Hello Truckee! Wow, we are into June already and this summer is shaping up to be a busy summer on all fronts. The Town team is working hard to move community projects forward, including work on the Trout Creek Restoration and Church Street extension, which is progressing nicely, as well as the Coldstream roundabout, the annual paving project, and the start of the Phase 4 Legacy Trail project. So much to look forward to this summer!
With June’s arrival we also see the end of the school season --- Congratulations to all the Truckee High graduates and we hope you find safe ways to celebrate your accomplishments! In the words of Oprah Winfrey – “So, I say to you, forget about the fast lane. If you really want to fly, just harness your power to your passion. Honor your calling.

We also have a lot of community events and community meetings happening this summer. We will be kicking off our General Plan discussions on June 9th with the first community open house scheduled. The open house will take place in front of Town Hall, outside and will begin at 5:00. We hope you can join us so that you can see what the draft 2040 General Plan includes and provide us with your feedback.
One of the Town Council’s goals is to support inclusion in our community. This aligns so nicely with Pride month, which of course is celebrated in June. Our Town is happy to celebrate pride month and have progress flag lapel pins and signage for businesses to place in their windows if they choose, and window stickers on some of our Town vehicles ---

can be used to incentivize builders and property developers to Deed Restrict additional for- sale housing units within a project. New development BMR projects will be negotiated on a case-by-case basis and will require Town Council approval.
Who will be eligible?:
In order to participate in the program an applicant/ qualified residents must meet specific eligibility criteria including:
• Household income: Annual gross household income must not exceed 245% of Area Median Income (AMI). See here for information on household AMI;
• Assets: Liquid assets may not exceed 30% of the sale price of the purchased home;
• Local employment: At least one household member is employed full-time, or will be employed full-time, within the Tahoe Truckee Unified School district boundary.
• For new property development: Income limits will not exceed 180% AMI, to incentivize smaller, more affordable housing units.

Below Market Rate Housing Purchase Program
Coming soon: A new housing program to preserve workforce housing and assist residents in achieving home ownership!
On March 8, Truckee Town Council adopted Program Guidelines for the new Below Market Rate (BMR) housing program. This program will use a deed restriction purchase tool to preserve the availability and support the affordability of workforce housing.
What is a Deed Restriction?
A deed restriction is a legal tool that places certain long-term restrictions on a property.
Under the BMR program, these restrictions will include requiring that the home may only be purchased by or rented to an income-qualified resident, that it will be used as a primary residence, and that short-term rentals will be prohibited. In exchange for funding (sale of the deed restriction), a developer or homeowner could agree to apply these restrictions to their property.
How will the program work?
There are four main ways that the BMR Program deed purchase tool can be applied:
1) Buyer Households: The BMR Program offers qualified home buyers a down payment assistance grant in exchange for permanently deed restricting the home.
2) Existing Property Owners: A property owner planning to sell their home may choose to sell to an program-eligible buyer and work with the Town to deed restrict the property at point of sale
3) Local Businesses: Local Truckee businesses will be able to participate in the BMR Program to purchase and deed restrict housing for long- term rental. The occupants of the home will be subject to rental restrictions.

Single-Use Foodware Update
The Single-Use Foodware Reduction Working Group met for the final of six scheduled meetings on Monday, June 6th.
Nearing the completion of the working group’s tenure, the working group has provided feedback on all Town staff recommendations. During this final meeting, the working group confirmed their recommendations, and provided feedback
on implementation timelines and outreach methods. In this next phase, staff will conduct community outreach on the recommended policies and recommendations will be taken to Town Council.
The working group’s policy recommendations include: 1. A ban on all foam polystyrene items not encased in a more durable material, 2.
Mandating reusables for in-house dining, 3. A fee on single-use disposable foodware, without enacting Disposable Foodware Standards.

Earth Day Recap
The Keep Truckee Green team had a blast celebrating Earth Day at Palisades Tahoe and with a litter cleanup on Friday, April 29. Over 15 volunteers came out to clean up downtown Truckee. Thanks to Drink Coffee Do Stuff for hosting!
The Tahoe Truckee Earth Day Festival at Palisades was a fun celebration after two years off! Sierra Watershed Education Partners (SWEP) students rocked their Trashion Show, and Keep Truckee Green staff had fun talking with community members about recycling, energy efficiency rebates, Truckee’s new bike share program, and more exciting sustainability initiatives happening at the Town.

