shipping companies for this job.

2. A proposal to study the importance of the time period and the economic dimension during the repair periods in the basins for the auxiliary marine units.

3. A proposal to add a Class & Statutory Survey in the Department of Marine Engineering Technology, which includes all the work of the supervisory bodies as well as Intelligent Technologies in cooperation with the French Supervisory Authority (BV).

4. A proposal to add a study track that qualifies the graduate to work as a port engineer - port officer - port manager, especially for the ports of Iraq.

5. A proposal for a specialized course in occupational safety and health for the industrial field in general, as well as a course for contract management and contract review (technically and legally) for graduates after obtaining a bachelor's degree.

6. A proposal to prepare a course on shipowners' rights and marine insurance claims.

7. Off-shore Software's Training courses proposal.

The first session of the meeting of Consultancy Board of the College of Maritime Transport & Technology was held at the meeting room no. (224), on the second floor of Building (B) of the College of Maritime Transport &

Technology in Abou Kir. The meeting started at 10:30 am.

On behalf of the Dean of the College of Maritime Transport and Technology, Dr. Badr El-Din Mohamed Badr El-Din - Dean of Scientific Research for Maritime Affairs, welcomed the members of the Consultancy Board, acknowledged their efforts and effective participation in supporting the various activities of the college. He also welcomed the new members and expressed sincere appreciation for the keenness of all members to attend the annual board meeting despite their busy schedules and the trouble and hardship of travel under current circumstances of the pandemic.

Dr. Badr El-Din Mohamed Badr El-Din - Dean of Scientific Research for Maritime Affairs, highlighted the strategic objectives of the College of

Maritime Transport and Technology and presented the achievements of the college from October 2019 to October 2021. The presentation included the following:

- Cooperation protocols - Technical Consultation - Postgraduate Studies - Training Courses - Field training

The Second Topic: Speech by Dr. Elsenousy Balbaa Vice-President for African and Asian Affairs. His Excellency welcomed the distinguished members of the Consultancy Board, and thanked the members of the Board for their efforts to support the College of Maritime Transport and Technology through recommendations related to the educational and training process that would raise the level of the college graduates.

The Third Topic: The achievements of the maritime sector from October 2019 to October 2021 by Dr. Capt. Mohamed Saleh Abd-Elsalam Dawood, Vice-President for Maritime Affairs. On behalf of H.E. Prof.

Ismail Abdel Ghafar Ismail Farag, President of the Arab Academy for Science and Technology and Maritime Transport, Dr. Capt. Mohamed Saleh Abd- Elsalam Dawood, Vice-President for Maritime Affairs presented the welcome speech of AASTMT President and then demonstrated the achievements of the maritime sector in the period from October 2019 to October 2021. He also highlighted the opening of the new academy branches, in the city of Khorfakkan, Sharjah - in the United Arab Emirates, as well as in El Alamein the branch in Egypt. The Vice President of the Academy for Maritime Affairs also summarized the recommendations and proposals for implementing the previous Consultancy Board meeting (4th Annual Meeting- 2019) to inform the distinguished new members of board.

The Second Session of the Consultancy Board meeting was held at the Four Seasons Hotel, where the board members were invited to attend the special session on the implementation of the concept of the human element in maritime affairs and to apply the concept of (GMP/Success Story) within the activities of the International Association of Maritime Universities (IAMU- AGA21) under the auspices of the Arab Academy for Science, Technology and Maritime Transport.

Prof. Dr. Ismail Abdel Ghaffar Ismail - President of the Arab Academy for Science and Technology welcomed the distinguished members of the Consultancy Board and asserted his keenness on the presence of the Consultancy Board Meeting to serve the maritime field and serve students in the Arab world. His Excellency highlighted the recent developments relevant to the educational field with a focus on “artificial intelligence” pinpointing the pioneering role played by the academy in this field.

His Excellency also emphasized the importance of the “Blue Economy” and the significance of “Automation K Lock of Container”. He also stressed the importance of holding studies on “Cyber Security” because of its impact on all fields, including the maritime domain.

The Consultancy Board meeting was then resumed discussing the following topics:

Topic (1): the recommendations of the previous Board meeting (4th Annual Meeting), to prepare a diploma/ a specialized course for engineering and marine inspectors for the companies’ need for this position in the Marine Engineering Technology Department. Capt. Mohamed Yakout Ghoneim, Fleet Manager at Maridive asserted the importance of the course for Masters and Chief Marine Engineers who have joined as inspectors (marine/engineering). He also offered his assistance in the preparation of the course in accordance with the standards of international academies as he has

recently attended a similar six-months course. The Board members agreed that a six months course would be too long and recommended a further study of the topic to shorten its duration in accordance with the vision of the members of the Board and the relevant companies.

