SPANISH COOPERATION ACTIVITIES CPF (2015-2017)
Delegated cooperation is a modality of provision for Official Development Aid, within one or more actors (silent donor) providing funding to a third one (leader) for implementation of all or only part of the activities involved in the aid. Such instruments are currently being reviewed in order to improve the joint programming through proper characteristics of a real division of labor, according to comparative advantage criteria and sectoral concentration. Despite some sector fiches including future action proposals, these are unilaterally identified by the member states, without including either a results framework or jointly identified indicators, and without addressing a common strategy, budget or timetable.
UNRWA: Funding from the General Fund will continue, along with possible extraordinary appeals, to provide assistance and services to the more than 5 million Palestinian refugees living in camps in Jordan, Syria, Lebanon and Palestine, with a special focus on the needs appeared after the recent military offensive in Gaza. FAO: The Food and Agriculture Organization of the United Nations will continue to be a priority partner in building institutional capacity for the public agricultural sector as both a regulator and facilitator of activities such as research, access to technology and sustainable development, as well as improving small-scale production. UN WOMEN: The line of work started after the implementation of the Spanish MDG Fund's thematic windows on gender equality and women's empowerment will continue, in particular regarding the adequacy of Palestinian legislative frameworks to international law, the struggle against gender-based violence, economic empowerment and the promotion of gender policies.
UNDP: under the new framework "Fund for Sustainable Development"3, UN women, in cooperation with the Palestinian Ministry of Women's Affairs, will lead a system of creating sustainable entrepreneurship, where FAO and ITC will work together for economic empowerment and market access for Palestinian products, specifically focused on empowerment of women's cooperatives in area C. 3 / On December 13, 2013, an administrative agreement was signed with PNUD for the establishment of a new mechanism for the use of remaining funds from the MDG funds. Regarding "microfinance", a prospecting mission was carried out in the area in 2005, after which it was found that the difficult Palestinian environment made it difficult to do business with microfinance institutions through the then existing debt instrument. , a microcredit fund for fundamental social development projects abroad (today integrated into FonProDe).
Due to the interest in carrying out an operation in this area, a 10 million euro operation was finally carried out with the Palestinian government. The possibility to operate in the area of "microfinance" under the FONPRODE instrument during the implementation period of the country partnership framework is conditional on the update of the diagnosis of the Palestinian microfinance industry. In principle, the private local units within the so-called microfinance first layer are potentially eligible partners.
During the implementation period of the current CPF, Spanish Cooperation is expected to collaborate with United Nations agencies that support the following interventions described below:.
