San Joaquin Hills Transportation Corridor Agency Recommendation:
1. Authorize the chief executive officer (CEO) to execute contract K001013 with JIMNI Systems, Inc. in the amount of $125,409.
2. Authorize the CEO to execute contract amendments up to ten percent ($12,540) for additional services as needed.
BACKGROUND:
Due to the remote nature of three of the four Foothill/Eastern Transportation Corridor (F/ETC) toll plazas, connections to municipal sewers and potable water systems were unavailable at the time of construction. Therefore, alternative wastewater, water and reservoir systems were designed and installed at the Tomato Springs, Orange Grove, and Windy Ridge toll plazas. Reservoirs at the Windy Ridge and Tomato Springs toll plazas provide storage for potable domestic water, landscape irrigation, and fire-fighting capacity to six mainline toll plaza buildings at the three remote locations. The fourth toll plaza along the 261 Toll Road (Irvine Ranch) was able to be connected to all municipal utilities.

The committee discussed the current procurement of the Water Wastewater Services Contract that will receive board action in May. This contract provides maintenance and repair services for the Toll Roads’ privately owned wastewater, potable water and reservoir systems. The services are being procured based solely on price and the final recommendation will be presented when the procurement is completed this month. Staff Recommendation

Staff has completed a competitive procurement and recommends awarding JIMNI Systems, Inc. a three year contract in the amount of $615,606 for the Foothill/Eastern Transportation Corridor Agency and $125,409 for the San Joaquin Hills Transportation Corridor Agency.
and still remains unavailable. Wastewater at the Catalina View toll plazas and the three remote F/ETC toll plazas is collected in holding tanks that must be emptied on a regular basis.
Overall, the SJHTCA requires water/wastewater services for one mainline plaza while the F/ETCA requires water/wastewater services for four mainline plazas and two reservoirs. Later this year, the reservoir located at the northbound Tomato Springs toll plaza will be decommissioned after its existing pipeline is re-configured and re-connected to a newer Irvine Ranch Water District reservoir system nearby.
DISCUSSION:
The Water and Wastewater Services Contract includes preventive maintenance and corrective repairs of the water and wastewater pipelines and pumping systems, tanker truck water delivery to the Windy Ridge reservoir, routine cleaning and maintenance of the two reservoirs, removal and disposal of wastewater from toll plaza holding tanks. The contract also requires a two-hour response to any emergency within the integrated system.
The water and wastewater system, as previously described, is maintained as an integrated and inter-connected system that is managed under a single contract. This provides for a single point of contact as one contractor is responsible for the maintenance and repair of the entire system. Staff research into individual service contracts for the individual unit cost services such as potable water hauling, water treatment, pump maintenance and waste water disposal proved to be more costly than when bundling the services under one contract.
The contract costs are based on multiplication of fixed annual unit pricing and the estimated frequencies of the above services. Each agency is independently invoiced for the actual expenses incurred. The service levels and frequencies can be adjusted up or down at fixed unit pricing to accommodate changes in each agency’s equipment and service needs, such as when the Tomato Springs reservoir is decommissioned later this year.
An Invitation for Bid (IFB) was issued through Planet Bids on March 24, 2015. Five companies responded to the IFB and attended a subsequent mandatory pre-bid meeting. JIMNI Systems, Inc. was the only company that submitted a bid on the April 23rd due date. As there was no indication of disinterest or misunderstanding at the pre-bid meeting, TCA’s Contracts Department queried the four non-bidding firms as to why they did not submit bids. One firm stated a misunderstanding of the license required for the eventual contractor. Another firm did not bid due to time restrictions. The other firms determined that the overall scope of work expanded outside of their individual areas of expertise. After staff review, JIMNI Systems, Inc. bid was accepted as responsive and responsible.
BUDGET:
The proposed Fiscal Year 2016 Budget includes funding sufficient to cover costs for the first year of the contract. Funding for the following fiscal years will be requested in the respective years’ proposed budgets.
CONCLUSION:
This contract provides maintenance and repair services for The Toll Roads’ privately owned wastewater, potable water and reservoir systems. Staff has completed a competitive procurement and recommends awarding JIMNI Systems, Inc. a three year contract in the amount of $615,606 for the Foothill/Eastern Transportation Corridor Agency and $125,409 for the San Joaquin Hills Transportation Corridor Agency.

The Marketing Ad Hoc Committee agreed with moving forward with the original staff recommendation dated March 12, 2015.
The Joint Toll Operations Ad Hoc Committee agreed with moving forward with Trotta/Hansen but directed staff to work with Civic Resource Group, which is currently under contract with TCA to provide website design and programming services, to incorporate the knowledge they have about the website usage into the final research report. They also requested that traditional focus groups be added to the Trotta/Hansen research plan with the understanding that it would increase the contract amount.

BACKGROUND:
With the conversion to all-electronic tolling in May 2014, more than 400 signs have been installed to inform customers how to pay tolls with either a FasTrak® account, ExpressAccount® or with One-Time-Toll® within five days after their trip. There is also signage notifying drivers that they are approaching and entering a toll road.
While most daily toll road drivers (86%) have set up an account to pay their toll electronically using a FasTrak transponder or a license-plate based ExpressAccount and nearly 4% pay online with One-Time-Toll, a small percent of travelers find themselves on The Toll Roads each day without the understanding of how to pay their toll online to avoid receiving a violation notice. In reaction to input from infrequent drivers and visitors, the Boards of Directors, in December 2014, approved a change order with HDR Engineering for the design of signage enhancements. The change order included Phase I (50%) of the cost for the design of the signs, securing
approval from Caltrans and obtaining encroachment permits for installing the new signs. During the December 2014 discussion, Board Members requested that research be conducted to test sign messages before sign design was finalized and to return the signage plans to the Boards of Directors for discussion and approval.
DISCUSSION:
Staff issued an informal request for proposals to three research firms on February 2, 2015. The firms were asked to provide their proposed methodology to test signage messaging, and the steps consumers take when they see the signs to pay their toll. Included in the scope is testing the customer experience in accessing thetollroads.com, the One-Time-Toll payment section of the website and usage of the One-Time-Toll forms. The firms were asked to submit a research plan with a not-to-exceed amount of $50,000 ($25,000 per agency).
All three firms (Civic Resources Group; Fairbank, Maslin, Maullin, Mertz & Associates; and Trotta/Hansen, Inc.) submitted proposals by the due date. The proposals were evaluated by David Lowe, acting chief engineer, Lisa Ganz, manager of marketing, and Lisa Telles, chief communications officer, based on the following criteria:
• Proposed process outline and demonstrated understanding of TCA’s needs.
• Proposed methodology in light of TCA’s stated objectives.
• Proposed project schedule and ability to meet schedule.
• Proposed plan value in relation to cost proposed.
Trotta/Hansen, Inc. had the highest score and provided a comprehensive research plan within the $50,000 budget to test if signage effectively communicates The Toll Roads’ payment processes, how consumers find and use online search tools to pay online, and how to improve the payment process on website, smart phone and tablet tools.
The recommendation was presented to the San Joaquin Hills and Foothill/Eastern Boards of Directors in March 2015. After discussion, the Boards directed staff to take the item to both the Joint Marketing Ad Hoc Committee and the Joint Operations Ad Hoc Committee for review and discussion.
Staff presented the procurement process, an explanation of common research methodologies, and a review of the methodologies provided by the three proposers to the ad hoc committees on April 8, 2015. The following is a summary of the three methodologies:
• Trotta/Hansen, Inc. proposed one-on-one interviews, drive alongs, and online testing of sign options.
• Civic Resource Group proposed online signage survey, key word search analysis, and online website usability research.

• Fairbank, Maslin, Maullin, Metz & Associates proposed focus groups and an online survey.
The ad hoc committees were also presented with analytics regarding how and why customers access thetollroads.com to manage their accounts and pay tolls as was requested at the February Board of Directors meetings. Approximately 80 percent of FasTrak and ExpressAccount enrollments, 60 percent of violation payments, 90 percent of One-Time-Toll payments and 68 percent of account management updates are made through the TCA website. In March 2015, there were 778,000 website sessions, a majority of which access the website for customer service reasons.
Staff recommended Trotta/Hansen because it provided the best methodology for the scope of work and the goals of the research. In-depth interviews are the best research methodology to use when a device or process is being tested for usability. Trotta/Hansen was the only firm recommending one-on-one interviews.
Trotta/Hansen, Inc. was established in 1975 by Diane Trotta. Ms. Trotta has conducted research for major companies in virtually every segment of industry, including consumer goods and services, business-to-business, and healthcare. Trotta/Hansen Inc. owns and operates two research facilities located in Marina del Rey and Irvine.