Eng. Mohamed Farid Rehab, Senior Expert and Director of Maritime Works for Egypt and North Africa (LR), stressed the need to seek representatives of shipyards in the Consultancy Board. Dr. Badr confirmed that a representative from the Port Said Shipyard Company of the Suez Canal Authority represented by Eng. Ahmed El-Barbary, Director of the Design Department - Port Said Shipyard - Suez Canal Authority had already joined the Board. In addition, two other representatives of (HEISCO) Shipyards; Eng. Salem Abdel Hadi Marafi, Executive Vice President - Shipyard Operations and Ship Repair (HEISCO), as well as Eng. Hamad Rashid Al-Drees - Business Development Manager Heavy Engineering Industries and Shipbuilding Company (HEISCO).

Eng. Mohamed Farid Rehab - Senior Expert and Director of Marine Works for Egypt and North Africa (LR) highlighted the importance of having metal technology laboratories serving the tests that take place on ship building materials, especially in the new construction industries. Attached is a statement of the physical and chemical analysis laboratory equipment, especially environmental analyzes, available in the maritime sector at the Arab Academy for Science, Technology and Maritime Transport.

Eng. Aziz Hashem Al-Obaidi, Advisor to the Iraqi Minister of Transport, emphasized the necessity of holding courses in “Marine Pilotage” to avoid the problems that occur in this regard, especially as there are some Arab ports that are still managed by unqualified personnel, which may cause some accidents.

The Vice Dean for Training and Community Service replied that specialized courses have already been held in this regard in partnership with the officials of the Suez Canal. A Diploma in Marine Pilotage has been conducted through the College of Maritime Transport and Technology for two years to Masters in the State of Kuwait.

Eng. Aziz Hashem Al-Obaidi, Advisor to the Iraqi Minister of Transport, also pinpointed the importance of having port engineers who are familiar with the equipment used inside the port for handling goods. This proposal was recommended for discussion by the College Board for further examination.

Engineer/ Badr Al-Otaibi - Director of the Fleet Building Projects Group and the Marine Agency Branch - Kuwait Oil Tankers Company stated that due to the current circumstances of the Corona pandemic (Covid-19), the crews of Kuwaiti oil companies have been subject to replacement by a large number of crew who spent longer periods on the ships than the agreed upon in contracts.

Accordingly, a large number of academy graduates were hired to replace crew members on ships, and despite his confidence in the academy’s efforts as an educational institution to provide its graduates with all scientific and practical capabilities, he expressed his dissatisfaction, as one of the graduates of the esteemed AASTMT, about the level of new entrants to the market. Therefore, he suggested that the wise management of the Academy would support the graduates so that they are qualified to join the major international maritime companies, and not only the Kuwait Oil Company, maintaining status of AASTMT.

ABB representative recommended that there should be special courses, and that they should be elective courses on the management process, as they represent support for the operational process and to ensure raising the efficiency of equipment.

Eng. Karim Zagloul - Director of Training and Executive Programs Sector (ABB) explained that the company has the experience and ability to support the maritime field in aspects related to security (Cyber Security) and is ready to provide all support to the maritime authorities to participate in the consultancy board and also hold seminars for the faculty members who are interested in this field as well as introducing students to the developments and the importance of this specialization.

Engineer Nasser Ragab - Regional Director of Maritime Works in Egypt and Saudi Arabia - the French Supervisory and Classification Authority (Bureau Veritas- BV) stated that as a representative of the French Supervisory Authority, there is a need to provide knowledge regarding latest updates on the ship as well as updates issued by international organizations, international bodies and the flag state to the graduates of the Academy, captains and engineers. Accordingly, it was proposed to hold a seminar for faculty members and students in this regard.

Eng. Gaber El-Sayed Fattah - General Manager Maadeya Shipyard General Administration, Petrojet expressed the interest in the concept of Risk Management and Risk Assessment during construction operations and shipyard equipment.

Eng. Abdul Latif Al-Azmi - Director of the Marine Personnel Group in the fleet - Kuwait Oil Tankers Company (KOTC) spoke regarding the renewal of Certificates of Competency (COC). He stated that it took a long time for the commercial ships crews to complete the procedures for the renewal of the Maritime Passport. Hence, he requested the officials of the Academy to review such procedures to serve the marine crews. The issue is to be further discussed with the Vice President of the Academy for Maritime Affairs to resolve this complaint.

The visit of the honorable members of the Board to the Alexandria Port Authority on Thursday 28/10/2021

A delegation from the Consultancy Board visited the Port of Alexandria, and during this visit the following places were visited

1- Watchtower

2- Port operations control room 3- Port maintenance workshop

The members of the Consultancy Board were briefed on the developments taking place inside the port and they expressed their happiness with the development that has taken place on the ground and in a way that serves the maritime transport system.

The meeting ended at 13:30 on Thursday 28/10/2021.
