STECF endorses the 2012 Annual Economic Report on the EU Fishing Fleet and its findings, which are summarized in the executive summary of the report. STECF notes that none of the data requested under the 2012 DCF Economic data call was submitted by Greece and that the data submitted by Spain was incomplete.

Due to the size of the 2012 Annual Activity Report, STECF believes that a summary of the key findings and tables from the EU overview would be useful. Since economic data are only available up to 2010, national experts provided a qualitative summary of the expected development of economic performance in 2011 and 2012.

1 E XECUTIVE  S UMMARY

Total costs amounted to €6.5 billion, comprising just under €1.9 billion in crew wages, €1.3 billion in fuel costs, €576 million in repair costs, €943 million in other variable costs, €614 million in fixed costs, €64 million in fishing rights rental costs, €278 million in unpaid labour, €793 million in depreciation and €141 million in calculated opportunity costs (interest). The Spanish Navy generated the highest VAT in absolute terms in 2010 (22% of the EU total). The Danish Navy generated the highest level of VAT in relation to total revenue (66% of total revenue).

The Italian fleet generated the highest gross profit in absolute terms in 2010 (27% of the EU total). The Latvian fleet generated the highest level of gross profit in relation to total income (38% of total income). The UK Navy generated the highest net profit in absolute terms in 2010 (42% of the EU total).

The Danish fleet generated the highest level of net profit in relation to total revenue (15% of total revenue). VAT, gross profit and net profit as a proportion of total revenue were consistently higher for passive gears over the period.

The Danish fleet landed the most in terms of weight in 2010, with 24% of the total landed in the EU (excluding Greece). Data for all mobile fishing gear types shows an improvement in economic performance between 2009 and 2020. The beam trawl fleet had the poorest fleet economic performance of all mobile fishing gear types in the previous AER. Therefore, better economic performance is expected in 2011 for about three quarters of the national fleets analyzed.

A summary of the main issues affecting the economic performance of each EU Member States' national fleets in 2010 and 20. Combined with a continued restructuring of the fleet, this is expected to lead to a better economic performance in 2011 compared to 2010. In 2011 and 2012, the number of trawlers in the Estonian national fleet continued to decrease. the number of small coastal vessels is likely to increase.

Oil price increases continued in 2011 and are expected to further affect the profitability of the Irish National Fleet in the future. According to preliminary 2011 data, good economic performance of the Polish Navy can be expected again.

Pelagic and demersal trawl fleet segments were the most important fleets in the Baltic Sea region in 2010. Based on the submitted data, the total volume and value of landings achieved by the Mediterranean and Black Sea fleets in 2010 (excluding Greece and Spain) was 1,184 thousand tonnes and 251 million. In 2010, the total effort (days at sea) spent by EU vessels in the North Sea and Eastern Arctic was estimated at 494 thousand days. The total value of landings in 2010 was approximately € 207 thousand and approximately 135 FTEs were employed in this fleet segment. The size of the Danish fleet followed a decreasing trend between 2008 and 2010. The total value of landings was around 31 million euros, and around 20 full-time employees were employed in this fleet segment in 2010. The total value of the landings was DKK 112.7 million. EUR, and around 1,692 FTEs were employed in this fleet segment in 2010, contributing 10.1% and 7.7% respectively of the total income from landings and FTEs generated by the MS fishing fleet.
