Building stormwater treatment systems, commonly referred to as stormwater best management practices (Stormwater BMPs), is an accepted method for improving water quality by reducing nutrient discharges to the nation's surface waters.

EFFECTIVE DATE OF AGREEMENT
This AGREEMENT shall become binding on the parties upon the execution and ratification of this AGREEMENT by the Boards of Trustees of WAKE, DURHAM COUNTY and CARY.
WAKE COUNTY OBLIGATIONS AND REPRESENTATIONS
WAKE COUNTY will serve as the lead agency for the purposes of developing environmental documents required by the National Environmental Policy Act (NEPA) and seeking construction permits. WAKE COUNTY will be the lead agency for the purpose of locating and selecting a design consultant for the Wake County portion of the project. WAKE COUNTY will contract with the selected design firm for the Wake County portion of the work and related environmental work.
DURHAM COUNTY OBLIGATIONS AND REPRESENTATIONS
The consultant will be selected through a joint process with representation from both CARY and WAKE COUNTY. WAKE COUNTY will bill CARY on a monthly basis for the design work, including both local and federal equity funds. WAKE COUNTY commits to continue construction of this project subject to available local funds and a similar commitment from DURHAM COUNTY and CARY.
CARY OBLIGATIONS AND REPRESENTATIONS
CARY is committed to providing reclaimed water to its customers upon completion of project construction. The details of this commitment will be defined in a future operation and maintenance agreement between CARY and DURHAM COUNTY. CARY is committed to continue construction of the portion of the project that is part of the City of Cary's reclaimed water system, subject to available local funding and a similar commitment from WAKE COUNTY and DURHAM COUNTY.

Although the future land use map shows Office/Institutional (OFC/INS) located along the Alston Avenue frontage and Very Low Density Residential (VLDR) at the rear of the property, the proposed zoning (R-8, Conditional Use) would provide a better transition between the VLDR land use to the west and the more intense residential use (eg "Stonewater PDD" and "The Village at the Park" . apartments) along Alston Avenue. One of the last remaining issues on the City Hall campus project is the railing system that will be installed on the exterior bridge. During the construction of the Town Hall Campus, a number of issues related to the etched glass panels and the general contract requirements have affected this proposal.
