MINUTES FOR THE REGULAR MEETING OF THE GOVERNING BOARD
Tuesday, February 14, 2017 - 7:00 P.M.
District Office Governing Board Room 20402 N. 15th Avenue Phoenix, Arizona 1. CALL TO ORDER
Mrs. Fisher, President, called the meeting to order at 7:02 p.m.
2. PLEDGE OF ALLEGIANCE 3. ROLL CALL
Mrs. Fisher, Ms. Frank, Mrs. O’Brien, Mrs. Ordway and Ms. Tweey were present. Others in attendance: Superintendent Dr. Veitenheimer, Deputy Superintendents Dr. Galligan and Mr.
Migliorino, and Board Secretary Ms. Redding.
4. ADOPTION OF THE AGENDA
Ms. Frank motioned to adopt the Agenda moving Action Item 9.C. Discussion and possible action to select a vendor to provide Superintendent Search Consulting Services per RFQ #16- 042 to follow Item 11. Public Comments. Mrs. Ordway seconded the motion. The motion carried (5-0).
5. AWARDS, ACHIEVEMENTS AND RECOGNITIONS A. Volleyball State Champions
The Governing Board recognized Highland Lakes School 8th Grade Girls Volleyball team for winning the State Championship.
B. Phoenix Youth Symphony’s Young Musicians Competition
The Governing Board recognized Darrel Leung, Terramar School eighth grader, for winning the 2017 Young Musicians Competition in the Junior Woodwind Division.
C. Arizona Music Educators Association’s O.M. Hartsell Excellence in Teaching Music Award
The Governing Board recognized James O’Halloran, Boulder Creek High School Director of Bands, for receiving the Arizona Music Educators Association’s O.M. Hartsell Excellence in Teaching Music Award.
D. Mary Lou Fulton Teachers College 2016 Outstanding Mentor Award
The Governing Board recognized Ray Utter, Sandra Day O’Connor High School teacher, for receiving the Outstanding Mentor Teachers Award from ASU’s Mary Lou Fulton Teachers College.
6. REPORTS
A. Governing Board
Mrs. Ordway reported that she attended the Lantern Festival event at Gavilan Peak School, held in conjunction with a visit by students from China. She wished everyone a Happy Valentine’s Day and a Happy Birthday to Arizona. Celebrations she shared include state championships that are underway, impact grants awarded to teachers, and a successful Deer Valley Education Foundation (DVEF) Golf Tournament. Her message to all is to let the good things taking place in the District be much louder than the bad because consistant celebration will emanate to the students.
Mrs. O’Brien wished everyone a Happy Valentine’s Day. She reported attending the Interfaith Council Breakfast, the Arizona Business and Education Coalition meeting, and the Governing Board Retreat. She participated in the DVEF Golf Tournament and thanked Executive Director Marie Brennan and all of the volunteers who made the fundraiser such a success. Mrs. O’Brien stressed the importance of building relationships with all stakeholders and thanked DVUSD for its efforts in doing so.
Mrs. Tweedy attended the Governing Board Retreat and toured the newly renovated Esperanza Elementary School. She thanked Dr. Veitenheimer for the invitation for her and Ms. Tweedy to attend the PreK-12 Administrators Conference to introduce themselves.
Ms. Frank wished everyone a Happy Valentine’s Day. She thanked Dr. Veitenheimer, Ms.
Redding, Mrs. Fisher and Mrs. O’Brien for organizing the positive Board Retreat. She had the opportunity to attend a staff meeting at West Wing School and expressed her appreciation to Dr. Galligan and Mrs. Allread for providing her with information regarding the recommendation for Science Curriculum.
Mrs. Fisher wished everyone a Happy Valentine’s Day and acknowledged her husband for his continued support. She thanked Ms. Brennan and DVEF for all they do for staff and students, Mr. Migliorino and the Purchasing Department for the swift turnaround on the Superintendent Search RFQ, her fellow Board members for their teambuilding efforts, and the staff for their patience with the new Board as they move forward in a transparent way.
B. Superintendent 1. Current Events
Superintendent Veitenheimer wished everyone a Happy Valentine’s Day and agreed with the Board that amazing things are taking place in Deer Valley.