Police Officers Memorial Day & Police Week
In 1962, President John F. Kennedy signed a proclamation declaring May 15th Peace Officers Memorial Day and the week in which that day falls to be Police Week. Today, National Police Week features scheduled events that emphasize remembrance, peer support, and unity amongst Peace Officers. Most notably, it is a way to pay homage to fellow Officers who lost their lives in the line of duty. In 2021 alone, 472 Officer names were added to the list of fallen heroes. Tens of thousands of people converge on Washington, D.C. this week to honor the sacrifice of these brave officers and their surviving families. The Town of Truckee has also
noted its recognition of May 11th through May 17th as National Police Week 2022, to further emphasize the importance of law enforcement officers’ service to the community and the protection of its people.
It is with pride that I acknowledge the accomplishments of our Truckee Police Officers and this week reminds me to be grateful that our men and women serving in the field have remained safe while performing their duties for the Truckee community. During this week, I’d like to recognize the physical and emotional weight experienced by those who safeguard the residents and visitors of our Town; after all, Police Officers tend to interact with people during some of the most challenging moments in life. I leave you this month with a quote from President John F. Kennedy: “As we express our gratitude, we must never forget that the highest appreciation is not to utter words, but to live by them.”

The Town has contracted with Integrated Design 360, who will help facilitate the reach code exploration process. For a refresher on reach codes, visit our Reach Code FAQs page.
Over the next few months, the Town will convene a Stakeholder Advisory Committee comprised of Staff, Councilmembers, and representatives from the Contractors Association of Truckee Tahoe, Liberty Utilities, Southwest Gas, the Truckee Donner Public Utilities District, and Sierra Community House, along with community members with expertise in mechanical and electrical engineering. These meetings will help to guide policy considerations based on the
expertise, research and lived experiences of Committee members. In addition, the Town will solicit feedback from the public through two community meetings and a public opinion survey, to be announced at a later date. Stay tuned for more updates about the reach code process, and check out the rebates currently available for home energy efficiency upgrades.

Short-Term Rental Ordinance Amendments
& Fees Adopted
Effective May 12, 2022
On Tuesday April 12, 2022, the Town Council waived the second reading and adopted Ordinance 2022-02 amending Chapter 5.02 of the Town of Truckee Municipal Code regarding regulation of Short-Term Rentals (STR). Then on Tuesday April 26, 2022, the Town Council adopted Resolution 2022-16 approving updates and additions to the Short-Term Rental Fee Schedule.
The STR Ordinance modifications include:
• Registration Certificate Cap of 1,255.
• Phase out STRs in Accessory Dwelling Units (ADUs) and Multi-Family Dwelling Units: Units with an existing registration certificate will be permitted to renew their registration certificates, if not renewed then the homeowner will be unable to reapply. No new registration certificates will be issued for these property types.
• 365-Day Waiting Period after a home sale before the new owner may register as an

Resolution 2022-16 will also go into effect on this date. Staff anticipates the following next steps:
• May 12, 2022 – Short-Term Rental Ordinance Amendments go into effect.
• May 15, 2022 – Final deadline for 2021 certificate holders to renew their certificate for 2022.
• May 24, 2022 – Town Council consideration of allocating a portion of available registration certificates to the Workforce Housing Advancement Program pool, prior to releasing available certificates to the waitlist.
• June 13, 2022 – Waitlist Application process opens for submission.
• Summer 2022 – Town Council consideration of Workforce Housing Advancement Program guidelines; Program launch following Council approval.
• July 1, 2022 – Begin quarterly assessment and release of available registration certificates to the waitlist.
• December 31, 2022 – Deadline to renew for 2023 STR registrations.
• Spring 2023 – Complete a year-end review of the STR ordinance amendments and their impacts. Then proceed after this date with a bi-annual review of the STR program.

The Truckee Library, a branch of the Nevada County Library, celebrated the grand opening of the WorkSpace, a co-working and job assistance center, on May 2nd. Located at 10879 Donner Pass Road Suite A in front of the Nevada County Sheriff’s Office, the Workspace is a collaboration with the Alliance for Workforce Development.
The space, which has been operating under a soft opening for several months, features a conference room, an open workspace with free wi-fi, public computers, and printing capabilities. More information about the conference room and booking the space, which features a 65” TV and video conferencing capabilities, can be found at https://www.

