GENERAL INFORMATION
Prior to the submittal of a land use/zoning application, an applicant may submit an application requesting preliminary review of a project by the Community Development Department. The preliminary application will be reviewed for compliance with the Truckee Development Code, and the Community Development Department may confer with other Town departments and agencies to obtain their preliminary comments on the project. This preliminary review provides the applicant an opportunity to ask specific questions about the project and for Town staff to identify areas where the project may not comply with the Truckee Development Code and other Truckee Development Code issues (e.g., design guidelines consistency) that may influence the project and its design. The preliminary review may also identify requirements that will be imposed by other Town departments (e.g., street frontage improvements). These preliminary review comments from Town staff will allow the applicant to address these issues before finalizing the project plans and application, thereby saving the applicant time, effort and money when a land use permit application is submitted for formal review.
Applicants that are seeking to “lock in” applicable fees and development regulations for housing projects by submitting a preliminary application as defined by Senate Bill 330 (the Housing Crisis Act of 2019) will need to submit a Preliminary Housing Development Application. HOW YOUR APPLICATION WILL BE PROCESSED
To tailor the preliminary review to the needs of each applicant, the Town offers the following levels of review, which may be requested by the applicant:
• Option #1: Limited Review – Town staff will spend one hour of staff time reviewing the application submittal and will schedule a meeting with the applicant to provide an overview of preliminary comments from the Planning Division on the application. This level of review is designed to identify potential issues with a proposed project and will not provide detailed comments, analysis, or staff recommendations.
• Option #2: Comprehensive Review – Town staff will schedule a meeting with the applicant and will provide a formal review letter that addresses, in detail, any issues with the proposed project identified by staff and recommendations to address the issues. The letter will also include analysis of the proposed project for consistency with the Development Code and General Plan, a summary of routing comments from Town departments and outside agencies, and the Town’s determination on what type of project staff will support through the formal application process. This level of review is intended to identify potential issues and assist the applicant with problem solving.
Upon application submittal, staff will determine which level of review is appropriate based on the complexity of the project proposal and the type of questions asked.
During the preliminary review meeting, which will generally last an hour, Town staff and the applicant will discuss application submittal requirements and major project issues that were raised in the Town’s comments. Town staff will also answer additional specific questions that the applicant may have. The

applicant will be able to use this information to refine their plans before the application is submitted to the Town.
To assist staff and make the meeting more helpful to the applicant, the applicant must submit one copy of their preliminary plans, a project description, and a list of specific questions or information that the applicant wishes Town staff to address. Some examples include:
• Review comments by Town departments (e.g., Building, Engineering, Police, Solid Waste)
• Review comments by special districts and outside agencies (e.g., Truckee Fire, Truckee Sanitary District, Nevada County Environmental Health Department)
• Site design
• Architecture
• Consistency with Town policies and documents (Development Code, General Plan, etc.)
• Zoning/Density
• Specific code requirements (parking, snow storage, exterior lighting, hillside development, tree preservation, etc.)
• Application Process and Fees
• Staff determination on what the Town will support
This application provides only for one review of the preliminary plans. If the applicant requests additional review of the plans, additional deposit fees and/or a new Preliminary Application Review application may be required.
FEES
The fee for processing a Preliminary Application Review application will be based on the actual costs of Town staff time spent on processing the application and any direct costs (Nevada County Environmental Health Department review fee, etc.). A fee deposit of $1,000.00 must be submitted with the Preliminary Application Review application to cover these anticipated costs unless a Limited Review is requested (equal to one hour of staff time based on the Town of Truckee fee schedule; the current staff time rate is $168.00 an hour). If the actual application costs are less than the fee deposit, the applicant will receive a refund of the unused fees at the end of the application process. If the actual application costs exceed the initial fee deposit, the applicant will be invoiced for additional deposit to cover the costs of processing the application.
If the project is determined to require review by the Nevada County Environmental Health Department (NCEHD), a review fee will be required based on the current NCEHD hourly rate. For projects with a deposit, the NCEHD fee will be deducted from the project deposit.
SUBMITTAL REQUIREMENTS
The items listed in the “Preliminary Application Review Submittal Checklist” must be submitted as part of the application package in order for the application to be considered complete for processing. The signed checklist must also be submitted with the application. Your application will not be accepted if all of the items listed are not submitted.

The application package may be submitted electronically via email (if less than 15 MB) or Dropbox to [email protected]. The application fee may be paid over the phone with a credit card or by mailing a check to the Planning Division; in-person payments with cash, check or credit card are also accepted at Town Hall. Checks must be made payable to the Town of Truckee. After a planner is assigned to your project, you will be contacted and asked to provide hard copies of the submittal documents as required.

One copy of your preliminary site plan, showing the proposed development of the property, easements and other known restrictions, and other appropriate information Refer to the information sheets for the land use/zoning application that will be required for the project to determine the information that is typically required for development plans. The plans must be of sufficient scale to show all information clearly and must be readable and understandable. If the plans are not legible, the application will not be accepted. One electronic (PDF) copy of the plans must be submitted. The planner assigned to the project will contact you to request hard copies of the electronic documents as required
4. A project description that describes the amount and types of uses proposed, along with other information necessary for Town staff to understand the project characteristics.
5. A list of questions that the applicant wishes Town staff to address in the preliminary review.
6. To determine the solid waste needs of the project, please provide the following information:
• Type of business.
• Number of employees (full time and/or part time) or number of residents (for multi- family residential projects).
• Plans to share services with a neighboring business, if applicable.
• Any alternative disposal methods proposed (i.e., backhauling, onsite composting or self-hauling).
Note: Every commercial, industrial and multifamily residential project is required to enter into an agreement for the removal and transportation of solid waste at the collection level appropriate for the type and size of business, per Municipal Code Section 6.09.020.