2. Superintendents Student Advisory Council
Dr. Veitenheimer introduced Student Advisory Council members Marley Oakes, Dylan Erb and Kelly Anderson who reported on the mission of the Council and provided details and an invitation for the Board to attend the February 23 Student “Community” Summit focused on understanding the different communities you are a part of, uniting these communities through kindness and respect, and impacting every community in a positive manner. The Summit will involve 5th-12th grade students from each campus.
C. Curriculum, Instruction and Assessment 1. Career and Technical Education Month
Dr. Gayle Galligan, Deputy Superintendent of Curriculum, Instruction and Assessment, introduced Ms. Jayme Fitzpatrick, Career and Technical Education (CTE) Manager, who highlighted the CTE programs offered at each of the five high schools and West-MEC, providing an overview of 2016-17 data, sharing fiscal resources and a preview of the program offerings and expansions for the 2017-18 school year. She stated that February is National Career and Technical Education Month and the theme this year is “Celebrate Today, Own Tomorrow”.
She shared upcoming events and invited the Board to tour any of the CTE and West-MEC facilities.
D. Fiscal and Business Services 1. Student Enrollment Report
Mr. Migliorino, Deputy Superintendent of Fiscal and Business Services, reported student enrollment through February 2, 2017 was 34,006 with a -0.7% decrease from last year.
2. District Financial Reports
Mr. Migliorino reviewed the Maintenance & Operations (M&O), Student Activity and Auxiliary monthly reports for the month ended January, 2017 noting the M&O carryforward is currently projected at approximately
$600,000.
E. Organizational Improvement
1. AdvancED
Director of Organizational Improvement Mrs. Cherryl Paul, Barry Goldwater High School Principal Dr. Mike Anderson, Legend Springs Elementary Principal Mrs. Jennifer Minor, and Continuous Improvement Specialist Mrs. Courtney Mallada provided an overview of AdvancED and how it directly aligns with the five year DVUSD Strategic Plan. The group reviewed the new AdvancED accreditation process and Standards, the benefits of the accreditation, the available resources, and the timeline leading up to DVUSD’s reaccreditation in February, 2018. Mrs. Paul invited the Governing Board to complete a rating and narrative for the two Standards applicable to the governing authority: Standard 1.4 – The governing authority establishes and ensures adherence to policies that are designed to support system effectiveness; and Standard 1.5 – The governing authority adheres to a code of ethics and functions within defined roles and responsibilities.
7. OLD BUSINESS
A. Adopt the Deer Valley Unified School District PreK-12 Instructional Calendar for 2018-2019
Mrs. O’Brien motioned that the Governing Board adopt the Deer Valley Unified School District Instructional Calendar Option 1 for the 2018-19 school year. Ms. Tweedy seconded the motion. The motion carried (4-1).
B. Second Reading and Adoption of Governing Board Policy
1. Second Reading and Adoption of Revised Policy GCQC – Resignation of Professional/Support Staff Members
Ms. Frank motioned that the Governing Board accept the Administrations recommendation to conduct a Second Reading and adopt revised Policy GCQC – Resignation of Professional/Support Staff Members. Mrs.
Ordway seconded the motion.
***11. PUBLIC COMMENTS
Maria Leyva, Deer Valley Education Association President, expressed her concern that Policy GCQC is being voted on prior to contracts being issued and she feels that liquidated damages are not good for staff morale.
The motion failed (2-3).
2. Second Reading and Adoption of Revised Policy IKF – Graduation Requirements
Mrs. Frank motioned that the Governing Board accept the Administrations recommendation to conduct a Second Reading and adopt revised Policy IKF – Graduation Requirements. Mrs. Ordway seconded the motion.
The motion carried (5-0).
3. Second Reading and Adoption of Revised Policy IMG – Animals in Schools
Ms. Frank motioned that the Governing Board accept the Administrations recommendation to conduct a Second Reading and adopt revised Policy IMG – Animals in Schools. Mrs. Ordway seconded the motion. The motion carried (5-0).
4. Second Reading and Adoption of Revised Policy JLCD – Medicines/Administering Medicines to Students
Ms. Frank motioned that the Governing Board accept the Administrations recommendation to conduct a Second Reading and adopt revised Policy JLCD – Medicines/Administering Medicines to Students. Mrs. Ordway seconded the motion. The motion carried (5-0).
5. Second Reading and Adoption of Policy JRR – Student Surveys
Ms. Frank motioned that the Governing Board accept the Administrations recommendation to conduct a Second Reading and adopt Policy JRR – Student Surveys. Mrs. Ordway seconded the motion. The motion carried (5-0).

