RESUMEN
La presente investigación sobre el sistema de intercambio de Proyectos de Investigación y Desarrollo, entre marinas amigas permite efectuar un análisis organizacional de la Marina de Guerra del Perú y sus canales de comunicación entre las distintas dependencias internas con instituciones externas tanto nacionales como internacionales, de tal forma de recomendar un esquema flexible y coherente de los agentes de Ciencia y Tecnología dedicados a la Investigación y Desarrollo en Ciencia y Tecnología tanto nacional, a través del Consejo Nacional de Ciencia y Tecnología, como internacional, a través de las marinas con las que se tengan convenios o acuerdos al respecto.

ABSTRACT
The hereby research on the system of Exchange of Research and Development Projects, among fellow navies enable to execute an organizational analysis of the Peruvian Navy and its communication channels among different internal units with external institutions both national and international, so that it suggests a flexible and coherent scheme of the Science and Techonology agents dedicated to the Research and Development in Science and Techonology both national, via National Council for Science and Technology, and international, via Navies we have agreements with on that regard.