The AFWD has a dedicated full-time staff

Short-Term Rental Ordinance Continued

Annual Operating & Capital Budget
The Town of Truckee is currently working on the fiscal year 2022/23 annual operating and capital budget. The budget process is an in-depth, six-month process that begins in January each year with a priority setting meeting with Council, culminating in the adoption of a 400+ page document in June.
The Town not only budgets for the following fiscal year, but also projects out expenditures for the following four years to ensure the proposed spending plan is sustainable over a five-year horizon.
Staff presented some high-level details to Council at a four-hour budget study session held on Monday, April 18. During a six-hour workshop on May 31st, Staff presented the highlights of items proposed to be presented as part of the draft budget and Council provided staff with direction as to whether staff’s allocation of funds was in-line with their priorities and work plan.
Council reaffirmed their commitment to keeping the Town’s core services well-funded.
Core services include, but are not limited to planning, building & safety, police, and snow removal. There was Council consensus for the seven proposed new positions including an additional police officer, a diversity equity and
inclusion manager, and a community services officer to assist with 7-day per week parking enforcement coverage.
The Town was the recipient of just over $4 million of American Rescue Plan Act funding, which staff has proposed to spend on a match amount for a grant that the Truckee Friends of the Library is applying for to support the proposed new library facility, support for the Town’s micro-transit pilot program, seed funding for the public arts master plan, with the remainder going to housing projects.
Other programmed funding for housing came from the estimated $1 million of Measure K 2% Transient Occupancy Tax, the $1 million General Fund Housing Designation, and the Affordable Housing in-Lieu Fund.
Also of note, $7 million of capital spending on capital projects that support Council’s environmental sustainability priority. Projects include energy efficiency initiatives at Town locations, expansion of renewable diesel fueling stations for Town fleet, greenhouse gas emissions reductions, single-use food ware reduction, and continued restoration of Trout Creek. This is in addition to a $386 thousand operating budget and four full-time employees dedicated to work on environmental sustainability.

Staff also asked for Council support in creating a new division for communication and community cohesion. This division would include the newly proposed Diversity, Equity, and Inclusion Manager as well as the Town’s Public Information Officer. Objectives for this division, in conjunction with the Town Clerk & Communications division, in support of Council’s priority include developing
media relationships, a Town website upgrade, developing a Diversity, Equity, and Inclusion Plan with a Spanish Translation strategy, and continued efforts to increase accessibility to Town meetings with District partners.
The proposed budget is scheduled to be adopted at the Town Council meeting on June 14, 2022, and is available on the Town’s website.

On-Demand Microtransit Coming to Truckee This Summer
New this summer, TART Connect, the free, on-demand, shared shuttle service operating in North Lake Tahoe is now coming to Truckee!
The Truckee Town Council has approved a
$460,977 contract with Downtowner, Inc. to operate a Summer 2022 micro transit pilot program.
Service will operate from June 25 to September 5, 2022, 7 days a week from 10 a.m. to 10 p.m. TART Connect users can download the TART Connect app and enjoy service in Tahoe Donner, the Downtown commercial core, Glenshire, and the Tahoe Forest Hospital District zones. All rides are FREE to the rider, making the service convenient and accessible to everyone!
Riders will be able to request point to point on-demand rides using the TART Connect mobile application, which provides real time information with estimated pickup times and mapping with the location of the scheduled vehicle. The application will be similar to other ride-sharing applications offered by transportation network companies. Those who do not have access to a cellular device can
book a trip by calling (530) 214-5811. In addition, the contractor will provide all drivers and a fleet of 7 (6-9 seat) passenger vans with 1 additional backup vehicle. Two of the vehicles will have wheelchair accessibility, and all vehicles will be equipped with bicycle racks.

