TOWN OF TRUCKEE ASSISTANT TO THE TOWN MANAGER

DEFINITION

To support to the Town Manager by planning and recommending organizational policies and performance strategies; to provide a variety of specialized complex administrative and management analysis to support decision-making and strategic direction; and to provide highly complex staff assistance to the Town Manager.

DISTINGUISHING CHARACTERISTICS

This is a single level class where employees within this class perform the full range of advanced professional analytical duties. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise, and are fully aware of the operating procedures and policies of the work unit.

SUPERVISION RECEIVED AND EXERCISED

Receives general direction from the Town Manager.

May exercise direct supervision over assigned professional, technical and administrative support staff.

EXAMPLES OF ESSENTIAL DUTIES - Duties may include, but are not limited to, the following:

Participate with Town Manager and Assistant Town Manager in framing the Town Council’s vision and strategies for accomplishing organizational initiatives; and advocate Town, Federal, State, and regional cooperation where opportunities exist to further the Town’s and region’s goals.

Represent and support the Town Manager with Town Council, employee and citizen group discussions, and meetings; monitor pending items and keep the Town Manager informed about projects and issues of importance to the Council; provide the Town Manager with accurate and timely information to support decision-making and policy direction.

Provide technical advice on programs and operations; participate in effective employee relations, diversity and staff development.

Promote innovation, critical thinking and creativity in developing approaches and solutions to Town needs; promote, encourage and lead collaboratively in seeking new ways to share resources, ideas and best practices in order to optimize service delivery organization wide.

Conduct research and special projects and assure implementation of programs developed and initiated by the Mayor and Town Council; coordinate and participate in the development of programs to address citizen needs to include citizen involvement; coordinate with departments to respond citizen inquiries.

Conduct complex and sensitive administrative, operational, and management analyses, studies, and research projects including those involving Town-wide issues, programs, policies, and procedures; select, adapt, and apply appropriate research and statistical techniques; gather and analyze data and

information from various sources on a variety of specialized topics.

Attend Town Council meetings and work sessions; research, respond to and prepare correspondence;

perform necessary follow up and communicate with Town management on sensitive and confidential issues.

Serve as management liaison to various boards, committees, and citizen advisory groups, as assigned.

Represent the Town to outside agencies and organizations; participate in outside community and professional groups and committees; provide technical assistance as necessary.

Build and maintain positive working relationships with co-workers, Town Council, other Town employees and the public using principles of good customer service.

Perform related duties as assigned.

MINIMUM QUALIFICATIONS Knowledge of:

Principles, practices and techniques of project management.

Principles and practices of public administration, including principles of organization, budgeting, fiscal analysis, long-range financial planning, and personnel administration, and the functions and activities of a municipal government.

Methods of short- and long-range organizational planning.

Grant writing and application procedures.

Pertinent local, state and federal rules, regulations and laws.

Modern office procedures and computer equipment.

Principles and practices of organizational analysis and management.

Budgeting procedures and techniques.

Principles and practices of supervision, training and personnel management.

Safe work practices.

Principles of supervision, training, and performance evaluation.

Modern office equipment including use of applicable computer applications.

Principles and practices of customer service.

Ability to:

Effectively represent the Town in contacts with governmental agencies, community groups, and various business and professional organizations.

On a continuous basis, analyze budget and technical reports; interpret and evaluate staff reports; know laws, regulations and codes; observe performance and evaluate staff; problem solve department related issues; remember various rules and procedures; and explain and interpret policy.

On a continuous basis, sit at desk and in meetings for long periods of time. Intermittently twist to reach equipment surrounding desk; perform simple grasping and fine manipulation; use telephone; write or use a keyboard to communicate through written means; and lift or carry weight of 25 pounds or less.

Conduct analytical, management, and operational studies, evaluating alternatives, and making sound, effective recommendations.

Gain cooperation through discussion and persuasion.

Interpret and apply Town and department policies, procedures, rules and regulations.

Evaluate programs and services from an operational and productivity standpoint.

Operate and use modern office equipment including computers and applicable software.

Communicate clearly and concisely, both orally and in writing including the preparation and delivery of public presentations.

Establish and maintain effective working relationships with those contacted in the course of work.

Experience and Training Guidelines

Any combination of experience and training that would provide the required knowledge, skills and abilities would be qualifying. A typical way to obtain the knowledge, skills and abilities would be:

Experience:

Five years of increasingly responsible analytical experience in a municipal government environment that included the development and administration of programs.

Training:

Equivalent to a Bachelor's degree from an accredited college or university with major course work in political science, business administration, public administration or a related field.

License or Certificate:

Possession of, or ability to obtain, an appropriate valid driver’s license.

Working Conditions:

Work is performed in a typical temperature controlled office environment subject to typical office noise and environment. Position requires working beyond normal business hours, attendance at evening meetings and/or weekend work and the ability to travel.
