The Commission should give particular attention to the management structure required to support integrated record services. There are various options to be considered. One is that the Archives and Records Centre could be under one administrative authority and the registries co-ordinated under another administrative authority, with some means of co-ordination established to facilitate consultation. Another is that the registries and the Records Centre/Archives could be brought under the Mininstry of Labour and Public Service or central agency such as the Prime Minister's office and be placed directly under the control of the National Archives. This is the path taken in Botswana as a result of a Cabinet decision. A third option is the establishment of the National Records Service which would cater for the development of professional and technical systems and skills involved in managing records from their creation to their disposal or their preservation as archives. The National Archives would become part of the National Record Service. The Records Service could be placed under the Ministry of Labour and Public Service or another appropiate agency. There could be a Director of the National Record Services assisted by Deputy Directors responsible for the registries and for the Records

C e n t r e and Archives. This a p p r o a c h w o u l d be the m o s t l i k e l y to

f a c i l i t a t e an i n t e g r a t e d system.

T h e C o m m i s s i o n w o u l d nee d to look into the s t a f f i n g i m p l i c a t i o n s

of the p r o p o s e d structures. It should e x a m i n e the p o s s i b i l i t y

of c r e a t i n g a scheme of service w h i c h w o u l d o p e r a t e in c o n j u c t i o n

w i t h the sch e m e for C l e r i c a l and E x e c u t i v e classes. Suc h a

scheme c o u l d lay the basis for an i n t e g r a t e d N a t i o n a l R e c o r d s

Service. T h e p r e s e n t s t a f f i n g of the r e g i s t r i e s and t he A r c h i v e s

shou l d be t h o r o u g h l y r e v i e w e d as a basis for its r e c o m m e n d a t i o n s .

r e c o r d s m a n a g e m e n t field. It should e n s u r e u n i f o r m standards,

p r o c e d u r e s a n d q u a l i t y of w o r k for an e f f i c i e n t and e f f e c t i v e

r ec o r d s m a n a g e m e n t support service t h r o u g h the c i v i l service, a n d

it s h o u l d p r e s c r i b e r e a l i s t i c q u a l i f i c a t i o n r e q u i r e m e n t s , i.e.

e du c a t i o n a l , training, and p r o m o t i o n criteria, in o r d e r to

m a i n t a i n p r o f e s s i o n a l standards.

In a d d i t i o n the C o m m i s s i o n should also look into the t r a i n i n g

i m p l i c a t i o n s of a r e c o r d m a n g e m e n t programme. T h e r e is a n e e d

for the t r a i n i n g for r e g i s t r y staff at all levels. T h e r e is a l s o

a n e e d for t r a i n i n g to m a k e the m a n a g e m e n t a ware of w h a t r e c o r d s

m a n a g e m e n t is, w h a t b e n e f i t s it can br i n g a n d w h a t w i l l be

r e q u i r e d if s i g n i f i c a n t r e sults are to be achieved. O t h e r a reas

t o be c o n s i d e r e d wil l be the train i n g for a r c h i v i s t s and r e c o r d s

managers. Training abroad should be supplemented by in-service training. The training for all personnel at all levels should take into account the neeed for an integrated approach.
