As we approach the season of the century, faced with the weariness of daily routine and the confusion arising from uncertainty, the Club of Rome boldly dares to present Europe as a project for peace and well-being and to express the encouraging vision of A Europe that breaks out of the geographical boundaries of the European Union and commits itself to the global challenge of building a more viable and fairer world. With the publication of this work, produced under the direction of Nicole Rosenshon, the Club of Rome wants to analyze what Europe stands for and what its future responsibilities will be, in order to outline a panorama that allows for the dawn of a new European Renaissance on the threshold of the 2 l s t century. From the very beginning, from different points of view and with a range of general or specific objectives, Fundación BBV has been involved as an institution serving society in various projects and documents relating to Europe, Europeanness and Europeanness. The 25th Anniversary Conference of the Club of Rome in Hannover was another important step forward in our mission to contribute to creating a brilliant future for humanity.

INTRODUCTION

In the fifteenth century, Europe experienced a great wave of creativity and expansion related to the development of the individual. Here we are of course talking about the situation in almost all industrialized countries, with the exception of Japan, and not about the situation in the rest of the world. Europe is now caught between the opposing pressures of the centrifugal and centripetal forces sweeping the world.

EUROPE AT THE CROSS-ROADS: VISION 2020

Nowadays, the Europe of tomorrow is in the hands of a very small percentage of the world's inhabitants, due to its current demographic deficit. Faced as such, developments there represent one of the most important threats to the necessary moral authority for the future Europe now under construction. Europe's destiny is certainly not only in Europe or within the Triad and the G 7, but is increasingly linked to the future of the world.

FROM THE EUROPEAN COMMUNITY TO THE EUROPEAN UNION

In European countries, education represents an average of 8% of the family budget, in Portugal, Greece and only 5%. In the European Union, the lowest car ownership rates are in Portugal (170.1) and Greece (180).

In absolute terms, Eastern Europe has the largest number of museum-goers, especially in the countries of the former Soviet Union (approximately 175 million admissions in 1991). The total European production amounts to 920 feature films, more than half of which were produced in the European Union. THE CHALLENGES TO EUROPE AND TO THE REST OF THE WORLD

The second challenge that humanity must face is that of education in the broadest sense of the word. The much-needed reform of the European education system must prioritize training. Part of the reason jobs are disappearing in the industrialized world is said to be related to the need to be globally competitive. It is unclear to what extent Europe will still be economically competitive with the rest of the world in the year 2020. Differences between member states of the Community are likely to be exacerbated by the social dimensions provisions of the Maastricht Treaty.

And it's not just the workers at the low end of the totem pole who are affected. With this significant reduction in available work and the increase in the number of unemployed, we are entering a new society that requires a radical change in our perspective. However, the basic principles of the Northern Confederation can be outlined, based on its needs it is supposed to respond to. In the Far East, the strength of the Japanese economy and the yen have also been a hedge against chaos. Therefore, the optimization of personnel and management organization should be seen as a priority task.

THE HANNOYER DECLARATION

The collapse of communism, the implosion of the Soviet Union, the reunification of Germany and the war in the former Yugoslavia suddenly forced us to rethink the nature and role of Europe in the new world order. Redefining it as a cultural and political process for a new common European development, the European Union - with the support of the United States and Japan - should formulate cooperation plans to achieve the reconstruction of Central and Eastern Europe. Some ideas are given in the forthcoming report of the Club of Rome "Governance".

Such summits will help to increase a sense of European identity among the citizens of the constituent countries. We endorse the work of the Council of Europe to bring together all countries in Europe to work together on the principles of democracy, and human rights and responsibilities. The new technologies must be aimed at the general human interest rather than the economic improvement of the few.

This must include a reassessment of occupation and leisure in all people's lives and should be based on the process of continuous learning. If governments put more emphasis on the challenge posed by the arrival of immigrants - such as through the provision of multicultural education - then we recommend both a better public information campaign and a greater recognition of the rights of minorities in Europe. They often fail to educate the general public about the full extent and complexity of the changes now taking place.

With peace, political stability and economic prosperity, Europe would be one of the largest markets in the world by 2020 – and thus able to compete with the other economic groups in North America and Asia.
