It is the oldest and probably one of the most successful R&I programs ever launched by the Commission. This is necessary to navigate the complexity of today's world and of the Eurosphere that the Commission has created.

In the specific case of the SPIRE PPP, we were in a position to do so. Note that most of the projects (8 calls) have an explicit SPIRE label, meaning they are issued by the NMBP team of DG RTD6, while others come from DG-RTD Energy (EE-Energy Efficiency, 2 calls and LCE-Low Carbon Energy, 2 calls) or Environment (WASTE, 1 call) teams.

My point was related to the specific features of the RFCS programme, which in principle covers the entire research area of ​​coal and steel. There is no urgency or need to change the operating rules for the RFCS program and the TGs.

High-TRLs projects

All the projects originally submitted were removed by the Member States and practically also by the industries they acted on behalf of before the Commission could allocate the funds. The Commission's response to the lack of continuity in support is not entirely satisfactory either. Issues of conflicts of interest are indeed raised and given absolute priority.

We absolutely need refined answers and perhaps we should work with the Commission to formulate them.

ESTEP’s organization and its evolution

The European Commission participates, providing the working groups with information about EU programs (ie FP7) and new EC initiatives. The last changes to the organization and individual nominations were approved during the last Steering Committee in March 2013. The participation of ESTEP members in the life of the organization is shown in Figure 20 and below.

Compared to the other categories of members, the steel membership provides the largest cohort of participants in committees and working groups (Figure 22), which is not surprising, while the other stakeholders are satisfactorily represented in terms of the number of organizations (Figure 21).

Activities of ESTEP management groups

Steering Committee

Update on the restructuring within DG Research and Innovation where Innovation and European Research Area (ERA) have merged and Peter Droll is the new acting director. In the Innovation Policy Unit, Kirsti Haavisto is acting head and Chris North is the ETP overall coordinator. WG7 achieved the objectives of the group on the definition of the methodology and energy templates, the completion of the database for the 10 targeted plants, the analysis of the results and remaining progress steps for the targeted plants and recommendations for further energy saving areas.

For further action at European level on energy in the steel industry (energy assessment, voluntary agreements, etc.) the WG strongly recommends using this methodology. Low-temperature electrolysis is the most flexible route to produce iron metal from iron ore. The ULCOWIN processing route requires pretreatment of the iron ore by milling and leaching, electrolysis and subsequent malting of the iron deposits in an electric arc furnace, discontinuous process operation (interruption of a cell to harvest the deposit), and additional equipment for continuous processing. recirculation of the electrolyte.

Mirror Group

LEIT, Leadership in Enabling Industrial Technologies, is part of the second pillar of H2020 (Industrial Leadership) and special emphasis is placed on Key Enabling Technologies (KETs). Support Group

The results of the assessment of the steel proposals were presented as well as the list of projects to be financed. Possible changes to the legal basis of the RFCS: all changes to the legal basis were intended. The group was involved in the preparation of the ESTAD conference in Paris (April) which included two sessions on I2M.

The group's networking is presented along with the meetings and workshops the group attended. At the COSCO meeting (February 13), a list of proposals was discussed and a list of projects for financing was presented. Group members and appointed members from ThyssenKrupp and ArcelorMittal are presented.

Schroeder presented a recent draft of the online survey "Retaining Talents in the European Steel Industry". ESTEP is linked to all ETPs in the high-level group on European Technology Platforms, but closer to the following: ECTP, the European Construction Technology Platform; ERTRAC, the European Road Transport Advisory Council (WG2);. A group of RTOs close to the European steel sector (CRM, CSM, Swerea MEFOS and VDEh‐BFI) created an organization called RIES (Research Initiative for European Steel) in 2011 and they are indeed part of the close connections of ESTEP [59 ] . This diary of 2014 and early 2015 activities is provided in the table on the next few pages.
