PLAN APPROVAL AND OPERATING PERMIT APPLICATIONS

NEW SOURCES AND MODIFICATIONS

The Department has developed an ‘‘integrated’’ plan approval, State Operating Permit and Title V Operating Permit program. This integrated approach is designed to make the permitting process more efficient for the De- partment, the regulated community and the public. This approach allows the owner or operator of a facility to complete and submit permitting documents relevant to its

application one time, affords an opportunity for public input and provides for sequential issuance of the neces- sary permits.

The Department received applications for Plan Approv- als or Operating Permits from the following facilities.

Copies of these applications, subsequently prepared draft permits, review summaries and other support mate- rials are available for review in the regional office listed before the applications. Persons interested in reviewing the application files should contact the appropriate re- gional office to schedule appointments.

Persons wishing to receive a copy of a proposed Plan Approval or Operating Permit shall indicate interests to the Department regional office within 30 days of the date of this notice and shall file protests or comments on a proposed Plan Approval or Operating Permit within 30 days of the Department providing a copy of the proposed documents to persons or within 30 days of its publication in the Pennsylvania Bulletin, whichever comes first. Interested persons may also request that hearings be held concerning a proposed Plan Approval or Operating Per- mit. A comment or protest filed with the Department regional office shall include a concise statement of the objections to the issuance of the Plan Approval or Operat- ing Permit and relevant facts which serve as the basis for the objections. If the Department schedules a hearing, a notice will be published in the Pennsylvania Bulletin at least 30 days prior the date of the hearing.

Final Plan Approvals and Operating Permits will con- tain terms and conditions to ensure that the source is constructed and operating in compliance with applicable requirements in 25 Pa. Code Chapters 121—143, the Federal Clean Air Act (42 U.S.C.A. §§ 7401—7671q) and regulations adopted under the Federal Clean Air Act.

62-017W: United Refining Co. (15 Bradley Street,

Warren, PA 16365-3224) for construction of a new 10MMscfd steam methane reformer (SMR) hydrogen plant at United Refining Company’s facility in the City of Warren, Warren County. The SMR plant will produce high-purity hydrogen from natural gas and supplemental gas feeds. This is a PSD application, and this is a Title V facility.

Intent to Issue Plan Approvals and Intent to Issue or Amend Operating Permits under the Air Pollu- tion Control Act and 25 Pa. Code Chapter 127, Subchapter B. These actions may include the administrative amendments of an associated op- erating permit.

46-0287: Wallquest, Inc. (741 First Avenue, King of

Prussia, PA 19406), for the operation of an existing 6-color rotogravure press and three (3) existing proof presses at an existing commercial wallpaper production facility, which is located in Upper Merion Township,

Montgomery County.

The potential to emit volatile organic compounds (‘‘VOCs’’) from the facility exceeds 25 tons/yr, the major facility threshold for the Philadelphia Consolidated Met- ropolitan Statistical Area. However, Wallquest, Inc., has elected to restrict the VOC emissions from the facility to less than 25 tons/yr, categorizing the facility as Synthetic Minor.

Wallquest, Inc., has also elected to restrict hazardous air pollutant (‘‘HAP’’) emissions from the facility to less than 10 tons/yr for any individual HAP and less than 25 tons/yr for total HAPs. As a result, the rotogravure and proof presses are not subject to the provisions of 40 C.F.R. Part 63, Subpart KK, except for those specified in 40 C.F.R. § 63.829(d).

Since vinyl is the substrate for the majority of the wallpaper printed at the facility, the rotogravure and proof presses are subject to the provisions of 40 C.F.R. Part 60, Subpart FFF. To demonstrate compliance with these provisions, the inks used in the rotogravure and proof presses are required to meet a weighted average VOC content restriction of less than 1.0 kg VOC/kg ink, averaged on a monthly basis, amongst other require- ments.

The Plan Approval will include monitoring, recordkeep- ing, reporting, and work practice requirements designed to keep the facility operating within all applicable air quality requirements.

39-00011A: Lafarge North America, Inc. (5160 Main

Street, Whitehall, PA 18052) for conversion of their No. 2 raw mill baghouse from reverse air to pulse jet at their Whitehall Plant in Whitehall Township, Lehigh County.

In accordance with 25 Pa. Code §§ 127.44(a) and 127.45(a), the Department of Environmental Protection (DEP) intends to issue a Plan Approval to Lafarge North America, Inc. (5160 Main Street, Whitehall, PA 18052) for conversion of their No. 2 raw mill baghouse from a reverse air to a pulse jet cleaning mechanism at their Whitehall Plant in Whitehall Township, Lehigh County. The facility currently operates under Title V Operating Permit No. 39-00011. Plan approval 39-00011A will subse- quently be incorporated into the Title V Operating Permit through an administrative amendment in accordance with 25 Pa. Code § 127.450.

Plan Approval No. 39-00011A is for conversion of their No. 2 raw mill baghouse from a reverse air to a pulse jet cleaning mechanism. The company shall be subject to and comply with 25 Pa. Code § 123.13(b) for control of Par- ticulate Matter (PM) emissions. These limits will meet BAT requirements for this source. The Plan Approval and Operating permit will contain additional recordkeeping and operating restrictions designed to keep the facility operating within all applicable air quality requirements.

Copies of the application, DEP’s analysis and other documents used in the evaluation of the application are available for public review during normal business hours at Air Quality Program, 2 Public Square, Wilkes-Barre, PA 18701-1915.

Any person(s) wishing to provide DEP with additional information, which they believe should be considered prior to the issuance of this permit, may submit the information to the address shown in the preceding para- graph. Street, Cressona, PA 17929) to electively apply for feder- ally enforceable synthetic minor emission limits and to install oxy-fuel burners on melting furnace M5 at their facility in Cressona Borough, Schuylkill County.

In accordance with 25 Pa. Code §§ 127.44(b) and 127.424(b), the Department of Environmental Protection (DEP) intends to issue a plan approval to Sapa Extru- sions Inc to electively apply for federally enforceable synthetic minor emission limits and to install oxy-fuel burners on melting furnace M5 at their facility located in Cressona Borough, Schuylkill County. The facility cur- rently has a Title V Operating Permit No. 54-00022. Plan approval 54-00022B will subsequently be incorporated into the Title V Operating Permit through an administra- tive amendment in accordance with 25 Pa. Code § 127.450.

Plan Approval 54-00022B seeks new federally enforce- able synthetic minor emission limits and install oxy-fuel burners on M5. Total facility emissions shall not exceed the following limits during any consecutive a 12-month rolling period in tons per year: NOx99.9, CO 99.9, VOC

49.9, PM10/PM2.5 99.9, CO2e 100,000 and SO2 99.9 NOx

emissions will increase by 2.01 TPY with the burner upgrade. The M5 melting furnace is subject to 40 CFR Part 63 Subpart RRR requirements. SAPA Extrusion is a major facility for HAPs emissions and is subject to Title V permitting requirements and is located in Cressona Bor- ough, Schuylkill County. The plan approval will include all appropriate monitoring, record keeping, and reporting requirements designed to keep the equipment operating within all applicable air quality requirements. Further details on the conditions and the reasons for their inclusion are available upon request.

32-00432A: In accordance with 25 Pa. Code §§ 127.44—127.46, the Pennsylvania Department of En- vironmental Protection (DEP) is providing notice that it intends to issue an Air Quality Plan Approval to Rosebud Mining Company (301 Market Street, Kittanning, PA 16201) to authorize the construction and temporary op- eration of a coal preparation plant at their Coral- Graceton Mine Site located in Center Township, Indiana

County.

Sources at the facility include a Pit Conveyor, Clean Coal Tube Stacker, Oversize Conveyor, Double Deck Screen, Oversize and Clean Coal Stockpiles, Truck loadout, Front-end loader, and Emergency Diesel Genera- tor. Roadways will be controlled by paving and water sprays and fugitive emissions from the process will be controlled by water sprays.

Upon authorization of this plan approval the facility potential to emit will not exceed 12.5 tons of PM, 3.9 tons of PM10, 1.6 tons of NOx, 0.9 ton of CO, and 0.5 ton of

VOC on an annual basis. The throughput restriction, monitoring, testing, recordkeeping, reporting and work practice conditions of the Plan Approval have been de- rived from the applicable requirements of 40 CFR Part 60 Subpart Y and 25 Pa. Code Chapters 123 and 127.

Copies of the application, DEP’s analysis and other documents used in the evaluation of the application are available for public review during normal business hours at the Department’s Southwest Regional Office, 400 Wa- terfront Drive, Pittsburgh, PA 15222. Any person may submit comments or object to the plan approval or a proposed condition thereof by filing a written protest with the Department at the Southwest Regional Office. A 30-day comment period, from the date of this publication, will exist for the submission of comments.

A protest to a proposed action shall be filed with the Department within 30 days of the date that notice of the proposed action was published under 25 Pa. Code § 127.44 (relating to public notice). A protest shall in- clude the name, address and telephone number of the person filing the protest, identification of the proposed plan approval issuance being opposed (Plan Approval 32-00432A) and a concise statement of the objections to the plan approval issuance and the relevant facts upon which the objections are based.

A public hearing may be held, if the Department, in its discretion, decides that such a hearing is warranted based on the information received. All persons who have properly filed a protest under 25 Pa. Code § 127.46 may appear and give testimony. The applicant, the protestant and other participants will be notified of the decision to hold a hearing by publication in the newspaper or by the Pennsylvania Bulletin, or by telephone, where the Depart- ment determines such notification by telephone is suffi- cient.

Code §§ 127.44—127.46 that the Department of Environmental Protection (DEP) intends to issue Air Quality Plan Approval: PA-65-01027A to allow the temporary operation of a logo printing facility located in Upper Burrell and Washington Townships, Westmore-

land County. Sources include individual printing pro-

cesses. Miscellaneous sources include natural gas-fired building heating sources and a natural gas-fired emer- gency generator. This facility will be classified as a synthetic minor facility.

Potential to emit from the facility is estimated to be 2.98 tons of nitrogen oxides (NOx), 2.50 tons of carbon

monoxide (CO), 49.0 tons of volatile organic compounds (VOC), 2.46 tons of toluene, 1.84 tons of methanol, 5.00 tons of total hazardous air pollutants (HAPs), and 3,577 tons of carbon dioxide equivalents (CO2e) per year. Best

available technology (BAT) for the printing processes

includes the use of low VOC/HAP and low vapor pressure solvents, use of spring loaded dispensing containers to minimize evaporation, solvent usage tracking and recordkeeping, employee training, and continued exami- nation of alternative low VOC products that can effec- tively perform the required results. The authorization is subject to State regulations including 25 Pa. Code §§ 123.1, 123.2, 123.31 and 123.41. Plan Approval has been conditioned to ensure compliance with all applicable rules. This includes testing, work practice, monitoring, recordkeeping, and reporting conditions. Once compliance with the Plan Approval is demonstrated, the applicant will subsequently apply for a State Only Operating Permit in accordance with 25 Pa. Code Subchapter F.

A person may oppose the proposed plan approval by filing a written protest with the Department through Alexander Sandy, Pennsylvania Department of Environ- mental Protection, 400 Waterfront Drive, Pittsburgh, PA, 15222. Additional written comments may also be submit- ted. The facility currently has a Title V permit No. 10-00285. The Plan Approval will subse- quently be incorporated into the Title V Operating Permit through an administrative amendment in accordance with 25 Pa. Code § 127.450.

Based on the information provided by the applicant and DEP’s own analysis, the proposed source will result in potential emissions of 3.93 tons of volatile organic com- pounds (VOC) per year. The facility will be required to maintain records of material use and VOC content, and to obey work practice requirements.