6. Second Reading and Adoption of Revised Policy LC – Relations with Education Research Agencies Ms. Frank motioned that the Governing Board accept the Administrations recommendation to conduct a Second Reading and adopt Revised Policy LC – Relations with Education Research Agencies. Mrs. Ordway seconded the motion. The motion carried (5-0).
8. CONSENT AGENDA – (Motion by Exception)
Mrs. O’Brien motioned that the Governing Board accept the Administration’s recommendation to approve Consent Agenda Items 8.A through 8.G. Ms. Frank seconded the motion. The motion carried (5-0).
A. Approve the Minutes for the Special and Regular Governing Board Meetings on January 24, 2017 The Governing Board approved the Minutes for the Special and Regular Governing Board Meetings on January 24, 2017.
B. Approve Payroll Voucher #15 in the amount of $7,658,980.90, Payroll Voucher #16 in the amount of
$7,849,938.28 for Fiscal Year 2016-17 and Expense Vouchers on the Voucher Summary Sheet in the amount of $8,889,184 for Fiscal Year 2016-17
The Governing Board accepted the Administration’s recommendation to approve Payroll Voucher #15 in the amount of $7,658,980.90, Payroll Voucher #16 in the amount of $7,849,938.28 for Fiscal Year 2016-17 and Expense Vouchers on the Voucher Summary Sheet in the amount of $8,889,184 for Fiscal Year 2016-17.
C. Approve Donations
The Governing Board accepted the Administration’s recommendation to approve Donations, on behalf of the district in the amount of $8,025.83.
D. Approve Addenda Contracts
The Governing Board accepted the Administration’s recommendation to approve the Addenda Contracts. A copy is attached to the official Minutes.
E. Authorization to Enter into Additional Cooperative Purchasing Contracts for Fiscal Year 2016-17 The Governing Board accepted the Administration’s recommendation to give the Administration authorization to enter into additional Cooperative Purchasing Contracts for Fiscal Year 2016-17.
F. Authorization to Enter into Additional Sole Source Contracts for Fiscal Year 2016-17
The Governing Board accepted the Administration’s recommendation to give the Administration authorization to enter into additional Sole Source Contracts for Fiscal Year 2016-17.

1. The Governing Board approved travel for students from Sandra Day O’Connor High School to attend State Wrestling Tournament in Prescott Valley, AZ from February 9 through February 11, 2017.
2. The Governing Board approved travel for students from Mountain Ridge High School to attend NAU Jazz Madrigal Festival in Flagstaff, AZ on February 10, 2017.
3. The Governing Board approved travel for students from Mountain Ridge High School to attend State Wrestling Tournament in Prescott Valley, AZ from February 10 through February 11, 2017.
4. The Governing Board approved travel for students from Barry Goldwater High School to attend State Wrestling Tournament in Prescott Valley, AZ from February 10 through February 11, 2017.
5. The Governing Board approved travel for students from Deer Valley High School to attend Pine Summit Camp in Prescott, AZ from February 10 through February 12, 2017.

13. The Governing Board approved travel for students from Mountain Ridge High School to attend JEA/NSPA National Journalism Conference in Seattle, WA from April 6 through April 8, 2017.

Ms. Frank motioned that the Governing Board accept the Administration’s recommendation to approve the Human Resources Changes. Mrs. Ordway seconded the motion. The motion carried (5-0).
B. Approve Proclamation Declaring February as Career and Technical Education Month in Deer Valley Unified School District
Ms. Frank motioned that the Governing Board approve the Proclamation declaring February as Career and Technical Education Month in Deer Valley Unified School District. Mrs. Ordway seconded the motion. The motion carried (5-0).
Mrs. Fisher read the Proclamation.
C. Discussion and possible action to select a vendor to provide Superintendent Search Consulting Services per RFQ #16-042

10. PREVIEW
A. Middle School Science Curriculum Materials B. High School Science Curriculum
Dr. Galligan and Mrs. Christine Allread, Science Curriculum, Instruction and Assessment Specialist, shared information about the Science materials and resources being recommended for grades 7-12. The report included information about the committees and the process they used to select the vendors, implementation timelines, professional development that will occur, and the fiscal impact. Dr. Galligan stated that the 7-12 Science Curriculum Adoption RFP will be brought for Board approval on February 28, 2017.

Ms. Frank motioned that the Governing Board discuss, and if deemed appropriate, select a vendor to provide Superintendent Search Consulting Services per RFQ #16-042. Mrs. Ordway seconded the motion.
The Board continued discussion from the Study Session held prior to the Regular meeting.
The Board would like the opportunity to review the proposals and called for a Study Session on Thursday, February 16, 2017 to have discussion and make a vendor selection.
Mrs. O’Brien motioned to table this Item to Thursday, February 16 at 3:15 p.m. Mrs. Ordway seconded the motion. The motion carried (5-0).