TART Connect Comes to Truckee

Have you ever wondered what the Town Clerk does? Well Judy Price and her #DreamTeam staff are the backbone of all of the Town’s operations and support every division in one way or another.
Here’s a list to give you a little insight into what they do.
• They manage multiple software platforms and records for the Town including
LaserFiche, Dropbox, MuniCode, ArchiveSocial, SiteImprove.
• They help coordinate all Town events from the All Employee Quarterly, ribbon cutting events, groundbreaking events, to the coordinated Big Truck event to Veterans
• They receive and complete nearly 500 Day.
Public Record Requests annually.
• They execute approximately 375 agreements a year, guiding the entire process.
• They manage and maintain contractual insurance on agreements and other Town insurance needs.
• They create agendas, staff reports and meeting minutes for multiple boards &
commissions.
• They facilitate team building and help with logistics coordination.
• They create and post updates on the Town website and manage over 1000 website pages.
• They create efficient processes and constantly find ways to reduce the use of paper.
• They are part -time IT techs, helping staff with minor tech issues.
• They manage bills and invoices related to their department and support a number of other departments in getting their expenses to the Finance Department.
• They support our Truckee Town Council and answer community questions that are emailed in.
• They are the filing officer and filing official for 35 Fair Political Practices Commission statement of economic interest filers.

Donner Pass Road Project Update
Construction on the Donner Pass Road Project has begun for the 2022 season. DPR will be closed from 7:00 am to 5:00 pm on weekdays (Monday through Friday). Travel will reopen at 5:00 pm on Fridays through the weekend for residents.
Work is tentatively scheduled to be fully complete by August 31, 2022. This date is subject to change due to weather conditions or construction-related delays. For more information, subscribe to updates at NevadaCountyCA.gov/DonnerPassRoadConstruction.

Free Residential Green Waste Disposal Events
Free residential green waste disposal for Nevada County residents continues this Saturday from 8:00 am-2:00 pm at the Truckee Rodeo Grounds. Personnel from the Town of Truckee, Truckee Fire Protection District, Nevada County, and Fire Safe Council of Nevada County will be onsite to help with traffic flow and to keep the program running smoothly.
Every year, homeowners are encouraged to create and maintain defensible space as this is the single best thing residents can do to protect their property from wildfire. Building a buffer between a structure and the grasses, trees, and shrubs that surround it is key to slowing or stopping a wildfire. Defensible space helps protect homes while providing greater safety for firefighters who may need to take a stand to defend property.
With 7 of the top 10 most destructive wildfires in recorded history having occurred since 2020, defensible space is more important now than ever before. Continued dry conditions and above normal temperatures are predicted to lead to lower fuel moisture levels and higher fire risk this year. Significant amounts of vegetative debris were generated during the winter storm of early 2022, and as we move into the warmer months it is critical to remove this material before it becomes a fire hazard. Residents are reminded to complete defensible space activities safely by being mindful of weather conditions, including avoiding using equipment that may cause a spark during high fire danger. Taking advantage of the free green waste events is a great way to complete clean-up efforts.

WHAT: Free self-service residential green waste drop-off WHEN: June 4 & June 17, 2022, 8:00 am-2:00 pm
WHERE: Truckee Rodeo Grounds, 10695 Brockway Rd, Truckee, CA 96161
WHY: To support residents in reducing fire danger around their homes and on land they steward by providing a way to dispose of excess vegetative material for free.
Please limit loads to 3-yards per trip. To facilitate unloading, position a tarp on the bottom of the truck bed or trailer before loading the material. No commercial green waste, bags, rounds larger than 24 inches, stumps, rocks, boards, and trash.
The Free Residential Green Waste Program is a partnership between the County of Nevada, Fire Safe Council of Nevada County, Town of Truckee, Truckee Fire Protection District, Tahoe Truckee Community Foundation, Tahoe Truckee Sierra Disposal, and the Northern Sierra Air Quality Management District. CareForce Free Health Care Clinic Set for July 15th-17th
California CareForce (CCF) is bringing a free health care clinic to Nevada County, July 15th through 17th, 2022 at Nevada Union High School in Grass Valley. California CareForce provides dental, vision, and medical services at no cost and with
no questions asked. They do not require proof of insurance, employment, income, residency, or immigration status. Anyone who visits their clinics is eligible for service.
California CareForce, the charitable arm of the California Association of Oral and Maxillofacial Surgeons, is a group of volunteer healthcare professionals, community leaders, and engaged citizens who believe that everyone deserves access to quality and compassionate healthcare.

CCF hosts are the dental and vision services. The clinics rely on local professionals to volunteer their time to provide these valuable medical services. The dental section consists of up to 30 dental chairs and is staffed by volunteer licensed dental professionals. It provides x-rays, cleanings, fillings, and extractions. Have a painful tooth and no dental insurance? This is your chance to get it treated!
