SUBJECT: Addendum No.1– RFB- Briar Chapel Park Walking Trail
This addendum provides the notes from the pre-bid meeting (December 20, 2019) for Briar Chapel Park Walking Trail, provides a change in the due date of bids and other key dates, and modifies the scope for the walking trail.
As a result of a need for the County to address concerns about the trail path slope compliance, a decision was made for the County to follow up with the surveying firm to confirm the grade on the slope after crossing the pond dam, then up toward the Parker Herndon side parking lot.

The original project information, states the trail would be constructed at 8 foot wide, for both stone base and the 2” of asphalt. The County is changing the ABC stone base to a width of 10 feet, and finished with 2” asphalt at 8 feet wide. This will provide a stone “shoulder”,
approximately 1 foot each, on each side of the trail.
The County was asked about the trail completion date. Since warmer weather will be needed to plan the paving of the trail, the County will consider May 29
thas the last day invoices for payment may be submitted.
The pre-bid notes and contractor’s sign in log are provided as part of this, Addendum No. 1.

Pre-Bid Meeting for Briar Chapel Walking Trail
Prebid Meeting Notes:
The Prebid was held on site at Briar Chapel park, with eight (8) pre-bid attendees representing seven contractors; Lanier Construction, Carolina Environmental Contracting, Foushee Grading, Piedmont Portables, A&M Construction, Raleigh Paving and Earl Thomas Grading. There were four (4) County employees in attendance, including Tracy Burnett, Jina Stamey, Brian Stevens and Robin James.
After a general welcome by the County, and an outline of the bid documents in hand, the site flagging was explained. The green flagging designates the path of the new trail to be installed, while paying attention to avoid all double staked “no construction” buffer markers.
The first explanation was in the area of slope, with a grade of 4.2% on the concession parking side, and 4.8% slope at the bottom of the slope. The grade was checked by McKim & Creed upon request by the County. The compliance slope grade is a maximum of 5% grade per the permitting statutes and regulations. This compliance can be maintained in this area while being mindful of the situation.
Upon walking to the pond dam area, crossing the dam, the trail will be in the middle area. It was pointed out, after the crossing there is a sunken area, and an upward slope that is questionable for compliance of no more than 5% slope. The County will confirm the actual grade with a surveyor, and make appropriate changes if needed to the scope. It was asked by a vendor if a “switchback” was allowed. This information will be evaluated and confirmed.
It was asked if an erosion control plan was needed. Per Brian Stevens, the area of disturbance is less than an acre and the erosion plan isn’t required.
The County identified the area where the spoiled soil can be deposited on-site, if the option is selected by the County. The area is at the left side of the field adjacent to the parking on Andrews Store Road, and directly across from the Woods Charter School.
Tracy Burnett, Parks and Recreation Director pointed out the current sidewalk being installed will pass where the walking trail will start on the Andrews Store side. Ms. Burnett will check on the possibility of leaving the crossing at the parking lot with gravel until the trail is in place.
There is no compaction test required for the walking trail base. The County will ask for a cubic yard price for moving dirt in the bid.
A change in the bid due date has been made. The new schedule will be:
