This first section focuses on the PKI based authentication systems. These are the private or public services, which can be accessed using certificate based authentication.

Bulgaria Private Some in area of electronic signature. Almost all of the operational eGovernment applications obtain the UCN directly from the certificate for the electronic signature of the user.
Croatia Private

Estonia Public The most notable service is the Citizen Portal. Through Citizen Portal users can access the vast majority of public services (SSO). Others include: the Estonian Tax and Customs Board and e-schools.
ID-card is considered as an enabler of Internet voting85 which was introduced in 2005 for elections of local governments and repeated in 2007 for elections of the Parliament.
One of the most popular e-services accessible with ID-card is e-school86. Private sector also utilizes usage of ID-Card to their services, these include:
Internet banking (optional) and several other private companies.
Log-on to the services is done using authentication certificate on the ID-card.
Estonia Public Using the unprotected part of the Estonian ID-Card more public and private services can be activated. These include: ID-Ticketing, car-driver document functionality, ID-Card as a loyalty card, as an entrance card and as a quick registration device.
The personal data file contains the same information that is visibly printed on the card – most notably name and PIC of the cardholder. This information can be read without presenting PIN-Code with a reader or terminal.
Finland Public The “Palkka.fi” (or Salary.fi), The Suomi.asiointi.fi, The Change of address notification service for citizens, The “Tarkista tietosi!”, or “check your personal information” –service, the Tekes.fi service and The Patent registration service
Services are usually offering possibility to use National Id card as an authentication medium, but still most of those authentications are done with TUPAS system. There are also other services available, but those are not mentioned here, because they use e.g. KATSO as an authentication interface.
