TOWN OF TRUCKEE PLANNING MANAGER
DEFINITION
To plan, organize, direct and supervise the work of staff involved in the performance of professional and technical planning activities in support of the Town’s current and advanced land use and environmental planning; to coordinate planning activities with other Town departments, divisions, and outside agencies; and to provide highly responsible and complex staff assistance to the Director of Community Development.
DISTINGUISHING CHARACTERISTICS
The Manager level recognizes positions that provide full line and functional management responsibility for a division, as identified by the Town, within a department.
SUPERVISION RECEIVED AND EXERCISED
Receives administrative direction from the Director of Community Development.
Exercises direct supervision over professional, technical, and clerical staff.
EXAMPLES OF IMPORTANT AND ESSENTIAL DUTIES - Duties may include, but are not limited to, the following:
Recommend and assist in the implementation of goals and objectives; establish schedules and methods for the performance and professional and technical planning activities in support of current, long range, land use and environmental planning.
Plan, prioritize, supervise and evaluate the work of professional staff assigned to current, long range, land use and environmental planning.
Evaluate operations and activities of assigned responsibilities; recommend improvements and modifications; prepare various reports on operations and activities.
Participate in budget preparation and administration; prepare cost estimates for budget recommendations; submit justifications for staffing, equipment, materials and supplies;
monitor and control expenditures.
Develop schedules and methods to accomplish assignments related to current, long range, land use and environmental planning ensuring work is completed in a timely and efficient manner.
Participate in the selection of staff; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline procedures, as assigned.
Provide responsible staff assistance to the Town Council, Planning Commission, and Director of Community Development.

Assist in coordination of major projects with Town-wide significance including large development applications, Environmental Impact Reports, and policy amendments.
Prepare and present reports to the Planning Commission, Town Council, and other commissions, committees, and boards; perform a variety of public relations and outreach work related to planning activities.
Represent the division and department to outside agencies and organizations; participate in outside community and professional groups and committees.
Research and prepare technical and administrative reports; prepare written correspondence.
Build and maintain positive working relationships with co-workers, other Town employees and the public using principles of good customer service.
Perform related duties as assigned.
MINIMUM QUALIFICATIONS Knowledge of:
Operations, services, and activities of a municipal planning program.
Advanced principles and practices of planning program development and administration.
Advanced theories, principles, and practices of current and advance planning.
Recent developments, current literature, and sources of information related to municipal planning and administration.
Principles and practices of budget preparation and administration.
Principles of supervision, training, and performance evaluation.
Safe work practices.
Pertinent local, State and Federal rules, regulations and laws.
Modern office equipment including use of applicable computer applications.
Principles and practices of customer service.
Ability to:

Organize, implement, and oversee a variety of professional planning and community development activities.
On a continuous basis, analyze budget and technical reports; interpret and evaluate staff reports; know laws, regulations, codes and covenants; observe performance and evaluate staff; problem solve department related issues; follow various rules and procedures; and explain and interpret policy.
On a continuous basis, sit at desk and in meetings for long periods of time. Intermittently twist to reach equipment surrounding desk; perform simple grasping and fine manipulation; use telephone, and write or use keyboard to communicate through written means; and lift or carry weight of 25 pounds or less.
Perform the most complex and difficult duties related to current and advanced planning.
Read, understand, interpret, and utilize maps, ordinances, codes, regulations, and other materials relevant to planning issues.
Analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals.
Interpret and apply policies, procedures, laws, codes and regulations pertaining to assigned programs and functions.
Gain cooperation through discussion and persuasion.
Prepare and administer a budget.
Supervise, train and evaluate personnel.
Operate and use modern office equipment including computers and applicable software.
Communicate clearly and concisely, both orally and in writing including the preparation and delivery of public presentations.

Any combination of experience and training that would provide the required knowledge, skills, and abilities would be qualifying. A typical way to obtain the knowledge, skills, and abilities would be:
Experience:
Four years of increasingly responsible professional planning experience for a local government agency, including two years of lead or supervisory experience.
Training:
Equivalent to a Bachelor's degree, from an accredited college or university, with major course work in urban planning, public administration, architecture, geography, environmental studies, or a related field.
License or Certificate
Possession, or ability to obtain, an appropriate valid driver’s license Working Conditions:
Work is performed in a typical temperature controlled office environment subject to typical office noise and environment. Position requires working beyond normal business hours, attendance at evening meetings and/or weekend work and the ability to travel.
