PUBLIC INPUT SESSION
That's when we went to the Planning Board and they unanimously agreed not to rezone that second spot. The item below that I'm talking about tonight is being put to your vote tonight. We would certainly like to insist tonight that this actual site will not be converted into light industrial.
Little did we know that this property might be something we would like to consider unrezoned. My main concern is the legacy there and the runoff and problems we might have in the river beds there from Bear Creek that flows into most of the rivers we have in our community. I think this would be a concern with light industrial and large industrial trucks coming in and out.
We would greatly appreciate it if you would pray about this and make the best decision for this area. I don't want it there because we can see where he's already putting things on the hill in another place and it's already fallen off. I don't want to lose the value of the property if and when I decide I want to sell my property.
I'm not sure, but I was told that the property offers no benefits and is not acceptable for pumping. It's uphill for me too and I don't want this shit to go downhill and possibly ruin my well. My property is across the street from Mays Chapel Church and this is a residential community.
PUBLIC HEARINGS
A motion was made by Commissioner Crawford, seconded by Vice Chairman Dasher, to approve the adoption of the study. Attorney Glenn Dunn said staff is making progress on the ordinance and he believes it will be ready before the moratorium expires. Over the years, some of the harmful effects of fracking have been studied and documented.
That is why I support extending the temporary moratorium on oil and gas development in Chatham County until January 31, 2019. The county needs time to conduct a comprehensive study of the financial impact that oil and gas development will have on our county to have. Many studies into the health effects of fracking have been completed in recent years and many more studies are in progress.
There are high voltage power lines that run across the northern and southern areas of the property. The residential use is the Dickens RV Park, which is located east of the lot. The property located north and northeast of the plot for the solar farm is owned by Brickhaven Clay Mine.
Because it is located in such a prime location for a solar farm, there will be no impact on any of the surrounding properties and in particular the Dickens RV Park, which is the only residential use in the area. Dickens, who owns Dickens RV Park, appeared and expressed his support for the application and the solar farm. The first general standard for issuing a conditional use permit is that the solar farm must be a conditionally acceptable use in the district in which the property is located.
This standard is that the solar farm will not impair the integrity or character of the surrounding districts or neighbors and will not be detrimental to the health, safety or welfare of the community. The use will not be detrimental to the health, safety or welfare of the community due to traffic, noise, environmental nuisance or light. Finally, in our application I have provided a detailed description of the number of county land use plan goals and policies with which the solar farm complies.
First, it will advance the county's goal of preserving the county's rural character. A solar farm is a rapidly growing land use in North Carolina, and building the solar farm on this property will preserve the rural nature of the area.
BOARD PRIORITIES
Chairman Hales: If there are no further questions from this body, I will proceed and close the hearing and refer the matter to the Planning Board. A motion was made by Commissioner Crawford, seconded by Commissioner Howard, to approve the denial of the rezoning request. A motion was made by Commissioner Howard, seconded by Commissioner Crawford, to authorize the subject to be returned to the Planning Board for further consideration.
A motion was made by Commissioner Crawford, seconded by Vice Chairman Dasher, that Resolution #2018-39 Adoption of a Consistency Statement for Approval of General Use Change from R-1 Residential to IL-Light Industrial, attached hereto and made a part hereof is adopted. A motion was made by Commissioner Crawford, seconded by Commissioner Howard, that this ordinance, attached hereto and made a part hereof by reference, was adopted. 18-2510 A request by the Chatham County Board of Commissioners to adopt revisions to the Chatham County Subdivision Regulations.
The Planning Board voted 5-4 on May 1, 2018 to recommend adoption of the ordinance revisions. Paul for his service to the county and wished him well in his new job with the Town of Cary. The Board discussed the applicants and agreed to appoint Linette Tyson to the Affordable Housing Committee.
A motion was made by Commissioner Crawford, seconded by Commissioner Howard, to approve this appointment. One of these was tightening the language regarding the relationship with CCCC and what the expected outcomes were for the Small Business Center. Vice Chairman Dasher is concerned about approving an annual contract when the contract is not yet ready and has not been added to the agenda for review.
A motion was made by Commissioner Petty, seconded by Commissioner Crawford, that this contract be approved. The District Manager stated that the Chairman was correct that the contract was not attached to the Preliminary Agenda. A motion was made by Commissioner Howard, seconded by Vice Chairman Dasher, that this contract extension, attached hereto and by reference made a part hereof, be approved.
