A tremendous opportunity exists for an experienced, dedicated planning professional ready to positively influence the future direction of Rochester as the first director of the City's newly formed Community Development Department.

As a growing, vibrant community committed to innovation, Rochester needs a strategic and self-motivated leader committed to teamwork, collaboration, customer satisfaction, and continuous improvement. All of these characteristics will be critical to shaping the department. This includes developing and directing a comprehensive community development program, the scope of which encompasses land use planning, policies and regulations, and the the efficient processing and issuance of development permits.

This position is part of the City's Development Services Leadership Team, with responsibility for leading the activities of the Community Development Department and providing support throughout the organization. The director will partner with other departments including Public Works and Building Safety, while under the guidance of the Deputy City Administrator to achieve the vision “to be recognized as America’s most innovative development services team.”

Following an initial ramp up period spearheading the department's formation, the director will guide the day-to-day decision making processes and provide direction to the

development community within the objectives established via the City's Comprehensive Plan and all other policies relating to the community development activities described above.

Success in this position looks like building up a department poised to bolster and support the growth of the City in both large and small scale development in a thriving environment of collaboration between the private sector and state and local government. It also requires the ability to independently implement programs, projects, and policies in a manner that results in high customer satisfaction levels.

Salary Range: $112,500 - $160,700

COMMUNITY OVERVIEW

Rochester is a unique city that enjoys a growing and diverse population, a high employment rate and percentage of the population that works, and international connectivity unlike other Midwestern communities of a similar size. As home to the Mayo Clinic, Rochester welcomes 3 million visitors annually and competes with cities across the nation and around the world for the best and the brightest minds in health and technology.

The City of Rochester adopted the Planning 2 Succeed: Rochester Comprehensive Plan 2040 (P2S 2040) in April, 2018

Rochester is in an enviable position. With the assistance of the Destination Medical Center (DMC) initiative, our local economy and quality of life are nationally recognized.
