The General Law defines the rights and obligations of the bodies that make up the National Statistics System, as well as the principles and procedures that must be applied in the production and distribution of official statistics. The organizational model proposed by the General Law defines the National Statistics Office (ZKS) as the leading authority of the National Statistics System and as a professionally independent body. The adaptation preserves the structure and spirit of the original document and its full compliance with the Fundamental Principles of Official Statistics.

Statistical processing services must not jeopardize the production and quality of official statistics or the reliability of the National Statistical System. The results of any statistical services provided without compensation, including their metadata, will be made public. The provision of data collection services must not jeopardize the production and quality of official statistics or the reliability of the National Statistical System.

A list of all activities involving the provision of data collection services will be mentioned in the implementation report of the annual statistical program.

Infringements

Any party preparing legislation that may affect statistical data or activities should consult the Office for National Statistics for its advisory opinion.
